read as follows.,
ARTICLE II. ELECTIONS
12: Municipal elections.
A general municipal election shall be held on dates specified in State law. Special
municipal elections shall be held in accordance with the provisions of this Charter. The
polling places shall be open from seven A.M. to seven P.M. election days.
