The Keep Englewood Beautiful Commission ties been created to advise the City Council on all matters pertaining to environmental protection and neighborhood beautification. Wanush, Director Of Community Development Adopt an ordinance creating a Keep America Beautiful program for Englewood. PREVIOUSCOUNCIL ACTION Council approved the City's participation in the Keep America Beautiful pro ram: The Department Of Community Development has assigned part-time staff'person to the program during its start-up period and the proposed 1991 budget contains $25,000 for a 34 time staff person. STAFFy2 There are four broad ways in which the effort can be organized; 1 Independent Commission: Created by Council, but acts independently such as the KC 2 Committee: Can be coordinated by an existing department or agency each as the Housing k Force. 3) Advisory Commission: Created by Council and advises Council on a course of action. May do some things independently, but needs overall Council approval, such s thetannin Commission. i A Independent Not -For -Profit: Fully independent organization responsible to its own Board of Directors. Because of the need of continuous Council and City staff support, the Advisory Commission form is recommended. Council can then monitor the program more closely ' to insure that City resources are being used effectively. BACKGROUND The Program operates on the assumption that solutions to reduce litter and promote recycling work best when they are not imposed from above, but rather organized t the grass,roots level.
