MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION CF THE
ENGLEWOOD PLANNING COMMISSION.

Proposed Subdivision of the SW! of the NW! of Sec 35, T. 4S, R . 68W,
in the City of Englewood, Arapahoe County, Colorado, such described ·
property located between East Bates Avenue and East Cornell Avenue and
between the South Emerson-~outh Clarkson alley extended and the South
Ogden-South Emerson alley extended and reference to memorandum from the
Englewood Plannin g Commission to the Englewood City C9uncil dated
February 2, 1956.
Recommendation: That the original recommendation, as presented to Council February 2,
1956, be modified pursuant to the conditions of t he report of Neil Barde,
City Engineer, attached hereto, so as to prohibit issuance of a building
permit for lot 13 in addition to the original prohibition covering lots
1 through 5. The Plannin g Commission further recommends to Council the
adoption of the following policy resolution as a result of the study of
Mr. Barde's report highlighted by the subject situation:
RESOLUTION
WHEREAS, since it's very existence, the City of Englewood has had within
it's borders, and continuing in extenuation, as those borders have been
changed or altered, certain natural drainage courses and /or channels, and,
WHEREAS, no practical building restrictions have been heretofore imposed
by the City Council of Englewood in respect to construction within these
drainage areas, and,
WHEREAS, new construction has so increased within the past ten years that
it has now encroached into these natural drainage courses and is contintling
such encroachment, and,
WHEREAS, the City of Englewood, since November, 1955, has had in it's
possession a "Proposed DrainagePlan" prepared by Consulting Engineers
Ripple and Howe, Inc., and,
WHEREAS, this plan offers solutions to Englewood's storm drainage problems.
NOW, THEREFORE, BE IT RESOLVED that to both insure the orderly growth and
development oj the City and it's quicker consideration of ways and means
to put into effect the aforementioned "Proposed Drainage Plan", no further
construction be permitted in or along any natural drainage courses within
the city limits where, in the opinion of the Englewood Planning Commission
or the City Engineer, such construction would either contribute to flood
conditions along such course or be subject itself to flood hazard by reason
of such location.

ENGLEWOOD PLANNING COMMISSION MEETING
March 15 , 1956
The meeting was called to Order by Vice-Chairman Guilford at 8:10 P. M.
Members Present: Braun, Barde, Guilford, Rapp, Rudd
Members Absent: Jones, Romans
The meeting was opened with a report by Mr. Rudd. He stated that upon his contact with
The Colorado State Highway Department, as was requested at the meeting of February 16,
1956 , a reply has been received indicating that changes have been made in the new high-
way plans to enlarge the driveway opening North off of East Jefferson Avenue at South
Grant Street extended, from the proposed 36 foot width to 44 foot width.

Mr. Rudd reported that Council accepted the recommendations of the Planning Commission
presented March 5, 1956, regarding the proposed subdivffision of the Clark property located
between East Bates Avenue and East Cornell Avenue and between the South Emerson-South
Clarkson alley extended and the South Ogden-South Eme rson alley extended. Mr. Rudd
reported further, that Council adopted the resolution as prepared and presented by The
Planning Commission relative to prohibition of building permits along any natural drainage
courses within the city limits.
Copies of the recommendations of a committee selected to study the technical sections of
the Denver Building Code were presented to all members of The Planning Commission for
their information and consideration.
The recommendations presented include certain amendment~ and modifications to the Denver
Building Code, dated June, 1953, as amended to date, Chapters 4 thru 49, and Chapters 51
thru 54. The committee recommended that this section be adopted by The City of Englewood
subject to changes above mentioned.
Chairman Jones entered the meeting and took the Chair1
with the other members of The Planning Commission.

