HomeMy WebLinkAbout1952-02-14 PZC MINUTESPAGE 16 Meeting convened at 3:30 p.m. PLANNING COMMISSION MEETING February 14, 1952 Present were Jones, Guilford, Flint, Janssen with Mayor Frantz and Attorney Shivers, invited by Frantz, in attendance as interested parties. 1. Tentative proposal for Hampden Hills was substandard. Some lots being as small as 6500 sq . ft. Proposal was rejected and planners and sub-builders were re- quested to up-grade the area. 2. Action on Twining-Stutler block bound by Dartmouth-Eastman and Williams-High was deferred after some discussion pending decision on Hampden Hills. 3. Action on block bound by Dartmouth-Eastman, High-Race was also deferred after discussion pending decision on Hampden Hills. 4. Saine's proposed subdivision was given tentative approval if bui Qding in the areas is increased and all full width streets and alleys provided. Tentative approval was given Hampden Hill proposed subdivision subject to: a. Better alignment of drainage into Eastman b. Better alignment of Dartmouth east of Rac e Street c. Minimum House area of 1250 sq. ft. d. Other requirements to be discussed at next meeting when McRea could be present. 2. Approval of proposed Twining-Stutler block subdivision, bound by Dartmouth-Eastman and Williams-High was given subject to streets and to alley easement and to final draft. Lots varied bpt approximated 60 to 66 feet. House area to remain at 1000 sq. ft. exclusive of garage. 3. App noval was given Mr. Colsman for block b9und by Dartmouth-Eastman and High-Race for reduced site area with a maximum of 9 equal sites facing Race and maximum of 10 equal sites facing High with minimum of 1000 sq. ft. homes exclusive of garage. 4. A Councilman, B. B. Wright's request for recommendations on set-back requirements on Northwest corner of Bannock and Hampden were discussed. Recommendations were made to Manager Flint by letter with extra copy for transmittal to Mr. Wright , that setback be 2 feet on Hampden and none on Bannock with S.E. Corner of build- ing rounded to about 7' radius or cut off so as not to encroach on sidewalk. Hampden Hills subdivision approved pending final draft with followin g conditions: a. Size of drain tile under Eastman to be approved by City. b. Terminus of drain at Race to feed in tangent to south side of Eastman-West of Rac e. This is to be accomplished by: 1. Re-aligning Eastman in subdivision or 2. Subdivider to buy or sign binding agreement to buy lots in drain west of Race and north of Eastman to accomplish above. c. Improve alignment of Dartmouth or sign binding agreement to guarantee that present Dartmouth will be extended due east to University. d. Minimum sid e yards 5' on north or west and 10' on South and East . e. Minimum dwelling area of 1250 sq. ft. exclusive of garage. f. Oiled streets as per city specifications. g. No other auxiliary building other than detached garage and its area not to exceed 25% of rear yard area. h. All homes to be equippea with either garbage grinder or incinerators. If garbage grinders are used they shall not be connected to grease trap if any. I I I
