Recommendation of Mrs. Sigrid Franzman was that we would not go along with their request, but we would entertain a proposal for an overall development or plan of that area. Recommendation was ratified by the commission. Motion was made that we deny the request of Geo. H. Plank for rezoning ofhis property from R-1 to R-2. This is an R-1 area. Motion carried. Mr. Janssen appointed a committee of three, Mr. Jones, Chairman, Mr. Wright, and Mrs. Coffey, to study the proposed industrial zoning south of Hampden Ave., east to railroad tracks. W. F. Crosby, 4600 Block So. Broadway visited the meeting. He inquired as to zonin g of 4600 Block on So. Acoma, between Union and Tuft Streets. It is now zoned as R-1. He wishes to build a garage facing Union St. on the Acoma St. lot, a building 40 x 50 ft. It was suggested that the area be studied in an overall picture, in the overall city re-zoning. Mr. Wright reported that Mr. O'Connell, 2905 So. Logan owns 24 lots between Lo g an and Penn, south of Bates, 12 lots each side of Penn. He wdshes 50 ft. sites and he would give 60 ft. roadway. Mr. Jones will check zoning and dedications in this area. PLANNING COMMISSION MEETING Oct. 15, 1953 Members present: Fred Janssen, Councilman B. B. Wright, Mgr. Flint, barry Guilford, Maud Coffey Mr. Belt visited the meeting , and presented plot of Belt's Subdivision of Block 12, F. P. Gumaer's Broadway Heights, Arapahoe County, Colorado. This plot includes area from Union Ave. to Layton Ave., So. Huron to So. Jason. He wishes zoning of 75 ft. frontage for the area, which is allowed and so zoned. Lee Schillinger , contractor visited the meeting. He wishes zoning of 25 ft. sites of two blocks, area situated between Chenango and Layton, So. Broadway and proposed So. Bannock St . He was advised that a survey is to be made of this area. Roy H . Brent, Houses Division, Harnischfeger Corp., Port Washington, Wis. and Glyn W. Hines of Mcintosh Barton & Co., Realtors visited the meeting. Harnischfeger Corp. manufacture parts and assemblies for houses in Wisconsin and ship all over the country. Mr. Brent explained their assemblies, and showed photographs o f same. They wanted to be sure that this type of house meets the building code. Mg r . Flint recommended that they make application for approval and the building inspector would take it from there. Minutes of Oct. 1st meeting read and approved as read. Flint , Lee Jones, Councilman B. B. Wright, Larry Guilford, Mayor Frantz, Maud Coffey. A. R. Schwartzer, W. R. White and John R. Mccusker, Jr. representing the Red Dot Oil Co. visited the meeting. They presented ground plot , as proposed for Service Station and Tire Sales, by "The Red Dot Oil Co.", 4400 So. Broadway. The matter of curb cuts was presented and discussed thoroughly. Frontage is 275 ft. Motion made and carried to cut curbs as follows: 1. 30 ft. curb cut with flare, sloping south at south entrance. 2. 35 ft. curb cut with flare both ways in center. 3. 30 ft. curb cut with flare sloping n ort h . Mrs. Rardin and son v i s i te d the meeting. Their property is located at So. Fox and so. Elati in the 4800 block. They complained of sub-standard homes in that area, and because of this they cannot sell their lots. They were advised to check back with Mr. Flint later. Mr. Flint intends to take the matter up with the city attorney, to see what can be done to clean up that area. They also reported that there is a truck repair service at So. Cherokee and Layton, and the owner would have trucks and trailers parked on Layton St., so that the street is cluttered up with equipment most of the time, and becomes a PAGE 42 great hazard. An Oil T a nker is also parked at 4725 So . Delaware and is a hazard. Trucks are not permitted to park in the street , and Mr. Flint reported that this condition would be checked into and corrected. J. w. Butler , 3300 S. Downing visited the meeting. His property is located at 3346 So. Downing. He wishes to build two homes on 75 ft . His property is on east side of So. Downing, between Floyd and Girard Streets. Present zoning is 50 ft. frontage, 850 square foot homes, single family, zoned as R-1, under the 1950 zoning. Mr. Guilford, Mr. Jones, Mr. Wright and Mr. Flint were appointed to study this area , look it over, and come up with an answer at the next meeting, Nov. 12n h. Carl Jenks, contractor, 3241 So. Acoma visited the me e ting. Miss Billstone, 