Mr. Rudd lead a discussion regardin g the feasibility of opening West Grand Avenue between
South Delaware Street and South Acoma Street extended. This Avenue would be located along
the South line of the new Englewood Junior High School property . The street could not be
opened all the way to Broadway since buildings have been erected in the right-of-way East
of South Acoma Street extended.
Mrs. Romans was asked to contact other members of the Englewood School Board to determine
whether it would be possible to retain a thirty foot strip along the South edge of the
property for future street purposes.
The meeting was adjourned at 12:55 P. M.

Referring to the Englewood Planning Commission meeting of November 3, 1955 at which you
were in attendance and more specifically to the drainage problem involved in the subdividing
of a tract of land owned by Mr. E. J. Clark and located generally between East Cornell
Avenue , East Bates Avenue, South Ogden Street and South Clarkson Street.
As you know, Planning Commission approval of a subdivision plat of this area has been
delayed awaiting a preliminary engineering study regarding storm drainage.
The report of this study has now been received and below I show action taken on thE
particular problem at the Regular Meeting of the Planning Commission on Dece:mber.l, 1955:

Rudd seconde d : that the applicant be advised to submit a proposal pro-
viding for a 16 foot easement for storm drainage through
the tract having the same inlet and outlet as now exists
to be properly graded by the applicant for drainage, such
proposal subject to approval of the City Engineer and

December 15, 1955

City Engineer, Mr. Ba rde, also attended the meeting .
The meeting was called to order at 10:00 A. M. by Chairman Janssen.
The meeting was opened with a discussion of the problem of fencing around the Elsie Duncan
School property located just South of East Layton Avenue between South 'Pennsylvania Street
and South Pearl Street. It is the desire of the School Board t o locate the fence as close
as possible to the sidewalk, though it would be outside property line, in order to afford
increased playground area.
It was pointed out that the property line along East Layton Avenue is in question and
there is some possibility that the fence might have to be moved at the expense of the
Schools if placed too close to the sidewalk.

that the Planning Commission recommend to Council that they take necessary
action which they feel is good policy to enable the School Board to install
a fence around the Elsie Duncan School property located South of East
Layton Avenue between South Pennsylvania Street and South Pearl Street,
not closer than one foot to the inside edge of the sidewalk as now installed,
and that the record of action taken by The Planning Commission at a special
meeting on September 17 , 1955 regarding installation of sidealks around
this school be quoted in the memorandum to Council for their information;
and because the action failed to reach Council at that time due to clerical
error on the part of the recording secretary.

Mrs. Nadine Meshko of 4901 South Whitaker Lane presented survey No . 2835 By Mr. David
Nicholl, Surveyor, representing a proposed subdivision of Tract 1, Whitaker Acres which
tract is located just South of West Chenango Avenue and between Sou th Kalamath Drive and
South Whitaker Lane. The proposed five lot sizes were ample and ac c e p t able as presented .
It was suggested to Mrs. Meshko that she have the tract replatted showing all n ec essary
utility easements and lot numbers to f a cilitate deeding of the sites without th e u se of
metes and bounds descriptions, returning tp a future Planni ng Commission Meeting for possible
final approval.
Dr. A. C. Linninger, Mr. Lee Schillinger and Mr. William Larrick presented a sketch of the
layout of the Lininger Tract South of West Belleview Avenue and West of South Broadway which
tract, the owners are desirous of annexing to the City of Englewood. Previous drawings of
the area were not complete as to detail and after discussion of the plan as presented at
this meeting,

Romans, seconded: that the City of Englewoo a emp l o y the firm of Harman-O 'Donnell and
Henninger, Consultants, t o prepare a report on the study of a preliminary
plan following the plan, in general, as presented indicating the fut u re
roads and waterways as intergrated with the City of Englewood, Arapahoe
County and The State of Colorado, including the area immediately East of
The Linninger Tract North of Prentice and East to South Broadway all of
which has not yet been annexed to the City of Englewood.

Mr. William Larrick who had attended the Planning Commission meeting of December 1, 1955
regarding the change of zoning of lots 24 and 25, Block 2, Westview Subdivision located on
the Northeast corner of the intersection of South Pearl Street and East Girard Avenue. The
area was previously zoned R-3, 125 feet North of Girard from the center line of South Pearl
to the center line of South Clarkson and has been changed, under the new zoning ordinance,
to R-1-D District. Mr. Larrick requested again that consideration be given to rezoning the
site to R-3 District. Members of the Planning Commission had viewed the site since December
1, 1955 but were not prepared to make recommendations for rezoning.
Mr. Larrick was advised that the entire area from Logan Street to South Clarkson street
would be restudied for the purpose of possible rezoning to R-3 District so that a decision
might be reached at a later date.
Mr. Charles Costin, Engineer, presented a proposed plat and a topographical survey of the
Jensen Subdivision to be located South of West Quincy Avenue and West of Quincy Acres
Subdivision.
After discussion,
Jones moved:
Rudd seconded: that the Planning Commission indicate tentative approval of the proposed
plat as submitted but, subject to submission of the final plat.

Viola Winkler, 4410 South Galapago , appeared to request permission ' to construct a two family
home on lots 7 an d 8, Block 4, Wollenwebers Broadway Addition, located on the East side of
the 4400 Block South Galapago. It was pointed out that this site is in and R~l-B District
and permission for construction of a two family home could not be granted. Miss Winkler was
advised that if the site has less than 60 foot frontage, permission must be obtained from
the Zoning Board of Adjustment to construct even a one family home.
Jones moved:
Rudd seconded: that any request for rezoning be denied.

