AN ORDINANCE PROVIDING FOR THE ISSUANCE OF CITY OF ENGLEWOOD, COLORADO, HOSPITAL REVENUE BONDS, SERIES 1978 (PORTER MEMORIAL HOSPITAL PROJECT) IN THE MAXIMUM PRINCIPAL AMOUNT OF $18,000,000 AND CITY OF ENGLEWOOD, COLORADO, SPECIAL OBLIGATION BONDS, SERIES 1978, IN THE MAXIMUM PRINCIPAL AMOUNT OF $2,000,000 ALL FOR THE PURPOSE OF REIMBURSING PORTER MEMORIAL HOSPITAL FOR THE COSTS OF ACQUIRING AND CONSTRUCTING CERTAIN HOSPITAL FACILITIES AND REFINANCING OBLIGATIONS INCURRED BY PORTER MEMORIAL WITH RESPECT TO THE ACQUISITION AND CONSTRUCTION OF CERTAIN HOSPITAL FACILITIES, AND AUTHORIZING THE PREPARATION OF DOCUMENTS AND INSTRUMENTS RELATED THERETO. 2. AN ORDINANCE REPEALING AND RE-ENACTING CHAPTER 22.4B, AND AMENDING CHAPTER 22.8 ENTITLED "FLOOD PLAIN(FP)". AND "DEFINITIONS" RESPECTIVELY, RELATING TO THE IDENTIFICATION OF AREAS OF SPECIAL FLOOD HAZARD; AND ADOPTING BOUNDARY MAPS THEREFOR; PROHIBITING CERTAIN USES DANGEROUS TO LIFE AND PROPERTY WITHIN SAID AREAS; RESTRICTING USES HAZARDOUS TO PUBLIC HEALTH; REQUIRING THOSE USES PERMITTED IN FLOOD PLAIN DISTRICTS TO BE PROTECTED AGAINST FLOODS BY FLOOD PROOFING; REGULATING THE DESIGN AND METHOD OF CONSTRUCTION OF ALL STRUCTURES WITHIN SAID DISTRICT AND GENERALLY TO PROTECT THE PUBLIC FROM THE BURDEN OF EXTRAORDINARY FINANCIAL EXPENDITURES IN A MANNER CONSISTENT WITH REASONABLE FLOOD PLAIN MANAGEMENT AND TO PRESERVE THE WATER CARRYING CHARACTERISTICS AND CAPACITIES OF WATER COURSES BOTH NATURAL AND ARTIFICIAL FOR THE CONVEYANCE OF STORM AND FLOOD WATERS. 3. AN ORDINANCE CREATING PAVING DISTRICT NO. 25 IN THE CITY OF ENGLEWOOD, COLORADO, ORDERING THE CONSTRUCTION AND INSTALLATION OF STREET AND ALLEY PAVING, CURB AND GUTTER AND SIDEWALK IMPROVEMENTS; PROVIDING FOR THE ISSUANCE OF BONDS IN PAYMENT FOR SAID IMPROVEMENTS; PROVIDING FOR NOTICE TO CONTRACTORS AND OTHER DETAILS. 4. AN ORDINANCE APPROVING A CONTRACT FOR THE EXCHANGE OF REAL ESTATE WHEREBY THE CITY OF ENGLEWOOD, COLORADO SHALL GRANT CERTAIN PROPERTY TO THE ESTATE OF K. C. ENSOR AND THE ESTATE OF K. C. ENSOR SHALL GRANT CERTAIN PROPERTY TO THE CITY OF ENGLEWOOD, COLORADO FOR USE AS A PUMPING STATION. 5. AN ORDINANCE REPEALING AND RE-ENACTING SECTION 22.5-21, ENTITLED, "CONDITIONAL USE", AND AMENDING SECTION 22.8, ENTITLED "DEFINITIONS", OF THE CITY COMPREHENSIVE ZONING ORDINANCE (ORD. #26, SERIES 1963, AS AMENDED) BY AUTHORIZING THE CITY PLANNING AND ZONING COMMISSION TO APPROVE CONDITIONAL USES AND ESTABLISHING PROCEDURES AND REQUIREMENTS THEREFOR. 