SJ SERIES OF 1989 A RESOLUTION APPROVING THE LETTER OF AGREEMENT BETWEEN CITY OF ENGLEWOOD AND IRVING LIBRARY NETUC!RK FOR THE PURPOSE OF CON!lECTING THE DYNIX LIBRARIES INTO THE IRVING LIBRARY NETWORK. WHEREAS, City Council previously approved the application for two grant projects to connect the Englewood Public Library and other Dynix libraries to the libraries in the ,Irving Library Network; and NHEREAS, federal grant funds of $65,000 were previously awarded to the City by the Colorado State Library under the Library Services and Construction Act for this purpose; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CI TY OF ENGLEWOOD, COLORADO, THAT: Section 1. The Letter of Agreement between City of Engl ewo od and Irving Library Network for the purpose of connecting the Dynix libraries into the Irving Library Network is hereby approved. Section 2. The Mayor of the City of Englewood is hereby aut!'l orized to sign said Letter of Agreement for and on behalf of the Englewood Public Library. ADOPTED AND APPROVED this 18th day of September, 1989. Crow LETTER OF AGREEMENT BETWEEN CITY OF ENGLEWOOD AND IRVING LIBRARY NETWORK Irving agrees to purchase the hardware, software, and contract services specified in Attachment A for the purpose of connecting the Dynix libraries into the Irving Library Network . Hardware, software, and contract services specified under this agreement will be ordered prior to September 30, 1989. Irving will invoice the City or Englewood upon receipt of hardware and software, not to exceed the $65,000 in LSCA grant funds awarded by the Colorado State Library for this project. Approve the Letter of Agreement between City of Englewood and Irving Li brary Network to expend the $65,000 in federal grant funds previously awarded to City by the Co 1 or ado State Library under the Library Services and Construction Act to connect -EPL (and 3 other Dynix librari es in Colorado) to the Irving Library Network . PREVIOUS COUNCIL ACTION City Council previously approved the application for two grant projects (6 /11/87 & 5/23 /88) to connect thn Englewood Public Library ( and the other Dyni x 1 i brari es ) to the 1 ibraries in the Irving Lib r ary Netwo r k. The contracts between the City and the Colorado State Library were signed by the Mayor of Englewood (11/2 /87 & 11/2 /88). STAFF ANALYSIS Once in p 1 ace, the connection between the Englewood Public Library and the Irving Library Network will allow staff and patrons of the Englewood Public Library to conduct onl i ne s earches of the over 5 mi 11 ion i terns i n the combined databases of the Irv i ng (and CARL) libraries and to conduct onl ine lnterl ibrary Loan requests on behalf of EPL patrons . Th i s connection will result in improved service to the patrons of EPL by quickly locating materials not available at EPL and either ordering those materials for the patron or referring the patrons directly to the source of the mater i a 1 s . It ;,ii 11 a 1 so a 11 ow EPL staff to con s ult the network when considering the purcha se of certain costly mate r ials to see if they are available e 1 sewhere , and thus apply those funds in another manner . BACKG ~·~UND Ain 1987, the Englewood Public Library, on behalf of t he Dynix libraries in Colorado W (EPL, Douglas County, Adams County , and the University of Southern Colorado) applied for federal monies under the Library Services and Construction Act to develop software that would a 11 ow for on 11 ne co11111unicat 1 on between these 11 brar1 es and the l lbraries In the local Irving Library Network (Aurora/Arapahoe Library District, Boulder, Denver, and Jefferson County) for the purpose of sharing bibl 1ograph1c data for staff and publ 1c . A grant of $50,625 was awarded to EPL for this project. After the software was successfully developed and tested, the Dynix libraries, again under the leadership of EPL, appl led for additional LSCA funds for the computer & I.el eco ir.mun ica t 1 ons hardware for the actual connection between the Dyn1 x l 1brar1es and t ha Irving ibraries . In 1988, a second grant in the amount of $65,000 was appr oved for this purpose . During most of 1989 , the Irving Library Network has been under 901ng a reconfiguration to upgrade its system; this has delayed the imple men~1tion of the EPL Dynix project until t his point. It 1s anticipated that the p:·r,j•c t -~111 be completed by 12/31/89. FIHAHCi i\L The Englewoo d Public Library has been a member of the Irving Library Network for the past two years . The LI brary has reque ,ted funds in the 1990 Budget to the amount of SI0,500 t o cont i nue this membership. This contnct liability 1s limited to the S65,000 in LSCA funds received from the Colorado State L 1brary for this project .
