Urban Renewal Authority: The Englewood Urban Renewal Authority Meets subject to the call of
the Chair. The annual meeting of the Authority is held in January each year.
Water & Sewer Board: Meets 2nd Tuesday of each month at 5:00 p.m.

Boards & Commissions FAQ's
Board of Adjustment - 7 members. Must be a qualified elector and a resident of the City for
one year prior to appointment. Cannot hold any office or position in the City Administration,
including no other commissions, task forces, committees. (Charter § 59) (See EMC 16-2-1 et seq
for the Boards function under Title 16)
Budget Advisory Committee - 5 members. Need not be a qualified elector. No residence term
required. (EMC 2-14-2)
Code Enforcement Advisory Committee - 7 members. No residence term required. Need not be
a qualified elector. (EMC 2-10-1 et seq.)
Cultural Arts Commission - 7 members. Members to be drawn from active participants in
various aspects of the arts community. Need not be a qualified elector. No residence term required.
(EMC 2-9-3)
Downtown Development Authority (EDDA) – Authorized by Ordinance No. 25, Series of 2020;
approved by voters on November 3, 2020; and existing by IGA approved 4-28-21. Governed by
Colorado statute. 6 members, and 1 member of City Council, all appointed by City Council.
(C.R.S. § 31-25-805)
Election Commission - 4 members, who are qualified electors. No residence term required. (EMC
2-1-1)
Englewood Housing Authority – 5 members. Must be qualified elector. No residence term
required. As long as the agency has HUD Public Housing, one Commissioner must be a resident of
public housing. (Authorized by Resolution No. 48, 1972.)
Englewood McLellan Reservoir Foundation (EMRF) – 5 members. Unless otherwise designated
by the City 5 members will be individuals holding the City position of Director of Utilities, Deputy
Manager, Finance Director, Director of Public Works, and Director of Community Development.
(Incorporated under the Nonprofit Corporation Act.)
Firefighters Pension Board – 6 members: the Mayor, Director of Finance, 1 Council appointed
resident, and 3 members who are retired Old Hire members of the Fire Department. (§ 31-30.5-202
C.R.S., Ordinance No. 46 and EMC 3-6-1-1)
Historic Preservation Commission - 7 members. Need not be a qualified elector. No
residence term required. (EMC 2-15-2)
Library Board - 9 members made up of citizens-at-large. No residency term is required,
does not need to be a qualified elector. (Charter §54) (EMC 2-2-1 et seq.)
Liquor and Marijuana Licensing Authority – 1 Hearing Officer selected by following standard
request for qualifications and in conformance with purchasing policies and procedures of the City.

Malley Trust Board – 5 members. 1 member appointed from City Council. 1 member appointed
from the membership of the Englewood Parks and Recreation Commission, 3 members who are
qualified electors, over the age of 55, and active in the affairs of Malley Centennial Center. (EMC
4-3-9)

Non-Emergency Employees Retirement Board - 7 members. 1 member is a Council person
elected by Council, one member is the City Treasurer, and two members are City employees who
are members of the plan. Three members shall be electors of the City. No residency term indicated.
(EMC 3-4-11-1)
Parks & Recreation Commission - 9 members, two of which may be under the age of 18. No
residence term required. Need not be a qualified elector. (EMC 2-4-1)
Planning & Zoning - 9 members made up of citizens-at-large. Must be a qualified elector and a
resident of the City for one year prior to appointment. Cannot hold a paid office or position in
the City Administration. (Charter § 56) (EMC 2-5-1et seq.) (See EMC 16-2-1 et seq for the Boards
function under Title 16)
Police Pension Board – 6 members. The Mayor, Director of Finance, 1 Council appointed
member, 3 Members elected by Members participating in the plan (EMC 3-5, §31-30.5-203 C.R.S,
Ordinances No. 47 & 48, Series of 1999)
Safey Services Supplemental Disability Board – 6 members. Mayor and Director of Finance, 2
elected members from police ranks, 1 citizen member from Police Pension Board, 1 citizen Board
member from Firefighters Pension Board. (EMC 3-6-1-2(I)) & EMC 3-5-2(I))
Sustainability Commission - 9 members. Need not be a qualified elector. No
residence term required. (EMC 2-8-1)
Transportation Advisory Committee - 5 members. Need not be a qualified elector. No residence
term required. (EMC 2-12-2)
Urban Renewal Authority – 7 current members. Mayor to Appoint members per state statute.
Authorized by Resolution No. 49 (1972) and (§ 31-25-104 (2)(a)(I) C.R.S.)
Water & Sewer Board - 9 members, the Mayor, two council members and six citizens who
are qualified electors. No residence term required. (Charter § 61) (EMC 2-3-1 et seq.)
Youth Advisory Board – 8 Current members appointed by council. Must be 8-18 years of age
participants under 12 years of age must be accompanied by parent/guardian. (Council to evaluate
board in the future)
Other: The Council has an unwritten policy that if a person is serving on a Quasi-judicial Board they
cannot serve on another quasi-judicial board at the same time. However, except for BOA, if a person is
currently serving on a quasi-judicial board, they can serve on a non-quasi-judicial board. For example: Jane
Doe serves on the Planning and Zoning Board (quasi-judicial) she can serve on the Code Enforcement
Advisory Committee.
