SJAFF ANALYSIS Fundi ng will allow the co ntinuation of the Housing Rehabilitation Program, plus the s pec i al proje c ts of WHERE , Inc . Th e Feder •l Pro gra m: The Sma ll Cities Program pr ovides grants to units of local government in both metro - politan and non -metropolitan areas to meet hou si ng and commu nity development needs. The primary objec t ive of th e Small Citi es Progra m is the development of viable ur - ban communities by : I) Providing dec en t housing and a suitable living environment; and 2) Expanding economic opportunities, principally for persons of low-and moderate- income. The objective of the Sma 11 Cities Program is achieved through a p 1 an, or program, developed by the lo cal government which is designed to give maximum priority to those activities which will benefit low-and moderate-in come families or which will aid in the prevention or elimination of slum or blight . The request for funds may also include artivities which are designed to meet other urgent development needs in the community which pose a "serious" and invnediate threat to the health or welfare of the community if other financial resources are not available . The choice of activities i s a determination which has to oe made by the local gov- ernment as to which wi 11 best serve the objectives of the program. Funds, which are appropriated annually by the Congress for this program, are allo - cated by statutory formula to each State. The maximum grant amounts set by the Slate are: 1) Single -Purpo se Project --SS00,000; 2) Multi-Purpose Project --Sl,000,000; and 3) Multi -Jurisdictional Project --$1,000,000. The actual grants awarded in fiscal year 1987 were, however, considerably smaller than the maximums. To compete in the Sma 11 Cities Program , the 1 oca 1 government must submit an app 1 i ca- ti on . Since the program is competitive and the demand for grants usually far ex- ceeds the ava i 1 ab 1 e funds, the State wi 11 eva 1 uate the app 1 icat ions on three major factors : project impact, public and private convnitments and management capability. Final funding decisions on all applications will be made by the Executive Director of the State Department of Local Affairs based on recommendations of the State CDBG Advisory Committee . The Local Program: For FY 90 , a single-purpose CDBG application is being proposed . Funds are being requested to support the City's continuing Haus i ng Rehabi 1 itat ion Project with the following amounts: 1) $290,000 to rehabilitate 24 housing units throughout the City; 2) Sl45,000 for WHERE, Inc. Phase IV to replace 10 mobile home units and rehab one single -family house in three mobile home parks along South Santa Fe Drive; 3) Sl9,500 for administration. All CDBG applicants must have and follow a Citizen Participation (CP) Plan. A copy of th e adopted CP Plan must be submitted to the State with each COBG application. All applicants must certify, at the time of application, that they are follo~:ing a CP Plan . City staff is currently following the suggested CP Plan as reconvnended by the State . The Englewood Hou s ing Authority Board of Commissioners at their December 13, 1989, meeting will consider supporting the filing of the COBG application . Citizen par - ticipation in the application process will be provided for within an administrative public hearing to be held at 6:00 P.M. on December 7, 1989 . FINANCIAL The City has budgeted $103,770 to administer this program and other housing related A activities in 1989, and has budgeted approximately $78,000 in 1990. • RF.COMMENDATION 1111! Department of Community Developm ent recommends that the Council authorize sub - mi ss ion of a single -purp ose COBG application for $454,500 for th e !lou s ing Rehabill · lal ion Project. CITIZEN PARTICIPATION PLAN for the Community Development Block Grant (CDBG) Program Pur s uant to section 104(a)(3) of t he Housing and Community DevelopmP.ut Act of 1974, as amended, thi s Citi z en Particip;,tion Plan is hereby adopted to e nsure that the ci tiz e ns of the Ci ty of Englewood, partic ularly persons o f l ow and mo derate inco me ro:;iding in s lu r,1 and blight areas a nd in areas in wh ich CDBG fun ds a r e proposed t o be used, are provided the opportunity a nd e nco11r a 1J e d to partic ipa te i n the planning and impl e mentation of CDB G-fund ed act lvities. Publi c Heari ngs Public hearing s will be the primary means of o bta in i n<J ci tiz en news a nd r es ponding to propo sa l s and qu estions r ela ted to com mun ity deve l opme n t and hou s ing need s , proposed CDBG activi ties a nd past CDBG performance . Prior to s ubmitting a CD BG application to th e state, t he City of En<J l e woo d will co nduct at least one publ ic hearing to ident i fy community de ve l opm eut and housing needs, incl uding the needs o f low and mode rate in come p,:rson s , as well as othe r need s in t he com munity t hat migh t b e addressi,d through the CDBG program, and to revi e w propos e d CDBG activities and the pa st p er form a nce of t he City of Engl ewo od in c arrying out its CDBG r e sponsibilities. In the event CDBG fun ds are granted by th e State, th e City of Engl ewood «ill condu c t at l e ast one a dditional public he ar ing to allow citizens to re vi ew and comment on its pe r form ance in carrying o ut its CDBG program. Formal public notice will be provided at l e ast five (5 ) days prior to s uch public hearings. As c ircums tan ces warrant ana as th e city of Englewood determines ne cessary or a ppropr iate, notice may additionally be s p ec if ically dire cted to person s of low a nd moderate income, thos e benefitting from or affected by CDBG activities and/or representatives of such persons . Hearings will be h e ld at times and locations convenient to potent ial and actual b eneficiar i e s, and with accommodation for the handicapped. In the case of pub lic hearings where a significant number of non-Engli s h s p eaking r esidents c an be reasonably expected to participate , arrangements wi ll be made to have a n inte rpreter present . Public Information a nd Records Information and records regarding the proposed and past use o f CDBG funds will be available ut Englewood City Hall during regular office hours . The public will be so informed by public notice . The City of Englewood will provide technical assistance to groups representative of persons of low and moderate income that request assistance in developing CDBG proposals. The level and type of assistance appropriate •;ill be determined by the City of Englewo od based on its ability tc, provide or arrange for such assistance, the cost of providing such assistance and other relevant factors . Written comments and Responses A The City of Englewood will respond to written complaints and W grievances in writing in a t i mely manner .
