Further in recommending , we believe .the area from Hampden to Yale from Logan-Penn alleys
West to the Railroad tracks should be an area where office-type-buildings can be constructed
within the restrictions of this ordinance, built with two-stories or more.
The piece of land 125 x 126 feet South of Chenango and East of Broadway to Lincoln street
should be zoned commercial.
From Yale to Hampden and from Acoma-Bannock alley to Lincoln Sherman alley should be
commercial zoning.
We feel from Ithica place to Kenyon; Cherokee-Delaware alley to the Galapago-Huron alley
should be zoned from R-1-D zoning to Light Industry.
We all strongly and sincerely believe in the recommendations we have submitted, a nd we
feel that every point we have mentioned will be a benefit to the city of Englewood and
its citizens if so adopted.
At this time we would like to thank you for your courteous consideration and kind interest
you have shown in these recommendations (we are s u ggesting in the previous pages) and
knowing you will give these every consideration for the benefit of all concerned, we THANK

After some discussion, the above points brought out in the letter were deferred for Planning

ENGLEWOOD PLANNING COMMISSION MEETING
September 29, 1955
Members Present: Jones, Janssen, Guilford, Wright , Rudd , Romans
Members Absent: Weigand
The meeting was called to order at 10:00 A. M. by Chairman Janssen.
Mrs. Nadine Meshko, 4901 South Whitaker Lane presented a pencil sketch of a plot of ground,
irregular in shape, South of West Chenango Avenue between South Kalamath Street and South
Whitaker Lane. Mrs. Meshko desires to subdivide the plot into six building sites. Two
of the proposed sites have existing buildings and the dividing property line would run
through an existing garage building. Also, one of the sites, as proposed, would not have
street access.
Mrs. Meshko was adv±sed that it would not be possible to approve building sites with common
buildings thereon under separate ownership and suggested that the plat plan be revised to
make only one site of the area which now has existing buildings, which revision would also
eliminate the proposed site with no street frontage. It was suggested to Mrs. Meshko
that she have a surveyor's sketch prepared showing all correct measurements of property
lines and proposed easements along with surrounding features , returning to a feature meet-
ing for Planning Commission action.
Mr. Edward Alexander presented a proposed plat for the Hayes Subdivision the location of
which is between West Oxford Avenue and West Quincy Avenue and West of South Jason Street
extended.
After discussion;
Rudd moved:
Jones seconded: That the Planning Commission approve the proposed plat subject to proper
numbering of lots with! ail l numbered lots shown fronting on an open street,
with all dedicators to participate in signing the plat; and the sub-
division to be shown to extend from West Quincy Avenue to West Oxford
Avenue.

Mr. Alexander was advised to bring the plat to the next regular meeting of the Commission,

Mrs. Alice McKinley, 3472 South Cherokee attended the meeting to point out that the proposed
new zoning includes her residence in C-1 District. The property is described as lot 10 and
the North 12! feet of lot 11, McKinley's Subdivision. Mrs. McKinley requested that the
proposed North line of C-1 District, between South Cherokee Street and the South Cherokee-
South Bannock alley, be moved South to exclude lot 10 and the North 12~ feet of lot 11, Mc-
Kinley's Subdivision, establishing R-1-D zoning for that property.
Wright moved:
Guilford seconded: That action be deferred until members of the Planning Commission
coul d view the premises and study the merits of the request.

Mr. Rudd presented, in the absence of Mr. Paul Ambrose, a plan, prepared by Harmon & O'Donnell,
for the proposed widening of South Bannock Street in the 3300 Block South, which would move
the East curb 13 feet East and provide for six curb cuts for entrance and exit to the parking
lot located on the East side of South Bannock Street.

