HomeMy WebLinkAbout1956-11-29 PZC MINUTES [1]PAGE 164 The following d e finitions from THE REVISED STANDARDS FOR NURSING HOMES AND HOMES FOR THE AGED were of particular interest and were discussed at length: Nursing Home -means a health establishment which maintains and operates facilities for twenty-four hours or more, providing room and board, personal services, Homes for the Aged - and nursing care for two or more persons not related to the proprietor who , by reason of illness or physical infirmity, are unable to properly care for themselves. Alcoholics, dru g addicts, persons with mental di se ases, and persons with communicable diseases (including contagious tuberculosis) shall not be admitted nor cared for in homes licensed under this section. means a domiciliary establishment which maintains and operates facilities for twenty-four hours or more, providing room, board and personal services for two or more persons not related to the proprietor. When nursing care is provided in institutibns licenses as "Homes for the Aged" it shall be for ailments of a temporary or minor nature only, inasmuch as the provision of nursing care is not the primary purpose of a Home for the Aged. Miss Heid pointed out that the State Board of Public Health has dropped the term "Convalescent Home" and Mr. Rudd suggested that theCi ty ,,of En g lewood, in amendin g the Zoning Ordinance, also drop the term "Convalescent Home" and substitute the term "Nursing Home". Miss Heid asked for several i ems of information relative to a number of the local homes which the City might have and it was agreed that such information would be made available . Miss Heid requested that no further building permits be issued for either construction or improvements to Nursing Homes or Homes for The Aged until it is determined t ha t State Health Department requirementf can be met. It was brought out during the discussions that the City will shortly be makin g a house to house canvas of most of the residential portions of the City to gather more definite and exacting data upon which decisions may be based. M. Members Present: Barde, Braun, Jones, Guilford, Rapp , Romans, Rudd Members Absent: None Mrs. Rose Lorenzo 3700 South Logan See Below Mrs. Lorenzo appeared to request Planning Commission consideration of rezoning of eight lots, located on the West side of the 3700 Block South Logan Street immediately South of East Kenyon Avenue, from pre?ent R-1-D Zone District to R-2-B Zone District. Mrs. Lorenzo stated that she had not been successful in selling this property for one family home sites and that they thought they were ideal sites for two family dwellings. She also advised the Commission that her home, which is located on the East side of the 3700 Block South Logan, is to be taken over by the Public Schools through condemnation proceedings and that it would soon become necessary for them to make other arrangements for living quarters, which would directly or indirectly involve the above mentioned vacant property. It was felt by the Commission that an area not less than that bounded by South Logan Street, East Lehigh Avenue, the Grant-Sherman alley and East Kenyon Avenue should be considered since an R-2-B area exists West of the Grant-Sherman Alley and spot zoning consideration could thus be eliminated. I I Ayes: Barde , Braun, Guilford, Jones, Rapp, Romans, Rudd I Nays: None Absent: None I I I John Hollberg 3660 South Huron Vacation Hollberg Greenhouses land PAGE 165 Hearing No. 51 Mr. Hollberg appeared to request that proper action be taken to assure that the alleys in Blocks 13, 21 add 22, Englewood Addition and West Jefferson Avenue from the West line of South Huron Street to the East line of South Inca Street and South Inca Street from the South line of West Jefferson Avenue to the North line of West Kenyon Avenue are ~ all vacated. The Hollberg Greenhouses lie within this area and Mr. Hollberg stated that if prior vacations have been executed, apparently they have not been properly recorded. City records indicate that Ordinance No. 20, Series of 1926 provided for the vacation of West Jefferson Avenue, as described above; Ordinance No. 1, Series of 1948 provided for the vacation of the alley in Block 21, Englewood Addition and Ordinance No. 1, Series of 1952 provided for the vacation of South Inca Street, as described