A ~<£SOLUTION BY THE CITY OF ENOLEWOOI' AUTHORIZING THE CITY OF
ENGLEWOOD, COLORADO TO FILE AN APPIJt ;ATION WITH ARAPAHOE COUNTY
F0R A 2000 COMMUNITY DEVELOPMENT BL< !CK GRANT.
WHEREAS, Englewood City Council baa approved CDBO applicationa linm 1977 and
approved the executio•a of an Intergovernmental Agn,ement with the paaaage of Ordinance
No. 37, Series of 1991 coverinc the City's participation in the Arapahoe County CDBG
Entitlement Program for funding yeara 1992 through 1994; and
WHEREAS, the Englewood City Council approved pa11age of Ordinance No. 39, Serie• of
1994, authorizing the executjon of an Intergovernmental Agreement between :he City of
Englewood and Arapahoe County covering participation in the Arapahoe County CDBG
Entitlement Program as extended by Amendment No. 1, for funding years 1998 through
2000; and
WHEREAS, the Arapahoe County Community Development Block Grant Program
provides grants to participating municipalities to meet housing and community development
needs; and
WHEREAS, to compete in the Arapahoe County Community Development Block Grant
Program, local govemmentF. mu11t submit an application; and
WHEI\EAS, the City of Englewood baa received a notice of 'und availability; and
WHEREAS, the City o' .nglewood, Colorado de.urea to apply for these funds through the
Arapahoe County 2000 C.. .munity D.Yelopment Block Grant to fund the Housing
Rehabilitation Program, to a.,.;.t with :.he funding for the Family Self Sufficiency Program,
to a11ist with Skerritt House Renova tion, to assist with the fundinc for the Homele11
Pn!vention Assistance Program , to ,,i1Bist with the f-.:..-,ding of a Tosi Library, to Bllist with
the funding for the Family Reso ur<e Cont.:r, and to support an Op,n Space Planning :..tudy;
NOW , THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO, THAT:
~-The City of Englewood, Colorado is hereby autt.0 --ized to file an application for
an Arapahoe County 2000 Commuruty Develop,uent Block Grant.
~-The Mayor and City Clork are authorized ~--oign and attest all nece11ary
forms, documente, assurances and certifications for the Co~wilty Development Block
Grant for and on behalf of the City CoJncil and the City of En;,!ewood.
ADOPTED AND APPROVED this 6th day of Decemo,•r, 1999.

The Housing Rehabilitation Project provides aftordable home rehabilitation loans to low and moderate-income
homeowners scattered throughout the City of Englewood. CDBG funds are leveraged and blended with monies
provided by a bank consortium through a lit,:, of credit to the City of Englewood to ·provide below market
~ interest rate loans that average UDder a 4.0% intel'est rate for a maximum 20-year \Cm!. The interest rate could
be as low as zero percent depending upon the income of the fiunily . The program enables low and moderate
income families to live in safe, sanituy and decent housing anits that meet or exceed the Section 8 Existing
Hou:.ing Quality Standards set by HUD .
