SERIES OF 1989
A RESOLl!rION ESTABLISHING SCHEDULES FOR WATER SERVICE.
WHEREAS, the City Council of the city of Englewood, Coloraoo, at a
Regular session held November 20, 1989, received a report on the subject of
water rates in Englewood; and
WHEREAS, the Water and Sewer Board has revi.,. .. 1 the water rates changed
by the Ci t.y of Englewood.

PAYMENI': All bills are due and payable upon receipt of sane and becare
celinquent fifteen (15) clays after date of bill.
All requirements relative to meters shall be in accordance with the
Rules and Regwations of the Water Department. No bill will be rencered
for water while service is shut off at the curb box.

~Bv p revious Counci l Ordinance, City Co uncil is able to modify the water rates as
necC'ssary by res,.,lution. The l ast rate iricrease the City approved was a 50%
inc re ase and went into effec t January, 19 79.
STA FF ANALYSIS
Five y ear c ,1s h f low projections i ndicate that current revenues of t he water util.i t y
,,:i ll not b e adequate to cove r operating ex pens es and required capital expense~ while
maintaining a n adequate balance i n the \Jater Utility Fund, as shown in Table 1.
Ta ble 2 shows the effect of a 301 increase in revenues from treated water sa,_es.
Th e cash flow project ions shown in Table 2 includes financing for Boreas l:l~tch
i mprovements, v ario•Js ditch transfer s, an augme n tation plan on Bear Creek , de e p well
de\'elopmen c , a l gae co n trol to improve water qua lity, an alum sludge removal system
and misc. o t h e r ma jor c a pital proj ects a t the \Jater Plant. It can be seen that
:~.c.r e i s a a p r oj e c te d balance of $279 ,000 in 1990. This is considered t o be a
::;,:·i;inally a d e quat e b a lance for a u t ility operation of this size.

nt:ce ssar y to provide additiona l '-'ate r revenue . In the past, raw water leases have
kert rate s down and wi ll continue to contribute revenue in the future . Currently,
the onl y water available to ~.erve the Mission Viejo lease is t he Ra nch Creek system .
Since t h ..: dry year yie ld o f t h e Ranc h Creek system is 0 acre fee t , there is no firm
s·.:;i p1:., of •.:a cer to be used to suppl y the ~is-sion Lease. A 30t rate increase is
needed to keep • conservative balance necessary for emergency repairs or to purchase
wnter on a short term basis during drought conditions . --
Acco rding to a survey by the Rocky Mountain Ne\lS, Engle\lood' s \later rates, as shown
In Tab les 3 and 4, are currently the lowest In the Oen,•er Metro area and ,•Ill be the
th ird lowest in the Denver Metro Area after the rate increase . During the same ten
year period, It should be noted that tho Denver Consumer Price Index Increased 12 2\
and the increase in Social Security payments increased approximately 90\.
f)n.t rate and metered accounts 1Jould be incr eas ed by 30\. The price of water 1,1ould
l-e increased from $. 89 to $1.16 per 1,000 gallons of \later. This would increase the
11vc-rage inside City account from $45 per quarter to $58.50 per quarter .
