COUNCIL CHAMBERS
CITY OF ENGLEWOOD, COLORADO
DECEMBER 3, 1962
REGULAR MEETING:
The City Council of the City of Englewood, Arapahoe County, Colorado,
met in regular session on Monday, December 3, 1962. in the Council Chambers,
City Hall, Ei1glewood, at the hour of 8:00 P.M.
Mayor Brownewell presiding called the meeting to order and the invoca-
t i on was given by the Reverend Allen Strong of the First United Prebysterian
Church.
The Mayor asked for ro ll call. Upon the call of the roll, the following
persons were present:
Councilmen: Braun, Love, Miles, Parker, Smukler, Brownewell.
Also Present: City Manager Dial,
City Attorney Esch,
City Clerk Beausang.
Absent: Councilman Woods.
The Mayor declared a quorum present.

MINUTES OP NOVEMBER 19, 1962 BE APPROVED AS CORRBCTBD. Upon the call of the
roll, the vote resulted as follows:
Ayes: Councilmen Braun, Love, Miles, Parker, Smukler, Brownewell.
Nays: None.
Absent: Councilman Woods.
The Mayor declared the motion carried.
622-37 PROPOSED 1963 PAVING PROG8AM
The Mayor reported that he had one objection to the proposed program
which dealt with the overlay of South Acoma in the 3000 block as well as the
paving of the alley in that same block. Discussion ensued. Councilman
Parker asked about the overlay policy. Councilman Braun reminded Councilman
Parker~at most of the downtown streets had been paved under the Works
Project Administration and that overlay would save the street at about half
the cost.
The City Manager reported that the 3300 block South Sherman is not in-
cluded in the proposed district due to the right-of-way problems involved as
well as the desire of the administrators of St. Louis Catholic Church to have
City aid in the program.

The City Attorney reported that this matter had been tabled on September 17th
pending receipt of a deed for an alley in the area. He stated that he had the
proper description on a deed dedicating the alley and recommended paasage of
an ordinance on final reading.

TRAFFIC SIGNALS AT HIGHWAY 70 AND SOU'l'H BLATI
The City Manager reported that the Planning and Traffic Director had
asked that some type of traffic control signal be included in the Public
Improvement Fund for 1963, but that the same had not been included due to
financial reasons. He stated that after reviewing the problem and discussing
the matter further with the Planning and Traffic Director that the improvement
had been scheduled within the operating budget of the General Fund for installa-
tion in 1963. He stated that he was reporting this to the Council only aa it
represented a alight deviation in the budget. Councilman Braun spoke in favor
of the proposed installation.
JOINT METROPOLITAN LIBRARY SBRVICB
The City Manager reviewed the proposed Jefferaon, Adams, Denver, Arapahoe
Library Service contract which had been included in the budget although not
actually entered into previously by the City beeause the expenditure for the
service had been paid by the Ford Foundation. He stated that a contract had
been drawn for approval by the City Council and reviewed by the City Attorney
and recommended by him. Discussion ensued.

MAYOR'S CHOICE
The Mayor reported that the Arapahoe Mayors meeting would be held this
Thursday evening, December 6th at the Kings Table on Eaat Colfax Avenue,
Aurora.
The Mayor inquired about the meeting of the City Council and the
Legislators from the Englewood area. The City Manager reported that all of
the Legislators will be able to attend at 6:30 P.M. on Monday, December 10,
1962. He stated that he proposed to have the meeting at the Plantation
but would notify the Councilmen of the exact time and place.
The Mayor announced the employees Christmas party would be held on
December 21, 1962, at Belleview Bowl.
622-93 RELATING TO PUBLIC SERVICE CCllPANY FRMfCHISE
The Mayor stated that Mr. Harold H. Rust, Englewood Manager of the
Public Service Company of Colorado, had prepared a letter fequeating considera-
tion by the City Council of a renewal and extension of the electrical and
natural gas utility franchise with the Public Service Company of Colorado.
Be stated that copi~• of the proposal had been prepared for each one of the
councilmen and distributed the same. Be asked the Coancilmen to review the
letter and its contents so that it might be discussed at a later meeting.
RELATING TO CONTAMINATION OP SOUTH PLATTE .RIVER
Councilman Braun reported that Mra. weeks, a resident of Clay Street
and owner of water in the Brown Ditch had had teata made on water in the
Platte River to show its impurity. He stated that the result• of these
tests would be made available to the City of Englewood if the City would
participate in the costs of securing the teats. He recommended that the
City participate as the contamination of the Platte River above the water
head gates was a serious problem.
Discussion ensued as to the various areas of contamination to the
Platte River and potentially City of Englewood'• water works. It was sug-
gested that a full analysis of the Platte River be secured.

The Mayor declared the motion carried.
The City Attorney reported that the case brought by the City of Englewood
and City of Littleton jointly against the Columbine Valley Sanitation District
had been set for this week but was put off for 60 days to allow the District
to connect with the Southwest Sewage District which would remove the problem.
He commented that the value of the tests secured by Mrs. Weeks was not too
great.
RELATING TO STATE-WIDE SALES TAX
The Mayor reported that he had received a questionnaire from the Mayor
of Colorado Springs relating to a one per cent state-wi•e sales tax for city
revenue. The questionnaire specifically inquired aa to the City's preference
as to the method of return to the cities baaed upon either gross sales or
population. Discussion ensued. The Mayor summarized the discussion by stating
that he will answer the questionnaire by indicating that a combination of the
two methods would be most equitable although the gross sales method would
benefit the City of Englewood the most.