6. AN ORDINANCE AMENDING SECTIONS 22.4-13, ENTITLED "I-1 LIGHT INDUSTRIAL DISTRICT", OF THE CITY COMPREHENSIVE ZONING ORDINANCE (ORD. #26, SERIES 1963, AS AMENDED), AUTHORIZING AUTOMOBILE WRECKING YARDS AND JUNK YARDS AS A CONDITIONAL USE. 7. AN ORDINANCE AMENDING SECTION 22.4-14 b., ENTITLED, "PERMITTED PRINCIPAL USES" I-2 GENERAL INDUSTRIAL DISTRICT, OF THE CITY COMPREHENSIVE ZONING ORDINANCE (ORD. #26, SERIES 1963, AS AMENDED) BY ADDING AUTOMOBILE WRECKING OR JUNK YARDS AS A PERMITTED PRINCIPAL USE, SUBJECT TO CERTAIN RESTRICTIONS. 8. AMENDING SECTION 8, CHAPTER 3, TITLE V OF THE 1969 ENGLEWOOD MUNICIPAL CODE RELATING TO "PROMOTIONS" WITHIN THE CLASSIFIED SERVICE OF THE CITY. 9. AN ORDINANCE AMENDING SECTION 1 AND 2, CHAPTER 7, TITLE XIII OF THE 1969 ENGLEWOOD MUNICIPAL CODE RELATING TO GENERAL EXCEPTIONS FROM THE REQUIREMENT FOR SEALED, COMPETITIVE BIDS FOR PURCHASES OF COMMODITIES, SUPPLIES, AND EQUIPMENT IN EXCESS OF ONE THOUSAND DOLLARS ($1,000.00). 10. AN ORDINANCE APPROVING THE WHOLE COST OF THE IMPROVEMENTS MADE IN PAVING DISTRICT NO. 24, IN THE CITY OF ENGLEWOOD, COLORADO; APPROVING AND CONFIRMING THE APPORTIONMENT OF SAID COST TO EACH LOT OR TRACT OF LAND IN SAID DISTRICT; ASSESSING A SHARE OF SAID COST AGAINST EACH TOT OR TRACT OF LAND IN THE DISTRICT; PRESCRIBING THE MANNER FOR THE COLLECTION AND PAYMENT OF SAID ASSESSMENTS; AND DECLARING AN EMERGENCY. 11. AN ORDINANCE APPROVING A CONTRACT BETWEEN THE CITY OF ENGLEWOOD AND THE STATE OF COLORADO, DEPARTMENT OF HIGHWAYS, CONCERNING MAINTENANCE OF TRAFFIC CONTROL DEVICES ON STATE HIGHWAYS WITHIN THE CITY OF ENGLEWOOD. 13. AN ORDINANCE REZONING CERTAIN REAL PROPERTY WITHIN THE CITY OF ENGLEWOOD, FROM R-1-C, RESIDENTIAL DISTRICT TO I-1, LIGHT INDUSTRIAL DISTRICT, RECITING A WAIVER AND IMPOSING CONDITIONS THEREON; AMENDING THE ZONING MAP IN ACCORDANCE THEREWITH; AND PROVIDING FOR THE RECORDING OF THIS ORDINANCE. 14. AN ORDINANCE AUTHORIZING THE ISSUANCE OF $7,600,000 HOSPITAL REVENUE BONDS (THE SWEDISH MEDICAL CENTER PROJECT), SERIES 1978 TO REFINANCE CERTAIN OUTSTANDING OBLIGATIONS OF THE SWEDISH MEDICAL CENTER; RATIFYING CERTAIN ACTION HERETOFORE TAKEN; AUTHORIZING THE EXECUTION AND DELIVERY BY THE CITY OF A FINANCING AGREEMENT, INDENTURE OF TRUST, CLOSING DOCUMENTS AND SUCH BONDS IN CONNECTION THEREWITH; MAKING DETERMINATIONS AS TO THE SUFFICIENCY OF REVENUES AND AS TO REPEALING ACTION HERETOFORE TAKEN IN CONFLICT HEREWITH. 