Mr. and Mrs. Ernest Delmont, 3511 South Logan appeared to determine the possibility of
operating an automobile body and fender repair shop at that location.
The property is located partly in Commercial District ,and partly in R-2 District under
present zoning and under these circumstances, a shop of this kind would not be permissable.
The proposed new zoning for this property is Commercial and Mr. and Mrs. Delmont were advised
that if they would care to wait for passage of the ordinance, the new zoning would permit a
shop such as they desire.
Mrs. Francis Chaput of 3372 South Pearl Street inquired of the possibility of constructing
a four unit apartment house on the property at 3375 South Washington Street.
Mrs. Chaput was advised that the present zoning of this property is R-2 and would permit
construction of a two unit dwelling but nothing larger. It was also pointed out that the
proposed new zoning for the property is R-1-D which permits only one family units and
Mrs. Chaput was advised that if she is interested in construction of a two unit structure,
a permit for same should be secured before the new zoning becomes efnective.
Mrs. Romans was excused from the meeting at this time.
Mr. Ben Groussman, 76 Madison Street, Denver, Colorado appeared to request permission to
construct multiple family units on property located between South Galapago Street and South
Fox Street and West Oxford Avenue and The City Ditch, lots 12-31 inclusive, Block 10,
Jackson Broadway Heights.
Mr. Groussman was advised that the zoning of all of this property, both present and proposed,
is for single family units only and multiple units would not be permitted.
The matter of certain vacations and dedications of alleyways on various Englewood Public
School sites, which matter was deferred from September 15, 1955 awaiting an engineering
study, was again presented for consideration. Comments were received from The City
Engineer indicating no objections to the proposals from an engineering standpoint and
suggesting that the City retain utility easements in all vacations.

As you have been advised heretofore , the Commission has submitted to the Plannin g
Consultants and The City Attorney the criti c isms and su g gestions of a le g al nature pre-
sented by your board on Septemb e r 8, 1955 and has now also so submitted questions of
such nature presented on September 26 , 1955.
The Consultants and The City Attorney have just completed their study of these matters
but are reporting thereon by way of an amended printin g, so that we will not receive an
advance report which can be made available to you prior to compl e tion of the printing.
With reference to other recommendations received from your board on September 26 , 1955,
it is the opinion of the Commission that th e se are of such broad impact that a full
evaluation will require some field check and further reference to the Consultants as
soon as they have finished the immediate tasks of preparation and revision requested by
City Council.

Please be advised that the City Planning Commission of The City of Englewood, in conjunction
with Harman, O'Donnell and Henninger, Planning Consultants, has caused to be prepared a
code of zoning regulations and zonin g map for said City based upon careful and comprehensive
surveys and studies of present conditions and future growth of the city with regard to its
relations to neighboring territory, for the general purpose of guiding and accomplishing a
coordinated, adjusted and harmonious development of the city and its environs, which will,
in accordance with present and future needs, best promote health, safety, morals, order,
convenience, prosperity and general welfare, as well as efficiency and economy in the process
of development; and that said zoning code and map has been adopted by the commission as a
part of the master plan for the city by resolution dated September 29, 1955, and carried by
the affirmative votes of not less than two-thirds of the membership of the commission, in
words as follows , to-wit:

Accordingly, an attested copy of said zoning code and map is certified herewith to the City
Council of Englewood with the recommendation that the same be approved and adopted by the
Council as an ordinance of the City of Englewood.

The meeting was called to order by Chairman Janssen at 10:00 A. M.
Chairman Janssen read the following letter:

To The Members of Englewood's
Planning Commission and Other
City Departments Concerned.
Gentlemen:
Because we are a<lopting the Denver 1953 Building Code and there will be some delay in
working out several of the main points of difference, especially in connection with the
administrative section,· your recommendation to Council would be greatly appreciated re-
garding the interim use of the 1953 Denver Code.
Specifically and if you so intend and agree, would you please recommend to Council that
those parts of the 1953 Denver Code which are now intended for adoption for Englewood's
permanent use be authorized to the Building Department by letter for use in the interim
period?
This recommendation, I am sure, will greatly facilitate our handling planning and design
of new buildings during this interim period.
This request is not intended to circumvent legal requirements but merely to facilitate
handling matters in a practical manner. Without such an arrangement I cannot see certain
ty~es of building plans being continued until Council actually passes on the new, proposed
Building Code. These planners will just have to hold off for the number of months it will
take us to effect the change. This is restrictive and certainly is not so by design of
Council.
Your reply would be appreciated for referral to Council in time for its recessed meeting
Monday, October 17, 1955.
