Members Present: Barde, Guilford, Jones, Rapp, Rudd Members Absent: Braun, Romans Horace and Ivan Jones 4600 Block South Broadway 2265 Fair Ave., Littleton, Colo. PAGE 167 Hearing No. 53 The Messers. Jones appeared to request Planning Commission consideration for change of zoning of property along the East side of the 4600 Block South Broadway from p r e s ent C-2 Zone District to an R-3 District for the purpose of construction of an apartment house. The description of the above property known as 4690-94 South Broadway is Lots 19-22, Inc., Block 57, South Broadway Heights. It is presently being used for a motor court. The petitioners stated that they felt that, due to the increased amount of commercial business being situated in outlying localized shopping centers, the possibility for such development along South Broadway south of Cherrelyn is being greatly retarded and tha apartment house use would be more beneficial both to them and the City. It was explained that in arriving at the present Zone Map, through the efforts and planning of both the Planning Commission and the retained consultants, it was anticipated that it would be a number of years before the full values in various zones would be attained and the commercial strip which is South Broadway was planned for such development and certainly there has not been enough lapsed time, since passage of the 1955 Zoning Ordinance, for this full anticipated commercial development to be realized. Rudd moved: Guilford seconded: That the reque s t for rezoning from C-2 Zone District to R-3 Zone District be denied. Ayes: Barde, Guilford, Rapp, Jones, Rudd Nays: None Absent: Braun, Romans Mrs. Rose Lorenzo 3700 South Logan See Below Hearing No. 50-A November 29, 1956 Mrs. Lorenzo, having attended the meeting of November 29, 1956, again appeared to discuss further the possiblity of rezoning property along the West side of South Logan Street in the 3700 Block South Logan Street. She presented a petition signed by five property owners in the block requesting the zone change from R-1-D to R-2 zoning. The addresses of the petition signers were all along the West side of the 3700 Block South Logan and it was again pointed out to Mrs. Lorenzo that an area not lessthan that bounded by South Logan Street, East Lehigh Avenue, the South Grant-South Sherman alley and East Kenyon Avenue should be considered in order to avoid spot zoning. It was also felt that, inasmuch as the Englewood Public Schools anticipate securing the property directly across the street, the School Board should be contacted by the Planning Commission to discuss the possible effects o f a zone change from their point of view. Mrs. Lorenzo was advised that it might be t o her advantage to contact property owners throughout the above described area in order to determine what degree of opposition might exist. Rapp moved: Guilford seconded : That this matter be tabled for future reference. Ayes: Barde, Guilford, Rapp, J o nes, Rudd Nays: None Absent: Braun Eldon L. Lee See Below 731 Crestline Drive, Littleton Hearing No. 54 Mr. Lee appeared to request Planning Commission consideration for rezoning of property along the East side of the 3500 Block, South Pearl Street which property begins at the junction of present C-2 Zone District, South of East Hampden Avenue, and R-2-A Zone District and extends 150 feet South along South Pearl Street. The present Zone District is R-2-A and Mr. Lee stated that, due to terrain and necessary expense in land filling of his site along with several others in the area, the costs prohibit consideration of construction of anything but multi-family units. Mr. Lee stated that he realized that s p ot zoning of a single property could not be considered and suggested that if the Planning Commission would consider it beneficial, he would petition the area bounded on the North by the present C-2 Zone, the East by the Pearl-Washington alley, the South by Jefferson Avenue and the West by the Logan-Pennsylvania alley, for the purpose of rezoning from present R-2-A Zone District to R-3 Zone District. The discussion which followed brought out the feasibility of consideration of a much hrger, semi-circular area which might also include other properties, the owners of which also are interested in R-3 Zoning (See Hearing No. 50-A). This area would be described as follows: PAGE 168 Beginning at the point of intersection of the South line of the C-2 Zone District South of East Hampden Avenue and the center line of the Washington-Clarkson alley; thence South to the center line of East Kenyon Avenue; thence, West to the center line of South Logan Street; thence, South to the center line of Eas t L ehigh Avenue; thence, West to the center line of the South Broadway-Lincoln alley; thence, North to the center line of East Kenyon Avenue; thence, East to the center line of South Sherman; thence, North to the center line of East Jefferson Avenue; thence, Southeasterly along the center line of Erickson Drive to the center line of South Logan; thence, North to the center line of East Jefferson Avenue; thence, East to the center line of the Logan-Pennsylvania alley; thence, North to the South line of the C-2 Zone District South of East Hampden Avenue; thence, East along the South line of the C-2 Zone District to the point of beginning. It was agreed that further consideration and study should be given this type of Zoning change. Mr. Lee stated that he would prefer that no action be taken on his request at this time awaiting the outcome of the above mentioned study. Don Cludray 4600 Block South Acoma Hearing No. 55 4690 South Lincoln Mr. Cludray, owner of property with 125 foot frontage along South Acoma Street at the Southwest Corner of the intersection of South Acoma and West Tufts Avenue appeared and presented a petition si gned by owners of propert y ~in the 4400, 4500 and 4600 blocks, South Acoma Street, requesting consideration of rezoning from present R-1-D Zone District to R-2-A Zone District from the Broadway-Acoma alley to the Acoma-Bannock alley and from West Radcliffe Avenue to West Union Avenue for the purpose of construction of a two family dwelling on Mr. Cludray's building site. The area petitioned was the minimum size which could be considered to elim inate the element of spot zoning. After discussion, Rapp moved: Guilford seconded: That, based on the fact that the City of Englewood now has a greater area designation of R-2-A and R-2-B Zoning than do other cities of similar characteristics, and it is considered that the City is now adequately provided, areawise, with such zoning classifications, the request be rejected at this tiire. Ayes: Barde, Guilford, Jones, Rapp, Rudd Nays: None Absent: Braun, Romans Mr. Jack Sakdol, Attorney Mrs. Alice M. McKinley 3472 South Cherokee See Below Hearing No. 49-A November 15, 1956 Mr. Sakdol, who appeared at the Planning Commission meeting of November 15, 1956, appeared again to request final action on his petition for rezoning of the South Half C!) of Lot Eleven (11), all of Lot Twelve (12) and the fractional part of Lot Thirteen (13) not now occupied by West Hampden Avenue, all in Block On e (1), McKinley Subdivision (Located at the Northeast Corner of the intersection of West Hampden Avenue and South Cherokee Street), from present C-1 Zone District to C-2 Zone District for the purpose of construction of a service station. Guilford moved: Rudd seconded: That, for the reason that a C-2 Zoning would permit drive-in type operations which would unduly increase existing traffic hazards at this point of merger between Highway No. 70 and West Hampden Avenue, the request for rezoning be denied. Ayes: Barde, Guilford, Rapp, Jones, Rudd Nays: None Absent: Braun, Romans There being no further business to come before the Plannin g Commission, the meeting was adjourned at 11:00 P. M.