15. AN ORDINANCE AUTHORIZING THE SALE AND ISSUANCE OF GENERAL OBLIGATION REFUNDING WATER BONDS, SERIES 1975, AND GENERAL OBLIGATION WATER IMPROVEMENT BONDS, DATED FEBRUARY 1, 1978, OF THE CITY OUTSTANDING IN THE AGGREGATE AMOUNT OF $9,310,000; PROVIDING FOR THE ESTABLISHMENT OF AN ESCROW ACCOUNT FOR THE PAYMENT AND REDEMPTION OF THE OUTSTANDING BONDS TO BE REFUNDED; PROVIDING FOR THE LEVY OF TAXES TO PAY SAID REFUNDING BONDS AND THE INTEREST THEREON; AND PRESCRIBING OTHER DETAILS IN CONNECTION THEREWITH. 16. AN ORDINANCE AMENDING SECTION 22.4-13 h., ENTITLED I-1 LIGHT INDUSTRIAL DISTRICT, CONDITIONAL USES, BY CORRECTING SUB-SECTION h.(1)(a)(2)(3) AND (5) BY INCLUDING OMITTED PHRASES IN THE ORIGINAL PASSAGE OF ORDINANCE NO. 6, SERIES OF 1978. 19. AN ORDINANCE APPROVING A CONTRACT BETWEEN THE CITY OF ENGLEWOOD, COLORADO AND THE STATE DEPARTMENT OF HIGHWAYS, DIVISION OF HIGHWAYS CONCERNING THE USE OF FEDERAL FUNDS FOR THE CONSTRUCTION OF A DRAINAGE STRUCTURE AND APPROACHES ON LEHOW AVENUE AT BIG DRY CREEK BETWEEN THE CITIES OF ENGLEWOOD AND LITTLETON, COLORADO. 20. AN ORDINANCE APPROVING AN AGREEMENT BETWEEN THE CITY OF ENGLEWOOD, COLORADO, LITTLETON, COLORADO AND THE URBAN DRAINAGE AND FLOOD CONTROL DISTRICT CONCERNING THE REPLACEMENT OF LEHOW BRIDGE ACROSS BIG DRY CREEK. 21. AN ORDINANCE AUTHORIZING THE SALE OF A CERTAIN PARCEL OF REAL PROPERTY LOCATED WITHIN THE CITY OF GREENWOOD VILLAGE, COLORADO. 22. AN ORDINANCE AMENDING SECTIONS 22.4-13b. (1), 22.4-14b. (2) AND 22.8 PROHIBITING METAL AND AUTO SHREDDING AND SIMILAR OPERATIONS WITHIN THE I-1 AND I-2 INDUSTRIAL DISTRICTS OF THE CITY OF ENGLEWOOD, COLORADO. 23. AN ORDINANCE APPROVING AN AGREEMENT FOR LIBRARY SERVICES BETWEEN THE ARAPAHOE REGIONAL LIBRARY DISTRICT AND THE CITY OF ENGLEWOOD, COLORADO. 24. AN ORDINANCE ADOPTING BY REFERENCE THE 1977 EDITION OF THE "MODEL TRAFFIC CODE MUNICIPALITIES"; REPEALING ALL ORDINANCES IN CONFLICT THEREWITH; AND PROVIDING PENALTIES FOR VIOLATION THEREOF. 25. AN ORDINANCE AUTHORIZING THE TRANSFER OF A CERTAIN PARCEL OF REAL PROPERTY LOCATED IN GRAND COUNTY CONSISTING OF 5.60 ACRES TO CERTAIN INDIVIDUALS AS A RESULT OF A DETERMINATION THAT CERTAIN IMPROVEMENTS WERE NOT REQUIRED TO BE MADE. 27.
