Discussion to appoint the At Large City Council member ensued. Moved by Council Member Steven Ward Seconded by Council Member Chelsea Nunnenkamp Motion to appoint PJ Kolnik to fill the At Large City Council vacancy. Newly appointed City Council Member PJ Kolnik was sworn in by Honorable Judge Joe Jefferson. b) Director of Public Works Victor Rachael, Deputy Director of Public Works - Engineering Tim Hoos, and Concrete Utility and Street Maintenance Manager Phil Neal were present to discuss the 2022-2023 Snow Season Recap and Snow Plan Overview. The meeting recessed at 7:38 p.m. for a break. The meeting reconvened at 7:51 p.m. all Council Members were present. c) Director of Public Works Victor Rachael, Director of Utilities and South Platte Renew Pieter Van Ry, and Director of Community Development Brad Power were present to discuss Development and Infrastructure. d) Director of Finance Jackie Loh was present to discuss the draft proposed 2024 Operating & Capital Budget. 6 Executive Session a) Executive Session for discussion of a personnel matter under C.R.S. Section 24-6-402(4)(f)(I) for the purpose of annual employment reviews of City Attorney and City Manager. SECTION 24-6-402(4)(F)(I) FOR THE PURPOSE OF ANNUAL EMPLOYMENT REVIEWS OF CITY ATTORNEY AND CITY MANAGER. The meeting recessed at 9:57 p.m. to go into Executive Session. The meeting reconvened at 11:44 p.m. with 6 Council Members present. Mayor Sierra recited the following statement: For the record, if any person who participated in the executive session believes that any substantial discussion of any matters not included in the motion to go into the executive session occurred during the executive session, or that any improper action occurred during the executive session in violation of the Open Meetings Law, I would ask that you state your concerns for the record.
