MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE
ENGLEWOOD PLANNING COMMISSION
Date: November 1, 1956
Subject: Changing of certain street names within the City limits of Englewood.
Recommendation: That the following changes in street names within the City limits of
the City of Englewood be made:

Arapahoe Place
Cherry Lane
Greenwood Par kway
South June Court
Dartsmouth Avenue
Change To
Bates Drive and Amherst Drive

The meeting was called to order by Acting-Chairman Rapp at 8:00 P. M.

Mr. Sakdol, representing Mrs. McKinley, owner, presented a petition for Planning Commission
consideration for rezoning the South Half C!) of Lot Eleven (11), all of Lot Twelve (12)
and the fractional part of Lot Thirteen (13) not now occupied by West Hampden Avenue, all
in Block One (1), McKinley Subdivision ( Locatied at the Northeast corner of the inter-
section of West Hampden Avenue and South Cherokee Street), from present C-1 Zon e District
to C-2 Zone District for the purpose of construction of a service station.
The discussion which followed brought out the fact that other similar requests for rezoning
along the new highway No. 70 right~of-way had been tabled indefinitely in order to determine
the traffic trend which would develop, the results of which would indicate to city planners
the proper uses for available lands along the right-of-way.
Braun moved:
Barde seconded: that the petition be received and considered along with similar requests
for rezoning along the Highway No. 70 right-of-way.

Mrs. Hargrove appeared to request that Hearing No. 12 of February 2, 1956, be reopened
and that she be allowed to post public notice on a site approximately 125' x 125' located
at the Southwest corner of the intersection of South Clarkson Street and East Jefferson
Avenue (adjacent to the new highway No. 70) for rezoning from present R-1-D Zone District
to C-2 Zone District for the purpose of construction of a service station.
After discussion,
Braun moved:
Barde seconded: that, since this site is located along the new Highway No. 70 right-of-
way, ·the request for permission to post public notice be denied; the
request for rezoning to be received and considered along with similar
requests for rezoning along the new Highway No. 70 fight-of-way.

The property having been properly posted and public notice given, a hearing was held re-
garding the rezoning of all of Block 1 and the West One Half of Block 2, S. G. Hamlin's
Addition (located between West Bates Avenue and West Cornell Avenue and between South
Galapago and the Fox-Elati Alley) from present R-2-B Zone District to M-1 Zone District.
The following property owners spoke in favor of the proposed rezoning:

After discussion by Plannin g Commission Members ,
Braun moved:
Rapp seconded: That the Planning Commission advise Council that, due notice havin g
been g iven and property properly posted , a hearing was held with eight
prop~rty owners being heard . Six spoke in favor of the proposed change
of zoning and two spoke in objection, one of whom resides outside the
area of influence in the rezoning case.
Under provisions of Article 3 of The Zoning Ordinance, The Planning Com-
mission recommends approval of a change , in whole, of all of Block 1 and
the West One Half of Block 2 , S. G. Ham l in's Addition from R-2-B (Residential)
District to M-1 (Industrial) District.

Dear Mr. Curtice:
As you know, the Postmasters of the Denver Metropolitan Region have been very concerned
with the duplication of street names and addresses in the Metropolitan Area. They formed
a committee several months ago to study the problem. After several meetings there was
prepared "A Guide to Street Naming and Numbering in the Denver Metropolitan Region".
This guide has been adopted by most of the local planning commissions in the Denv er
Region and is pending adoption by Arapahoe County, and City of Aravada.
A meeting has been scheduled for November 20, 1956 at 10:00 A. M. in the office of the
Inter-County Regional Planning Commission, 1359 Court Place, Denver, Colorado; to meet
with the various city and county engineers and building inspectors.
The purpose of this meeting is to develop jointly a method for provid~ng a continuing
review of new plats so as to prevent duplication of street naming in the region.
Enclosed is some background information on this subject.
We would appreciate your support of the street naming program by your attendance, or that
of another delegated official of the community.

In the discussion following, it was brought out that the letter from this Board to
Mr. Eurman (See minutes of November 1, 1956) showing recommendations to Council relative
to the adoption of "A Guide to Street Naming and Numbering in the Denver Metropolitan
Region" together with a letter from Mr. Rudd, City Manager, under date of November 7, 1956,
showing City Council adoption, would be sufficient evidence of En glewo od support in the
program and a delegate to the above mentioned meeting would not be necessary.
A discussion, led by Mr. Rapp, brought out the urgent need for a joint City Council-
Planning Commission session to study zoning principals in general.
Rudd moved:
Braun seconded: that the Planning Commission suggest to City Council that a joint City
Council-City Planning Commission session be held at the earliest possible
time for a general discussion on zoning principals.
Ayes: Barde, Braun, Jones, Rapp, Rudd
Nays: None
Absent: Guilford, Romans
There being no further business to come before the Planning Commission, the meeting was
adjourned at 11:00 P . M.

Recommendation: Due Notice having been given and property properly posted, a hearing was

The purpose of the joint session was to discuss the problems, involving both Boards of the
various rest homes, convalescent homes and nursing homes within the City of Englewood, and
particularly those which are non~conforming as a result of being located in improper Zone
Districts.
Miss Edith Heid of The State Department of Public Health, 1422 Grant Street, Denver, had
accepted an invitation to attend the meeting and was present to join the discussion from
the angle of licensing and inspection of this particular type of activity; she indicated to
the collective group that the State Department of Public Health and the Tri-County Health
and Sanitation Department would cooperate to the fullest in any effort to solve the Rest
Home problems.
Miss Heid made available, copies of THE DIRECTORY OF HEALTH ESTABLISHMENTS, STATE OF COLORADO
and REVISED STANDARDS FOR NURSING HOMES AND HOMES FOR THE AGED, STATE OF COLORADO.
THE DIRECTORY OF HEALTH ESTABLISHMENTS gives the current listing of existing homes and the
present operators along with pertinent statistics for each establishment. Each of the
Englewood homes listed was discussed briefly, though no endeavor was made at this time to
determine which was non-conforming.
THE REVISED STANDARDS FOR NURSING HOMES AND HOMES FOR THE AGED sets out the rules and
regulations as atoped by The State Board of Health and shows the powers and duties of
The State Board of Health.
Miss Heid stated that The State Board of Health endeavors to work closely with the local
zoning and fire regulations and that issuance of license or renewal of same is dependent
upon the ability of the operators of the homes to comply with the local regulations.
