A. RFSOLUTION SUPPCRTING CXNFEREllCE OF i•l.'.YORS IN BANNING NUCLF.AR WF.APQ,IS
TESTING.
WHEREl\.S, nuclear weapons ttu:eaten our planet and its varied life forms
with massive destruction; and
WHEREAS, the continued accurm.llation of nuclear weapons casts a dark
sha:low on the future of our child::en and grandchildren; and
l\1HEREl\.S, the United States and Soviet Union control 95'/. of the world I s
nudear weapons, and other countries are in possession of nucle ar weapons &nd
the capacity to develop them ; and
\\'HEREAS, the United States Conference of Mayors passed policy in 1985
calling on the President of the United States to neet with the President of
the Soviet Union for the purpose of working in concert to find a joint
sol ution to:
.reducing the threat of nuclear "'ar, by accident or design;
.reversing the nuclear arms race;
.preventing the further proliferation of nuclear weapons;
.outlawing the further construction, testing, and deploynent of
nuclear weapons;
. preventing the deploynent of offensive nuclear weapons in outer
space;
.expanding the areas of Nuc lear Free Zones on the earth and in the
oceans;
.pledging No-First-Use of nuclear weapons;
.establishing Joint crisis Consultation Centers;
. ta1<ing whatever steps necessary to ensure that nuclear weapons wil ,.
never again be used and request that SUmni.t Meetings be tv,l,:!
regularly fran this year forward to pursue these goals until nuclear
,ie apcns are forever abolished fran our earth; and
l'IHEREA3, a verifiable Ccr.prehensive Test Ban Treaty halting nuclear
test expl osicns woul d prevent further escalation of the nuclear arms race and
curb the prcliferation of nuclear 1,eapons; and
WHER!' • .I\S, major political and scientific advances have been made in test
ban verification by seisrrclogical rrethods, inter-national data exchange and
on-site inspections; and
tlHERE.1\S, one-third of the parties to the 1963 Partial Test Ban Treaty
are expected to request the convening of a conference of parties to the Treaty
to ccnsider converting the Treaty into a Ccxtprehensive Test Ban Treaty, and
any amenarent ultimately ratified by a majority of the parties to the Treaty,
including the United States, the United Kingcbn, and the Soviet Union, ...:iul.d

W!EREAS, the Mayor's Conference in June 1988 passed a resolution in
support ~f a carprehensive Test Ban;

2. 'Ille City of Englewood urges Presidcn~ George Bush to reaffirm and
recomnit our goven'l1'<?nt t.:, finding solutions which will prarote rrultinational
banning and total reductions of nuclear stockpiles.
3. 'Ole City of Englewood calls on President George Bush, General
becretary Mikhail Gorbachev and Prime Minister Margaret 'Ihatcher to pra,ptly
convene the airendment conference as required by the arrencmmt procedlre of the
Partial Test Ban Treaty.
