A RE 'lOLUTION APPROVING AN AMENDMENT TO THB TRANSPORTATION SECTION
OF THE ENGLEWOOD COMPREHENRIVE PLAN, TO ACKNOWLEDGE :MPACT OF
IMPROVEMENTS TO THE SANTA FE DRIVE/SOUTH PJ ,ATTE RIVER CORRIDOR AND
THE DEVELOPMENT OF THE LIGHT RAIL SYSTEM C rHE LAND USES AND THE
TRANSPORTATION IN THIS SANTA FE CORRIDOR.
WHEREAS, the Englewood City Council paooed tho Ena)ewood Comprabenoive Plan in
1979; and
WHEREAS, the Englewood Comprebanoive Plan provides policies guiding actions
affectinc the City'• phyaical development; and
\liHEREAS, the existinc Englewood Comprehensive Plan sets goals for improving masa
transit, conatructing a transit center and adopting zoning that provides for housing near
these facilities: and
WHEREAS, the proposed policy iocusea attention on the land use opportunities created
with the public investment in t he Light Rail Transit system and station facilities; and
WHEREAS, the South Santa Fe Drive/South Platte River corridor study, approved in
Auguet 1999, was to allow the Englewood Planning and Zoning Commission and community
stakeholders to develop concepts, strategies and actions guiding land use to assure public
benefit lrom transit investmenta; and

WHEREAS, the proposed policy provides advance notice to property owners and
developers along the corridor that the City is considering the relationship between a
development proposal and the public inveatment in transportation facilities in land use
zoning and plattinc decisions; and
WHEREAS, the policy becomes the basis for supporting development proposals that take
advantag~ of the transportation amenity; and
WHEREAS , the Englewood Planning and Zoning Commission held a public hearing on
September 21 , 1999; and
WHEREAS , The Englewood Planning and Zoning Commission has app.'0ved and
recommended that the 1979 Comprehensive Plan, Transportation Section, should be
amended to acknowledge impact of improvements to th, Santa Fe Drive/So~th Platte niver
corridor and the development of the light rail system on the land uses in this transit corridor
and s ubmit the same to the City Council for approval;
NOW, THEREFORE, BF. IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF

The 1979 Comprehensive Plan, the Transportation ChB;ter, be amended by addinc
thereto the following otatement aa number 11 , to the "uiurees of Action":

PREVIOUS COUNCQ, ACTION;
City Council passed the Englewood Comprehensive Plan en December 3, 1979 . There have
been three amendments to the Plan, including Downtown Development Plan; Major Street
Plan and South Broadway Action Plan .
RECOMMENDED ACTION;
Staff recommends that Council accept Englewood Planning and Zoning Commission's
Findings of Fact and adopt a resolution amending Englewood's Comprehensive Plan by
insening the proposed Policy language .
BACKGROUND;
The Comprehensive Plan provides policies guiding actions affecting the City's physical
development. Existing Comp Plan policies set goals for improving mass trans it , constructing a
transit center , and adopting zoning that provides for housing near these facilities. The
proposed policy focuses attention on the land use opportunities created with the public
invesbllent in the Light Rail Transit system and station facilities.
Staff init',ted the South Santa Fe Drive/South Plan e River corridor study in August 1999 to
work with t' ~ Planning and Zoning Commission and community stakeholders to develop
concepts , strategies and actions gniding land use 10 assure public benefit from transit
invesbllents . The proposed policy provides advance notice 10 property owners and developers
along the corridor that the City is considering the relationship between a development proposal
and the public invesbllent in transponation facilities in land use zoning and platting decisions .
The policy bec omes the basis for supporting development proposals that take good advantage
of the transportation amenity.

FINANCIAL IMPACT:

This matter was heard before the Ciry Planning and Zoning Commission on Ser,tember 21,
1999, in the City Council Chambers of the Englewood City Hall.
Testimony was received from staff. The Commission received notice of Puu:k H~aring . and
the Staff Repon , which were incorporated into and made a pan of the record of the Pt•blic
Hearing .
No member of the public presem offered testim.iny on this issue.
After considering the statements of the witnesses . and reviewing the peninem documents, the
membe rs of the City Planning and Zoning Commission made the following Findings and Con-
clusi ons.

I . THAT the proposed amendment of the Comprehensive Plan was brought fonh by staff
of the Neighborhood & Business Development Depanment of the City of Englewood.
2. THAT notice of the Public He aring on the proposed amendment of the Comprehensive
Plan was properly given by publication in the Englewood Herald on September 10,
1999 .

3. THAT the proposed amendment to the Comprehensive Plan will acknowledge the im-
pact of improvements to the South Santa Fe Drive/South Platte River corridor, and the
development of a light rail system, on land use and development of llij..:pm and ~-
joining properties in the Citt of Englewood; tbe proposed amendment will ~,as a
policy to address changes In land uses alolli this corridor .
4. TBA T devetopmem of a land use plan for Ibis corridor will encompass exlCIISive sllldy
and mapping projects. The land use plan developed along this corridor will present an
oppol'!llllity to effect compatible land uses in redevelopmem of CityCentet Englewood,
and for other corridor sites considered for redevelopmem .
5. THAT the proposed amendment to the Comprehensive Plan will add an additional
"Course of Action" to the Transportation Chapter of the 1979 Comprehensive Plan .
CONCLUSIONS
I, THAT proper notice of the Hearing was given by publication in the Englewood l!cmil!!
on September IO , 1999.
2. THAT the light rail system and improvements to the Sama Fe Drive/South Platte River
corridor have a great impact on land uses in this corridor .
DECISION
THEREFORE, it is the decision of the City Planning and Zoning Commission that the 1979
Comprehensive Plan. Transportation section, should be amended to acknowledge impact of
improvements to the Santa Fe Drive/South Platte River corridor and the development of the
light rail system on the land uses in this transit corridor .
The decision was reached upon a vote on a motion made at the mee 1.111g of the City Planning
and Zoning Commission on September 21, 1999, by Mr. Willis, seconded by Mr . Stockwell,
which motion states:

Recommended Action
Staff recommends that the Planning and Zoning Commission make a recommendation to City
Council to adopt the proposed amendment to the Transportation Chapter of the Englewood
Comprehensive Plan .

adjoining land now in industrial and similar uses will become attractive for residential. retail
and other commercial development which is advantaged by light rail access. land use and
zoning decisions should be closely coordinated with transportation system development to
capitalize on these new opportunities and to eliminate obstacles to them .
Background
The Englewood Comprehensive Plan provides a community vision for the future development of the
City. The "Transportation " chapter of the plan describes opportunities for Englewood to improve
local and regional transpo.tation capacity , access , safety , land use , zoning , and air quality . The
Comp Plan guides the Commission, the City Council and staff as we review and decide on requests
for proposed developments. The proposed amendment ,,.nniL< reviewers to consider a development
proposal in the context of the public 's investment in tr-ansportation facilities .
Staff is bringing this Comp Plan amendment forward to the Planning and Zoning Commission to
acknowledgement that there are land use implications of the Light Rail Transit system and Santa Fe
Drive improvements . Staff and the Commission will be considering and acting on those issues over
the next nine months . This communicate s the message to the community ,hat the staff and
Commission arc studying Santa Fe Corridor transportation implications and that re-development nnd
future land use, need to support the public inve stment in trnnsp ortation facilities .
