M. · Members present: Braun, Barde, Jones, Rapp Members absent: Romans, Guilford, Rudd H. T. Whitaker Tract 18, Whitaker Acres 4970 South Lipan Dr. Hearing No. 23-A March 29, 1956 Mr; Whitaker presented his final plan for resubdivision of Tract 18, Whitaker Acres, the original plan having been presented March 29, 1956. The final plan proposes five building sites numbered 29 through 33 indicating ample lot area and proper easements for all utilities. Rapp moved: Braun seconded: that the Planning Commission give tentative approval of the plat plan subject to approval of the final plat. Roll Call: Ayes; Braun, Barde, Jones, Rapp Nays: None Absent: Romans, Guilford, Rudd See Below ' --------------- See Below Hearing No. 18-C February 16, 1956 The principal property owners in the area located between West Oxford Avenue and West Quincy Avenue and between the Hays Subdivision and South Jason Street again appeared to discuss plans of subdivision of their property. Two alternate plans of subdivision were presented by the Planning Commission in addition to the one pre s ented on March 29, 1956. After much discussion in which no apparent agreement could be reached, Rapp moved: Braun seconded: that the three plans for subdivision, which are acceptable to the City, be kept on permanent file for the reference of all concerned and that the rescinding action referred to in Hearing No. 18-A, March 15, 1956, regarding tentative plan of which is termed the White Subdivision be continued on an indefinite basis. Roll Call: Ayes: Braun, Barde, Jones, Rapp Nays: None Absent: Romans, Guilford, Rudd Due to group comment, regarding the above discussion, indicating their possible intention to carry the matter to City Council, Rapp moved: Barde seconded: that the Planning Commission have prepared, £or the record, the history of the White Subdivision actions including therein the bases of this Commission actions and same to be made available specifically for ref eren ce by City Council not later than it's May 7th meeting and furthermore, tWat the City Manager use the provision of this motion as a guide in scheduling a possible protest meeting to Council. Emmanuel Methodist Church 2700 South Downing, Denver Hearing No. 26 Mr. Banta appeared, representing The Emmanual Methodist Church located at 2700 South Downing Street which is in Denver, across the street from Englewood, the boundary being South Downing Street. Mr. Banta stated that The Church is endeavoring to secure additional off street parking area and has an opportunity to acquire same in the form of a tract of land on the West side of South Downing, across the street from the Church, within the city limits of Englewood. This land is 150 feet fronting on South Downing by 223 feet in depth and is presently zoned R-1-B. The Zoning Ordinance does not provide for off-street parking regulation in this Zone District. Mr. Banta requested that the Planning Commission give the problem it's consideration and determine whether or not such regulations can be provided for. Chairman Jones stated that there were other similar problems to be met in the near future and that he would view the site and confer with the City Attorney after which possible action might be taken. I I I I I I PAGE 137 Geor g e Ne z Colleg e View -Sc e nic View Hearing No. 27 765 Clayton, Denver Mr. George Nez, representing The Denver Plann i ng Bo a r d, appeared to discuss the annexation p e titions of College View, petitioning for annexation to Denver and Scenic View, petitioning for annexation to Englewood. Mr. Nez asked that consideration be g iven to limiting the Englewood annexation to an area East of the center line of The Platte River. Ther e being no further business to come before the Planning Commission, the meetin g was adjourned at 10:45 P. M. Approved: John D. Curtice Recording Secretary MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE ENGLEWOOD PLANNING COMMISSION Date: April 12, 1956 Subject: Subdivision Planning Between West Quincy Avenue and West Oxford Avenue including the Hays Subdivision, Oxford Heights and the area between. Action: To conform ~6 'the request of Mr. Rapp's motion at the meeting of the En g lewoai Planning Commission, April 12, 1956, below are excerpts from various Planning Commission meetings covering all action taken regarding the above described area: July 28, 1955: Mr. Hays and Mr. Alexander, 1260 West Oxford Avenue, appeared and showed a pencil sketch of a proposed platting of a nine acre tract of land between West Oxford Ave. and West Princeton Avenue. Due to the inconsistency of some of the established building sites, a new system of street acc e ss i s necessary in the development, which system will also affect possible developments b o th to the East and South of the Hays Development. · The gentlemen were advised to contact property owners in the two other sections involved and endeavor to create interest in all property owners to participate in an over-all platting of the area and return to a later meeting to show the results. September 1 , 1955: Mr. Hays and Mr. Alexander,1260 West Oxford Avenu e attended the meeting to show further street planning fo t The Hays Development of a nine acre tract of land between West Oxford Avenue and West Quin cy Avenue, West of The City