3312 So . Bannock has a double garage at the alley and wishes to convert same into an apartment . She also has home and ba~ement apartment in front of lot. This request was refused. J. H. Colter & Son, Box 72, Englewood, Colo . visited the meeting. They have five lots, corner Princeton and Delaware Streets, and wishes to build, f acing So. Delaware on 75 ft. frontage. Mrs. Black's prope rty is located across 3 lots facin g Princeton at the alley. Previously , the area had been studied and refusal was made for permission of Mrs. Black's representative , Geo. M. Innis of Carlisle Reality to rezone for maximum use as multiple unit residential income property. Mr. Colter was advised b y the Com- mission to draw up a petition within a 300 ft. radius of the property , to see that there are no objections to erecting a single three bedroom residence of 1000 square foot area on the 75 ft. corner, Princeton and Delaware. They were also advised to present drawings of this proposed residence to the Commission. Approval would be sub- ject to this presentation. C. Zeitlin, 1670 Wenona Court , Denver, visited the meeting. He owns l! acres just south of bridge across Dry Creek on Clarkson. This area is in the form of a parallelogram, 200 ft. at 3767 So. Clarkson. He wished to discuss change of zoning with the Commission. It is R-1 under the present zoning. He wishes to erect a shopping center or an apartment house. He was advised that the area is being studied on a modified proposal and to check with Mr. Flint in a couple of months. Leo B. Sharp of Conroy Realtor , 6632 E. Colfax, Denver , visited the meeting. He wishes to convert the basement at 2927 So. Cherokee, which is a new two bedroom home, into an apartment , and wishes rezoning of same. He presented a petition, signed by seven property owners in that neighborhood, who did not object to this house at 2927 So. Cherokee being used as a two family dwelling. He was advised that his area be studied and perhaps the whole block might come up for rezoning. New proposed zoning map of the area south of Hampden to Oxford and So. Delaware to the tracks, was discussed at length, and deferred action of same. Minutes of meeting of Oct. 15th read and approved as read. B. Wright , Mgr. Flint , Maud Coffey. B. Bernstien and George Littrell visited th e meeting. Mr. Bernstien has a lease with the Standard Oil Co. for a filling station to be erected at 4890 So . Broadway. It is now zoned as c-+. This would require re-zoning to C-2. The area is 100 ft. x 125 ft. Motion made that the planning commission suggest that this area be rezoned, subject to the planning consultant and council's approval. Arrangements to be made so that ordinance be prepared for first reading in December. This also would be subject to approval of curb cuts. Motion carried. They were also informed that minimum curb cuts would be at least 25 feet from property line. Rev. Edwards, pastor ofEnglewood Wesleyan Chapel visited the meeting. His church has lots on south side of Tuft St. at So. Fox , area 75 ft. x 125 ft. He wishes information as to sidewalks and also how big a building can be erected. It is now zoned R-1. Churches are permitted in R-2 zone. This involves the question of rezoning. They plan an "ell" shape building, 65 ft. x 75 ft. with open corner. Motion made that the Planning Commission recommend that the area be rezoned, subject to approval of council. Motion carried. He was advised to check with Mr. Flint after the council meeting in December. 0. L. Williamson, Mr. Lee and Mrs. McBee visited the meeting. They have bought homes in the 4000 block on So. Cherokee for rental purposes about two years ago. These homes are two family units, basement apartments. Their respective house numbers are 4036 So. Cherokee, property of Mr. Williamson; 301 W. Oxford, property of McBees. This area is just across from an R-2 area, but zoned R-1. It was explained that perhaps exceptions had been granted at the time the properties were purchased. Mrs. McBee explained that her husband had bought the home and was not sure if he bought it for rental property. Mr. Williamson explained he purchased the property because of the in- come and now wishes to sell same as an income property and that the new owner will be permitted to rent same as two units. They were advised that Mgr. Flint would look up what previous action was taken by the zoning board. I I I