above. Romans moved: Barde seconded: That the Planning Commission recommend to Council that the alleys in Block 13 and 22, Englewood Addition, be vacated, subject to reservation of any easements for utility purposes and that the City Attorney examine the records of the above mentioned vacations, recording same, if necessary. Ayes: Barde, Braun, Jones, Guilford, Rapp, Romans, Rudd Nays: None Absent: None H. L. Noller 3616 South Logan See Below Hearing No. 7-B Jan. 12, 1956 Feb. 2, 1956 Mr. Noller appeared to request that Hearing No. 7 (See minutes of January 12 and February 2, 1956) be reopened and further consideration by The Planning Commission be given to re- zoniµg of Lots 5-6-7-8 and 9, Higgins Englewood Gardens, located on the Southwest corner of the intersection of South Logan Street and Highway No. 70, from present R-2-A to C-2 Zone District for the purpose of construction of a service station. The discussion following brought out again that the Planning Commission felt that the traffic trent and it's problems had not yet developed along the new highway and probably would not until the highway had been completed to join the Colorado Springs Highway to the East. Braun moved: Barde seconded: That the renewal of the proposal be received and that consideration be given it, along with similar rezoning requests involving property along the new highway. Ayes: Barde, Braun, Jones, Guilford, Rapp, Romans, Rudd Nays: None Absent: None Henry E. Masterson (Representing Owner) 1362 South Beach Court, Denver See Below Hearing No. 52 Mr. Masterson appeared to request Planning Commission consideration for rezoning of Lots 18-25, Inc., part of Lots 26-29, Inc., and all of Lots 30-34, Inc., Block 1, Higgins Englewood Gardens, located on North side of East Jefferson Avenue between South Washington Street and South Clarkson, from R-1-D to C-2 Zone District. After discussion which brought out that the Planning Commission did not desire to recommend zoning changes along the new highway until the traffic trend and problems have been more clearly established. Rapp moved: Braun seconded: That the Planning Commission action on this request be deferred indefinitely for further study and that a copy of the minutes be furnished Mr. Masterson. Mr. Masterson stated that he would prefer more direct action by the Planning Commission. Mr. Rapp withdrew his motion with the permission of Mr. Braun. Romans moved: Rudd seconded: that the request for rezoning be denied. Ayes: Barde, Braun, Jones, Guilford, Rapp, Romans, Rudd Nays: None Absent: None Mr. Rudd stated that property owners between West Layton Avenue and West Chenango Avenue have indicated a desire to dedicate land for the opening of South Cherokee Street to a width of 48 feet from West Layton Avenue to West Chenango Avenue. After discussion, Rudd moved: Romans seconded: That the Planning Commission recommend to Council that the proposed road- way, as extension of South Cherokee Street from West Layton Avenue to West Chenango Avenue, and with a total width of 48 feet be approved, conditional upon Quit Claim deeds being available for all of the roadway. Ayes: Barde, Braun, Jones, Guilford, Rapp, Romans, Rudd Nays: None Absent: None PAGE 166 Mr. Barde led a discussion re ative to the possibility of renaming the portion of the new highway, which is within the r ity limits of Englewood. Mr. Rudd, City Manager, was a ked to direct a letter to Mr. Stuart Eurman, Executive Director of the Inter-County ,egional Planning Commission, to determine whether thought has been given by the organiz tion ID© the naming of this portion of the highway. There being no further busine s to come before the Planning Commission, the regular neeting was adjourned at 9:45 t· M. -------------- A joint meeting of the Englewl od Planning Commission and the Englewood Zoning Board of Adjustment followed. Date: Subject: November 29, 1956 Vacation of Streets and Alleys Request has been made by Mr. John J. Hollberg, Hollberg Greenhouses, 3561 South ]uron Street, that proper action be taken to assure that the alleys ·n Blocks 13, 21 and 22 , Englewood Addition and West Jefferson Avenue from the West line of South Huron Street to the East line of South Inca treet and South Inca Street from the South line of West Jefferson A1 enue to the North line of West Kenyon Avenue are all vacated.