Ditch. After considerable discussion of the drawings, the developers were asked to prepare a more detailed proposal, showing locations of all present building sites and building s in the area so that consideration of street planning for future development adjacent to this one could be given . Since a quorum was not present at the meeting, it was decided that a special Planning Com- mission meeting would be called for 10:00 A. M., Tuesday, September 6, 1955 and Mr. Hays and Mr. Alexander were invited to attend that meeting for action on the proposed plat. Sept e mber 6, 1956: Mr. Alexander, representing The Hays Development , appeared with further plans for the pro- posed subdivision to be located between West Oxford Avenue and West Quincy Avenue and West of South Jason Street extended. After considerable discussion, Mr. Alexander was advised that the preliminary planning for their subdivision was not complete to the extent that final action by The Planning Commission could be taken toward making recommendations to Council. Mr . Alexander was also informed that before final action could be taken, it would be necessary that he determine proper location of alleys or utility easements, showing same on final plat along with all street dedications. It was also suggested that a topographical map of the area also be presented. Agreement was generally reached regardin g ' placement of streets and Mr. Alexander was invited to return to the next regular session of The Planning Commission for further study and possibl e action. September 29, 1955: Mr. Edward Alexander presented a proposed plat for The Hays Subdivision the location of which is between West Oxford Avenue and West Quincy Avenue and West of South Jason Street extended. After discussion, Rudd moved: Jones seconded: that the Planning Commission approve the proposed plat subject to proper numbering of lots with all numbered lots shown fronting on an open street, with all dedicators to participate in signing the plat; and the subdivision to be shown to extend from West Quincy Avenue to West Oxford Avenue . October 13, 1955: Mr. Edwaid Alexander presented the final plat, (Not completely inked) for Planning Com- mission approval, of the Hays Subdivision to be located between West Oxford Avenue and West Quincy Avenue and West of South Jason Street extended. After discussion, Weigand moved: Romans seconded: that the Planning Commission recommend to Council that the Plat of the Hays Subdivision be accepted subject to proper numbering of lots with all numbered lots shown fronting on an open street, with all dedicators participating in signing the plat; and the Subdivision to be shown to extend from West Quincy Avenue to West Oxford Avenue. Roll Call: Ayes: Jones, Rudd; Romans, Weigand, Janssen Nays: None Absent: Guilford, Wright November 3, 1955: Regarding recommendation to Council by the Planning Commission on October 13, 1955, that the plat of the Hays Subdivision be approved subject to certain conditions, Rudd moved: Jones seconded: that a memorandum be sent to Council to the effect that because of a misunderstanding on the proposed Hays Subdivision Plat, the tentative approval be rescinded and the plat be returned to the Planning Com- mission for further consideration. Roll Call: Ayes: Jones, Wright, Weigand, Rudd, Romans, Janssen Nays: None Absent: Guilford November 17, 1955: Mr. Orville Beam of 1510 Glenarm Street, Denver, representing Mr. Edward Alexander, appeared to show and discuss a revised plat plan for the proposed Hays Subdivision located between West Oxford Avenue and West Quincy Avenue and West of South Jason Street extended. The revised plat includes an area which is shown as the Western portions of lots 11-12-13-14-15- 16 and all of lot 17. The original plat did not include this section which would rave been isolated and landlocked. By replatting to include the above mentioned section, the developers will gain two additional building sites. The revised plat indicated 10 feet as the total width of utility easements between certain sites and Mr. Beam was advised that this feature would have to be changed to show a total of 16 foot wide utility easements and must extend through the full width or depth of the sites. The revised plat showed the location of Oxford Place as being between lots 23 and 24 and Mr. Beam was advised that if the developers so desired, it would be acceptable to relocate this street along the South lot lines of lots 19 and 20. It was pointed out that in further discussion that the street shown on the plat as South Mariposa Street is actually more nearly in line with the street known as South Lipan and for this reason, the Planning Commission would recommend the newly platted street be also known as South Lipan Street. Jones moved: Romans seconded: that the Planning Commission recommend to Council that the revised paat of the Hays Subdivision be approved, subject to the following conditions: That all utility easements between building sites be shown as a total of 16 feet wide and to extend the full width or depth of the sites involved. That, if so desired by the developers, the street to be known as Oxford Place may be located between lots 23 and 24 or along the South lot lines of lots 19 and 20. That the street intersecting the Subdivision