I Mose of the amendments are of che so-called house-I ( keeping variety and do not change cite broad principles of · the charter. One propo sal would require that detachment of land ( deannencion) fr om tlie city be rnted on at a special elec- tion. The purpose of the ch:mge i~ to keep such an issue from being involved in a general election campaign and also concludes that if an area wants out chat it should pay for the election.
