HomeMy WebLinkAbout2024 Resolution No. 0221 RESOLUTION NO. 22 SERIES OF 2024 A BUDGET SUPPLEMENTAL RESOLUTION TO AMEND APPROPRIATIONS WITHIN THE 2024 BUDGET OF THE CITY OF ENGLEWOOD WHEREAS, the City of Englewood is required by Section 83 of the Englewood Home Rule Charter to ensure that expenditures do not exceed legally adopted appropriations; and WHEREAS, the 2024 Budget was submitted and approved by the Englewood City Council in Ordinance 55, Series of 2023, on October 2, 2023; and WHEREAS, the 2024 Budget was amended and approved by the Englewood City Council in Resolution 2, Series of 2024, on January 8, 2024; and WHEREAS, specific expenditures for 2024 have now been identified, necessitating these supplemental and amended appropriations to be hereby presented for the consideration and approval of the City Council; and WHEREAS, the city in 2023 entered into an Intergovernmental Agreement with the City of Littleton to manage a couple of the Tri-Cities Homelessness Action Plan projects funded by the American Rescue Plan Act; these projects were previously authorized by City Council; however, the request for payment will be made in 2024 and staff requests amending the budget for this expenditure; and WHEREAS, the city budgeted funds for information technology-related equipment in the General Fund centralized programs (fka contingency) to be assigned to authorized, additional general government positions and staff request to allocate these funds to the Capital Projects Funds Departmental PC Replacements Program (#31 0701-007) and modify the budget accordingly; and WHEREAS, the Parks, Recreation, Library and Golf Department seeks to amend the Open Space Fund budget for potential grants match and contingency funding for new and existing projects, and WHEREAS, a portion of the South Platte Renew 2023 budgeted Operations Complex and Admin Building Remodel Project costs will be expensed in 2024, staff is requesting a budget amendment; and WHEREAS, the timing of the South Platte Renew 2023 budgeted Operations Complex and Admin Building Remodel Project cost will be expensed in 2024, the Utilities Department staff request to amend the Sewer Fund budget for their share of the South Platte Renew capital request; and WHEREAS, Section 92 of the Englewood Home Rule Charter requires the City Council to adopt a Resolution to transfer any unencumbered appropriation balance or portion thereof from one department, office, or agency to another; and WHEREAS, Section 93 of the Englewood Home Rule Charter requires that appropriations in addition to those contained in the budget shall be made only on the recommendation of the City Manager, and only if the City Treasurer certifies that there is an available cash surplus sufficient to meet such appropriations; and WHEREAS, in conformance with Sections 92 and 93 of the Englewood Home Rule Charter, the City Manager hereby requests a Budget Supplemental to authorize the transfer of funds within the adopted City of Englewood 2024 budget as set forth below. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, COLORADO, AS FOLLOWS: Section 1.