North and South be known as South Lipan Street instead of South Matiposa Street. Roll Call: Ayes: Jones, Romans, Rudd, Janssen Nays: None Absent: Guilford January 12, 1956: Mr. Glenn R. Wilson, 3705 So. Fox Street, presented a drawing of a proposed sub-division to be known as Blocks 1 and 2, Oxford Heights, bounded by West Oxford Avenue, South Jason Street extended, West Quincy Avenue and approximately the South Huron-South Inca alley extended. Wilson, 3705 South Fox Street; presented the final plat of Oxford Heights, a subdivision in the SE~ of Sec 4, T. 5S , R 68 W., City of Eng lewood, County of Arapahoe, Colorado, bo~nded by West Oxford Avenue, South Jason Street extended, West Quincy Avenue and approximately the South Huron-South Inca alley extended. Braun moved: Romans seconded: that The Planning Commission recommend to Cou9cil that the plat of Oxford Heights be approved. Roll Call: Ayes: Barde, Braun, Rapp, Guilford, Jones, Roma n s Nays: None Absent: Rudd February 16 , 1956: Mr. u . H. White showed a pencil drawing of an area south of West Oxford Avenue adjacent to and just East of the Hays Subdivision and request approval of the Planning Commission for placement of South Kalamath Street to intersect the plot North to South to join with an extension Eastward of Quincy Place. Mr. White stated that placement of the street is necessary so that dedication of same may be made in order to sell the land and bring about subdividing. Chairman Jones stated that the Plannin g Commission would make a study of the area before the next meetin g and subbested that Mr. White have a platting proposal prepared showin g lot sizes along with necessary easements and other necessary features for presentation at the next meeting. March 1, 1956: Mr. J . H. White presented a proposed subdivision plat plan of an area South of West Oxford Avenue adjacent to and just East of the Hays Subdivision and requested approval of the Planning Commission. The plan showed South Kalamath Street extended to intersect the sub- division North to South and to Join with an extension Eastward o f Quincy Place. The lot siz e s shown were in compliance with zoning regulations; hovever, no provisions had been made for utility easements. Braun moved: Rapp seconded: that the proposed plat be accepted, as presented, subject to including customary 8 foot utility easements along the rear of all lots. Roll Call: Ayes: Braun, Barde, Guilford , Jones, Rapp , Rudd Nays: None Absent: Romans March 15, 1956: Mr. Gordon Hays, 4140 South Lipan, appeared to discuss various problems re g ardin g proposed subdivision of property between West Oxford Avenue and West Quincy Avenue and between the Hays Subdivision and South Jason Street . Specifically, Mr. Hays was concerned about ~the extension of Oxford Place shown on the plat of the Hays Subdivision from South Lipan Street to the rear of Lots 23 and 24. This street was originally platted for the purpose of connecting South Lipan Street and the next established North to South street East of South Lipan Street. The action taken by the Planning Commission on March 1, 1956, regarding a proposed platting of the area adjacent on the East to the Hays Subdivision failed to indicate that consideration was g iven to the extension of Oxford Place. After discussion, Guilford moved: Rapp seconded: Roll Call: Ayes: Nays: that each owner of property between West Oxford Avenue and West Quincy Avenue and between the Hays Subdivision and South Jason Street be invited to attend the next re g ular session of the Eng lewood Planning Commission on March 20, 1956 at 8:00 P. M., to 'reconsider the plattin g and future layout of that area and that the action of the Planning Commission taken March 1, 1956 , giving tentative approval of the proposed White Subdivision be rescinded pending the outcome of the meeting of Ma~ch 20,. 1956. Wilson Mr. Gordon Hays A proposed plan of subdivision was presented by the Planning Commission which would enable ~he use of all the land in the area with a workable street plan and lot sizes indicated in compliance with the zoning ordinance. This proposal, because of divided ownership, would involve a common interest by all property owners and full cooperation. After a l~ngthy discussion, in which not all of the property owners could agree, .Rapp moved: Romans seconded: that the rescinding action referred to in Hearing No. 18-A, March 15, regarding tentative plan of the White Subdivision, be continued until the next ~eeting to be held at 8:00 P. M., Thursday, April 12, 1956. After discussion, Rudd moved: Romans seconded: that the Planning Commission recommend to Council that the Plat of Whitaker Acres, Second Filing, be approved as presented. Roll Call: Ayes: Barde, Braun, Guilford, Rapp , Romans, Rudd Nays: None Absent: Jones Jess Kirklin Arthur Kirklin Jess Goin 2857 South Bannock See Below Hearing No. 28 The above named gent lemen appeared to discuss the possibility of rezoning an area located between South Mariposa Street and Topeka Court and West Mansfield Avenue and West Nassau Avenue from M-1 District to M-2 District. During the discussion, it was determined that the new Zoning Ordinance does not set out clearly the procedure of the Planning Commission in making recommendations to Council for re-zoning. I I I