Mr. Schillinger appeared to further discuss his earlier request for partial rezoning of an
area bounded by South Broadway, West Layton Avenue, South Bannock Street extended and West
Chenango Avenu e . ~H~e request was for a C-2 Distr~ct between South Broadway and the Acoma-
Bannock alley extended and an R-2-A District between the Acoma-Bannock alley extended and
South Bannock Street extended.
In the discussion, it was brought out that the new Junior High School is to be located in
the immediate vicinity and some types of commercial establishments too close to a school
are not desirable. A number of the Planning Commission members felt that action on this
matter should be deferred indefinitely. Mr. Schillinger stated that he would rather have
the matter deferred to some future time than to press for action which would apparently
result in a denial of his request. He felt that the chances for rezoning might be better
at a later date after the surrounding area has been pmore fully developed.

Mr. Hayes appeared to discuss various problems regarding proposed subdivision of p r operty
between West Oxford Avenue and West Quincy Avenue and between The Hayes Subdivision and
South Jason Street. Specifically, Mr. Hayes was concerned about the extension of Oxford
Place shown on the plat of The Hayes Subdivision from South Lipan Street to the rear of
Lots 23 and 24. This street was originally platted for the purpose of connecting South
Lipan Street and the next established North to South street East of South Lipan Street.
The action taken by the Planning Commission on March 1, 1956, regarding a proposed platting
d the area adjacent on the East to The Hayes Subdivision failed to indicate that consideration
was given to the extension of Oxford Place.
After discussion,
Guilford moved:
Rapp seconded: that each owner of property between West Oxford Avenue and West Quincy
Avenue and between The Hayes Subdivision and South Jason Street be invited
to attend the next regular session of the Englewood Planning Commission on
March 29, 1956 at 8:00 P M., to reconsider the platting and future layout
of that area and that the action of The Planning Commission taken March 1,
1956, giving tentative approval of the proposed White Subdivision be rescinded
pending the outcome of the meeting of March 29, 1956.

Mr. Edler appeared to request rezoning of the Fields Rest Home property from present M-1
District to C-2 District for the purpose of expanding the Rest Home. After considerable
discussion, most members of The Planning Commission felt that, if this rezoning were ap-
proved, the area within the following boundaries should be included: Beginning at the
center lines of West Hampden Avenue and South Huron Street, thence, North 307 feet, thence,
West to the center line of South Inca Street, thence, South to the center line of West
Hampden Avenue, thence East to point of beginning.

Rudd moved:
Romans seconded: that action on the rezoning request be deferred until a plot plan is
pres~nted showing the actual dimensions of the perimeter of the site in
question and showing existing features which will be removed; also ,
showing adjacent surrounding region with features. '

The matter of possible subdivision of the territory mentioned above presents several
difficult problems. The tentative plan for subdivision of a part of this area cannot
be fully approved without consideration of the entire area.
In order to approach the matter of subdivision equitably, it is suggested that all
parties in interest be present at a session of The City Planning Commission on March 29,
1956 at 8:00 P. M.
The matter stands entirely in "Status Quo" at the present time.

The meeting was called to order by Chairman Jones at 7:45 P. M.

The meeting was opened with a discussion of the possible annexation to Englewoo d o f the
College View -Scenic View area since The Englewood Chamber of Commerce had aske the assist-
ance of the Planning Commission in determining the merits of this annexation.
Rudd moved:
Romans seconded: that the Chairman of the Planning Commission contact Planning Consultants
Harmon-O'Donnell and Henninger regarding cost of making a pre-annexation
study of the area, advising the Chamber of Commerce Directors of the
results.

Tract 18, Whitaker Acres Hearing No. 23
Mr. Whitaker presented a sketch of a proposed resubdivision of Tract 18, Whitaker Acres.
The proposal would divide the tract into six building sites, numbered from 1 through 6,
no site to have less than 9,000 square feet of lot area and not less than 75 foot frontage.
All sites would have access to sewer lines in adjacent streets and proper easements for
other utilities would be shown.
Rudd moved:
Braun seconded: that final plat be prepared and that the City Engineer check out detail
of same before presentation to the Planning Commission for approval.
