Home My WebLink About1999 Resolution No. 091• • RESOLUTION NO. g/_ SERIES OF 1J99 A RESOLUTION AWARDING A NEGOTIATED CONTRACT FOR THE PURCHASE OF AN ADJUSTABLE FREQUENCY DRIVE AND MOTOR FOR A RAW SEWAGE PUMP FOR THE LITTLETON/ENGLEWOOD WAS1 EWATER TREATMENT PLANT INSTEAD OF THE COMPETITIVE BID PROCESS UNDER SECTION ll6 (b) OF THE HOME RULE CHARTER AND SECTION 4•1·3 OF THE ENGLEWOOD MUNICIPAL C'lDE 1985. WHEREAS , the Littleton/Englewood Wastewater Tre&tment Plant is adding one Raw S•wRge Pump aaaembly at the Headwork'a facility; and WHEREAS, the entire aaaembly consists of an electric motor, pump, and Adjustable Frequency Drive (AFD): and WHEREAS , this unit is required to maintain pumping ca _oacity when the raw aewace wet wells are maintained and the pump ia being purchased separately; and WHr:REAS, identical AFDs were supplied as part of the Fb;. lb constructi,on project; and I WHEREAS , this equipment was selected because it does not create harmonic distortions in the electrical system; and WHEREAS, by standardizing the AFDs operation and maintenance can be optimized; and WHEREAS , the purcliase coot of the Adjustable Frequency Ori,·• and Motor will be split 50.'50 with the City of Littleton; and WHEREAS, the City Council of the City of Englewood approved funding for the purchaae o( e.n Adjustable Frequency Drive and Motor for a raw sewage pump for the Littleton/Englewood Wastewater Treatment Plant as ~art of the 1999 Budget; and WHEREAS , Section ll6 (b) of the Englewood Home Rule Charter and Section 4-J-;J-l , Eni lewood Municipal Code 1985, allow oontracts for public works or improvements to be negotiated , provided that contract& for which no competitive bid!l have been requeated have been approved by resolution which shall declare the reas:.m for exception to the competitive biddinb requirement; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, COLORADO , THAT: lw:tiwl.1 . The Littleton/Englewood Wastewater Treatment Plant is adding an additional Raw Sewage Pump system to the Headworks facility. The system consists of an electric motor pump and Adjustable Frequency Drive (AFD). Due to the specifk: requirements for AFDs at the lJE wwrP, we wish to request approval ofa sole source purchase of the AF .D from Energy Manr.gernent Corporation of Denver, Colorado . Energy Management Corporation is supplying AFD's as pan of the Phase lb construction project for • similar equipment. The AFD's were bid to strict specifications to eliminate harmful harmonic distortions in the electric power supply system that can cause premature failure of electrical transformers. We are proposing the sole source the purchase of th e AFD's for the following reasons : • The equipment was bid and supplied for the Phase lb project. • The equipment doe! no : create harmonic distortions in the electrical system • Standardizing the AF!) s will bring continuity to operation, maintenance and parts suppliers of this highly sophisticated equipment. • Maintenance costs and the chance for operational errors will be greatly reduced with a system that utilizes the san1e equipment.