Mrs. Dorothy Romans reported that the Englewood School Board had discussed and reached a
tentative agreement that thirty foot dedications for street purposes would be made along
the South edge of School property located between South Delaware and South Acoma Street
representing the North one half of West Grand Avenue and also abng the East edge of the
School property representing the West one half of South Acoma Street.
Mr. Barde, City Engineer , was asked to contact the Public Schools Business Manager re-
garding setting of grades.
Mr. Jones related that members of The Zoning Board of Adjustment had contacted him re-
garding policy to be developed in handling requests for building permits for construction
on sub-standard size lots. After discussion, the recording secretary was directed to
write a letter to The Zoning Board of Adjustment suggesting the following formula be
used in variance cases.
If the surplus of land remaining over the required minimum frontage
is equal to one half or more than the required minimum frontage for
an additional building site, the permit may be granted for one addi-
tional site; but, upon the condition that an equal proportion of the
frontage owned shall be ass1gned to each permit.
If the surplus of l an d remaining over the required minimy m frontage
is less than one half of the required minimum frontage for an addi-
tional building site, permit should not be granted for an additional
site.
The meeting was adjourned at 12:55 P. M.

MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE
ENGLEWOOD PLANNING COMMISSION.
Date: December 15, 1955
Subject: Fencing of Elsie Duncan School
Recommendation: That Council take necessary action which they feel is g ood policy to
enable the School Board to install a fence around th e Elsie Duncan
School property located South of East Layton Avenue between South
Pennsylvania and South Pearl Street , not closer than one foot to the
inside edge of the sidewalk as now installed.
For Council information, below is shown the record of action taken
by The Planning Commission at a special meeting of September 17, 1955
regarding installation of sidewalks around the above mentioned school
which record failed to reach Council at that time due to clerical
error on the part of the recording secretary:

Wright seconded: that The Planning Commission recommend that permission
be granted the Englewood Public Schools to install a
four foot sidewalk and vertical curb around three sides
of The Elsie Duncan School property, the curb and side-
walk to be separated by approximately six feet of
parking strip along East Layton Avenue and an eighteen
inch strip on the South Pearl Street side and the South
Pennsylvania Street side to permit increased playground
area.

MEMORANDUM TO THE ENGLEWOOD ZONING BOARD OF ADJUSTMENT REGARDING ACTION OR RECOMMENDATION
OF THE ENGLEWOOD PLANNING COMMISSION.
Date: December 15, 1955
Subject: Surplus of land representing sub-standard size building site.
Suggestion: In answer to your request, The Englewood Planning Commission submits the
following f ormula to be used when there is a surplus of land under one
ownership which is below required minimum frontage:
If the surplus of land remaining over the required minimum frontage is
equal to one half or more than the required minimum frontage for an
additional building site, the permit may be granted for one additional
site; but, upon the condition that an equal proportion of the frontage
owned shall be assigned to each permit.

The meeting was called to order by Vice-Chairman Guilford at 1 0 :05 A. M.

Mr. Howard Noller, owner of 3616 South Logan Street, further described as lots 5 and 6,
Block 5, Higgins Englewood Gardens, appeared and stated that the State Highway Department,
in acquiring new highway right-of-way through a part. of lot 5, is rendering the present
building site undesirable for residential use. Mr. Noll e r stated that he, along with the
owner of lots 7-8-9, Block 5, Higgins Englewood Gardens, is interested in rezoning of the
area to a C-2 District for construction of a service station. The property is presently
zoned R-2-A.
Rudd moved:
Romans seconded: that action be deferred for further investigation of the site, with
probable a ction being taken at the next Planning Commission meeting.

Mr. L. A. Langendorfer, owner of property at 2791 South Grant Street, appeared to discuss
the non-conformity of the two family structure existing at this address. The zone district
is presently R-1-D and was previously R-1. It was established , during the discussion that
the building permit had been issued for a one family home as was applied for by the contractor.
Mr. Langendorfer stated that the basement apartme n t ~ was developed to accommodate his son's
family and it is now his desire to sell the property and has a prospective buyer for a two
family home.
Mr. Langendorfer was advised that, in this case, The P lanning Commission could only recommend
rezoning and it would not be their desire to do so inasmuch as too many o f the neighborin g
property owners have indicated their adverse feelings toward other than a one family
residential district.
Mr. Langendorfer was advised further that an appeal could be made to the Englewood Zoning
Board of Adjustment.
Mr. 0. W. Yo, representing the Costin Engineering Company, appeared to present the final
plat of the Jensen Subdivision located just West of Quincy Acres and South of West Quincy
Avenue. The plat appeared to have complied with all requirements except the street name
"Radclif:f'was shown instead of "W. Radcliff Ave."
Rudd moved:
Romans seconded: that the Planning Commission recommend to Council that the Plat of the
Jensen Subdivision be approved subject to the correction showing "W.
Radcliff Ave." instead of "Rad c l iff".

Mr. Guilford asked to be excused from the meeting at this time. Mr . Jones took the Chair.
Mr. 0. W. Yo, of Costin Engineering Company, presen t e d a proposed replatting of an area
locat e d between the South Huron-South Inca Alley, the South Kalamath-South Jason Alley,
West Mansfie l d Avenue and West Nassau Avenue extended. The building sites were all indicated
as having 60 foot fronts with depths of not less than 125 feet. A 16 foot alley is to be
shown between South Kalamath and South Jason Streets with 8 foot utility easements along
rear lot lines of all other sites. Since West Nassau Avenue cannot be op e ned at this time,
it was suggested that ninety foot turn-a-rounds be shown at the South end of South Jason
and South Inca Streets which can be partially vacated by the City upon th e opening of West
Nassau Avenue. Streets are shown to be 60 feet wide.
After discussion, Mr. Yo was advised to prepare the final plat and present to the Planning
Commission for consideration.
