'6{, SERIES OF 1999 A RESOLUTION AWARDING A NEGOTIATED CONTRACT FOR MAr'ITENANCE MANAGEMENT SOFTWARE FOR THE LITTLE'fON/ENGLEWOOD WASTEWATER TREATMENT PLANT INSTEAD OF THE COMPETITIVE BID PROCESS UNDER SECTION 116 (b) OF THE HOME RULE CHARTER AND SECTION 4-1-3 OF THE ENGLEWOOD MUNICIPAL CODE 1985. WHEREAS, the Littleton/Englewood Waatewater Treatment Plant's existing Maintenance Management Software has been is service since October 1992 and baa never be•n fully functional due to conflict, with existing enterprise software auch aa UNIX; and WHEREAS , the manufacturer of the existing Maintenance Management Software ia not currently able to provide support ner.euaary to resolve the conllicta and fully implement the software; and WHEREAS, the exiatin1 software data platform, Paradox, doea not support the LIE WWTF long range 1oala of netw1ork clustering and intranet client acceaa , nor doea it provide client level front-end multi-leve!,aecurity; and WHEREAS, Dataatream ill an Orade or Microaoft.SQL baaed platform and will perform the functio1111 and meet the Jong range goale of the Littleton/Englewood Waatewatar. Treatment Plant aa well aa meeting the City 'a enterprise databaae platform choice; and WHEREAS, Dataatream ha• the capability to be shard by other City department■; and WHEREAS, the Dataatream ayatem ill closest to meeting the City's criteria; ,nd WHEREAS, Datastream Systems, Inc. is recommended as the beat choice in meeting the needs of the Littleton/Englewood Wastewater Treatment Plant for Maintenance Management Software ; and WHEREAS, the purchase of Maintenance Management Software will be split 50/50 between the City of Englewood and the City ,f Littleton ; a"d WHEREAS , the City Cow1cil of the City of Englewood approved funding for the purchase of Maintenance Management Software for the Littleton/Englewood Waatewater Treatment Plant aa part of the 1999 Budget; and WHEREAS, Section 116 (b) of the Englewood Home Rule Charter and Section 4-1 -3-1, Englewood Municipal Code 1985 , allow contracts for public works or improvement■ to be negotiated , provided that contracts for which no competitive bids have been requested haw! been approved by re solution which s hall declare the reason for exception to the competitive bidding requirement; NOW , THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD , COLORADO , THAT: Sm:\iw. Fonda, Director of Utllltill COUNCIL GOAL AND PREVIOUS COUNCIL ACTION The purchase of the Maintenance Management ~oflware was approved by Council as part of the 1999 budget process. RECO-ENDED ACTION The proposed action Is to approve by Resolution the purchale and imptementation of Malni-ice Msnagament Software from Datastream Systems, Inc. Company in the amount of $50,600.00. BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED The existing Maintenance Management Software has been In service sinoe October 1992. This l0ftwanl cannot be fully implemenled to meet the maintenance divisions needs, due to conflicts with existing enlllprile software such as UNIX . Staff has workod with the manufacturer, who Is not currently able to provide support neceu•ry to resolve the conflicts and fully implement the sot\ware. The existing software data platform , Paradox , does not support the UE W VTP long range goals of network clustering and intranet client access, nor does It provide client level f..o;,c dl1d multil-level security. Datastream is an Oracle or Microsoft SOL based platform and will purform the above functions r -~ meet the long range goals of the l.iE WWTP and the City's enterprise database platTorm choice . Datastream has capability to be shared by other City departments , and is the closest to meeting the C!ty's criteria. The lnfonmation Technology Division has reviewed the Datastream software and approved the Implementation as an "enterprise" software package . Datastream may an appropriate package for implementation in other City departments . Datastream Systems , lr.c . is recommended as the best choice in meeting the needs of the Littleton/Englewood Wastewater Treatment Plant for Maintenance Management Software . FINANCIAL IMPACl' The purchase is funded in the 1999 budget. The purchase cost of the Ma :ntenar.ce Management Software will be spilt 50/50 with the City of Littleton as a capital expense .
