WHEREAS, the Englewood Public Library has opoosored a "Food for Finee" program during the November/December holidays for the put nine yeara; and WHEREAS , the "Food for Fines" program allows patrons with overdue fines lo "pay" them off through the donation of non-perishable food items ; and WHEREAS , the food itema are then forwarded to the InterFaith Task Force for dis tnbution lo financially diaadvantapd families in the Englewood area; and WHEREAS, the program is a benefit to the community in that the diaadvantapd are uaisted and the air cleared with respect lo finea and the City receiving ita library materials back; 11:0W, THEREFORE , BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, COLORADO , THAT: ~-The Englewood City Council hereby authorizes the Englewood Public Library implementation of the ann ual "Food For Fines" program from November 16 , 1999 through December 17, 1999. The "Food For Fines" will then be forwarded to the InterFaith Task Force for distribution to financially disadvantaged familjes in the Englewood area . RECOMMENDED ACTION The Library Department recommends City Council approval ol a Resolution authorizing the Library Department to Implement Its annual "Food !or Fines" program from Tuesday, November 16 through Friday, December 17, 1999. BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED For the past nine year.,, the Englewood Public Library has sponsored Its 'Food !or Fines" program during the November/December i1011days. This annual program allows patrons with overdue lines to "pay" them off ttvough the donation of non-perishable food Items , e.g. oo, food 11,m cancels out the late charges (not lost or damaged charges) on on• oytrdue item. Food items must be presented to the Library Staff a: either the Circulation Desk or at the Bookmobile in order for the lines to ba cleared from the patron's computer record . The collected food Items are then Atorwarded to lnterFaith Task Force for distribution to flnanclally disadvantaged families in the Englewood area . This •program has been warmly received by the public since its Inception . Besides providing resources to needy families In this community , the program presen!s a positive image of the Library and the City, i.e. a 'Win-win" situation for everyone Involved . The 1999 program will run !or live weeks . FINANCIAL IMPACT The Library averages $1 ,200-$1 ,500 per month in collected iate lines· (i.e . charges on books and other Items returned past their due date) which go back into the City 's General Fund . During '.he month ol December for the past few years, this amount of overdue fines has dropped to an average or $800-$1 ,000 , no '.Joubt in response to the "Food for Floes" program . This most likely means that the City will again lose $400-$60<' in cuerdue charges during this yea~s 'Food for Flnes" program , LIST OF ATiACHMEfllTS Resolution •
