MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE ENGLE-
WOOD PLANNING COMMISSION.
Date: February 16, 1956
Subject: Grant Street opening North off of East Jefferson Avenue.
Recommendation: That the City Manager take necessary procedure to askf the State
Highway Department to change the proposed driveway opening North off
of East Jefferson Avenue at Grant Street extende d t o 44 feet instead
of 36 feet.

MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE ENGLE-
WOOD PLANNING COMMISSION.
Date: February 16, 1956
Subject: Proposed agreement between the owner of property between East Bates
Avenue, East Cornell Avenue, South Emerson-South Clarkson ~lley extended
and South Ogden-South Emerson alley extended, and the City of En glewood
regarding storm drainage facilities.
Recommendation: In considering the proposals introduced by this agreement, The P ilianning
Commission feels that there is a question as to the degree of damage
possible to the adjoining property owners wh ich cannot be determined
until further engineering studies are made. The Plannin g Commission
recommends, therefore, that any action on the proposed subdivision and
and the agreement be . tabled until the engineering studies can be made
by the City En gineer. The Plannin g Commission will attempt to have a
more complete report by March 5, 1956.

ENGLEWOOD PLANNING COMMISSION MEETING
March 1, 1956
The meeting was called to order by Chairman Jones at 7:35 P. M.
Present: Barde, Braun, Guilford, Jones, Rapp , Rudd
Absent: Romans

Mr. Clark appeared to discuss further the proposed sub-divisim of the SWt of the NWt of
Sec. 35, T. 4S, R. 68W, in the City of Englewood, Arapahoe County, Colorado, such described
property located between East Bates Avenue and East Cornell Avenue and between the South
Emerson-South Clarkson alley extmded and the South Ogden-South Emerson alley extended.
A report was read at this time which was prepared and presented by Neil Barde, City Engineer,
covering flood conditions in the vicinity of East Bates Avenue and South Eme Eson Street.
After discussion,
Rapp moved:
Braun seconded: that The Englewood Plannin g Commission recommend to Council that the
original recommendation, as presented to Council February 2, 1956, be
modified pursuant to the conditions of the report of Neil Barde, City
Engineer so as to prohibit issuance of a building per.mit for lot 13 in
addition to the original prohibition covering lots 1 through 5. The
Planning Commission further recommending to Council the adoption of the
following policy resolution as a result of the study of Mr. Barde's
report highlighted by the subject situation:
RESOLUTION
WHEREAS, since it's very existence, the City of Englewood has had
within it's borders, and continuing in exte nuation, as thCEe borders
have been changed or altered, certain natural drainage courses and /or
channels, and,
WHEREAS, no practical building restrictions have been heretofore imposed
by the City Council of Englewood in respect to construction within these
drainage area, and,

WHEREAS, new construction has so increased within the past ten years that
it has now encroached into these natural drainage courses and is continuing
such encroachment, and,
WHEREAS, the City of Englewood, since November, 1955, has had in it's
possession a "Proposed Drainage Plan" prepared by Consulting Engineers
Ripple and Howe, Inc., and,
WHEREAS, this plan offers solutions to Englewood's storm drainage problems,
NOW, THEREFORE , BE IT RESOLVED that to both insure the o r der l y growth and
development of the City and it's quicker consideration o f wa y s and means
to put into effect the aforementioned "Proposed Drainage Plan", no further
construction be permitted in or along any natural drainage courses within
the city limits where, in the opinion of the Engle\\Ood Planning Commission
or the City Engineer , such construction would either contribute to flood
conditions along such course or be subject itself to flood hazard by reason
of such location.

Mr. White presented a proposed subdivision plat plan of an area South of West Oxford Avenue
adjacent to and just E ~st of The Hays Subdivision and requested approval of the Planning
Commission. The plan showed South Kalamath Street extended to intersect the sub-division
North to South and to join with an extension Eastward of Quincy Place. The lot sizes shown
were in compliance with zoning regulations; however, no provisions had been made for utility
easements.
Braun moved:
Rapp seconded: that the proposed plat be accepted, as presented, subject to including
customary 8 foot utility easements along the rear of all lots.

A final plat of Preston Subdivision was presented for approval. The subdivision is a re-
platting of Lots 30, 31 and 32, Bell Isle Gardens, located North of West Layton Avenue between
South Lipan Street and Bell Isle Drive.
After discussion,
Braun moved:
Rudd seconded: that The Englewood Planning Commission recommend to Council that the plat
of Preston Subdivision be approved as presented.

ENGLEWOOD PLANNING COMMISSION MEETING
March 15 , 1956
The meeting was called to Order by Vice-Chairman Guilford at 8:10 P. M.
Members Present: Braun, Barde, Guilford, Rapp, Rudd
Members Absent: Jones, Romans
The meeting was opened with a report by Mr. Rudd. He stated that upon his contact with
The Colorado State Highway Department, as was requested at the meeting of February 16,
1956 , a reply has been received indicating that changes have been made in the new high-
way plans to enlarge the driveway opening North off of East Jefferson Avenue at South
Grant Street extended, from the proposed 36 foot width to 44 foot width.
