M. Members Present: Barde, Braun , Guilford, Jones, Romans, Rudd Members Absent: Rapp Laverne Adamson Walter Martin 4525 South Delaware 3995 South Broadway Hearing No. 71 Mr. Adamson and Mr. Martin appeared to request permission to enlarge and remodel the build- ing located at 3995 South Broadway (Northwest corner of the intersection of Nassau Avenue and South Broadway) which is currently being used as a Church. After enlar g ement, the Church would seat 150 people which, by Ordinance, would require off-street parking for 30 automobiles. The off-street parking area which would be available is about 4,000 square feet or spaces for about 15 automobiles . This location is in a C-2 Zone District and it was noted that Churches are not specifically enumerated as a use therein . As a result of the above questions , it was agreed that the case should be heard and acted upon by The Englewood Zoning Board of Adjustment and the gentlemen were so advised. M. 0. Shivers, Jr., Attorney The Arapahoe Investment & Insurance Company The Swedish National Sanator i um 9 West Hampden Avenue See Below Hearing No. 60 ~A January 31, 1957 Mr. Shivers appeared to discuss further and to determine what action had been taken on the request made by him on January 31, 1957 relative to a zoning change from R-1-D District to R-3 Zone District, of Lots 26 to 29, Inclusive, Block 1, West View Addition to Englewood (100 foot frontage on South Clarkson at the Northwest corner of the intersection of South Clarkson Street and East Girard Avenue), owned by The Arapahoe Investment & Insurance Company, and the Easterly portion of the tract owned by The Swedish National Sanatorium which, through apparent error, was shown as R-1-D District on the current Zoning Map. Mr. Shivers was advised that studies for this area along with other areas have not been completed due to complications in negotiating with qualified consultants for recommendations. Mr. Shivers stated that his reason for asking for expedient handling was the fact that the Inv e stors who plan to finance the multiple unit building North of the Sanatorium are becoming impatient and have indicated that if some action is not soon forthcoming, will seek a different site in another community. There followed a discussion relative to the possibility of The Planning Commission, on their own merits, recommending a change of zoning from R-1-D to R-3 of an area between the center line of East Girard Avenue and the center line of East Floyd Avenue and between the center line of South Clarkson and the Grant -Logan alley along with the R-1-D portion of the Sanatorium tract. Also discussed, in the same light, was the South half of the above described area North of East Girard Avenue, along with the Sanatorium lands. Most members of The Commission felt that both of these area s contained too many problems which will require further study and should not be considered for zonin g change untill all phases have been thoroughly investigated. It was brought out, at this time, that the previous Zoning Ordinance included the area, which extends 125 feet North of the North line of East Girard Avenue between the center line of South Clarkson and the center line of South Pearl Street, in the R-3 Zone District. After considerable discussion, it seemed to be the feeling of The Commission members that this same approximate area could be studied, by themselves, and consideration given to a change back to R-3 Zone District, along with the Sanatorium tract, without consultation with other planners. At the request of the Chairman , it was determined that all members of the Commission avail- able would meet at City Hall, Saturday, March 2, 1957 , at 2:00 P. M. to make a field inspection of this smaller area and endeavor to take some action on the matter. Mr. Rapp entered and was seated with The Commissbn. I I I I I I PAGE 183 Mr. Braun, at this time, brought to the attention of The Commission that South Lincoln Street has become dead-end at the South line of the New Highway No. 70 and has created a traffic and parking problem. After some discussion, Mr. Rudd, City Manager, made a note to direct the Street Department to erect a sign at the first intersection to the South indicating the existence of the dead-end street. Zoning Studies See Below Hearing No. 62-A January 31, 1957 The City Council, having rejected the recommendation from the Planning Commission dated January 31, 1957, recommending acceptance of the Harman, orDonnell and Henninger, Associates proposition for z on ing studies of certain areas for an original fee of $800.00 which was increased to $90 0 .00 due to enlargement of the original proposed number of areas, the following letter was presen~ed and read: February 20, 1957 . Leslie Rudd, City Manager Municipal Building Englewood, Colorado Dear Mr. Rudd: On January 30, 1957, this offic~ submitted a proposal to perform "certain zoning studies and recommendations in the general vicinity of Jefferson Avenue between Broadway and Clarkson". On February 4, 1957, you specified four certain areas within which such work is to be con- fined. We attach copy of description of these areas that we may be in accord therewith. Our fee for work to be done as described in the above proposal was $800.00. Following Council meeting of February 4, you informed us of its rejection of the proposal which was increased in fee to $1000.00, due to increase in extent of area to be studied. We understand now that an effort is being made to resume originally contemplated work with a fee limitation of $750.00 therefor. Although we still feel that the $1000.00 proposal represents a fair charge, if Council chooses to resume negotiations, we will make every effort to produce studies within the $750.eO limit now established. Thefefore, if you are able to effect such agreement with Council, we stand prepared to begin studies on receipt of written acceptance of this revised proposal. Harman At this time, Mr. Jones, Chairman, related that he had contacted Mr. David Munns , Professor at Denver University, to determine the possibility of arranging for the zoning studies to be made by Univ~rsity of Denver Public Administration students. Prof essor Munns revealed to Mr. Jones that the project could be included in the Spring Quarter pro gr am; however, the students would hot be available until May. It was felt by the Commission that the starting date would be rather late, under the c ir- cumstances, and that the students would be inexperienced with no background information immediately available. After further discussion, Rudd moved: Romans seconded: That The Planning Commission recommend to Council that they accept the proposal for zoning studies, as set out in the letter of February 20, 1957, by Harman, O'Donn~ll and Henninger Associates, Inc., at the stipulated fee of $750.00 which would include the identical areas as was shown in the recommendation from the Planning Commission under date of January 31, 1957. Ayes: Barde, Braun, Guilford, Jones, Rapp, Romans, Rudd Nays: None Absent: None The Special Meeting of The Planning Commission, which had been called for Wednesday evening ~ February 20, 1957 , to prepare the final draft of The Uniform System of Subdivision Regulations, having been cancelled, The Planning Commission undertook this matter as it's next item of business. After making several final corrections, Romans moved: Guilford seconded: That the Planning Commission recommend to Council that The Uniform System of Subdivision Regulations, as presented, be adopted. Ayes: Barde, Braun, Guilford, Jones, Rapp, Romans , Rudd Nays: None Absent: None There being no further business to come before the Planning Commission, the meeting was adjourned at 11:30 P. M. M. Saturday, March 2, 1957 at City Hall. Members Present: Barde, Braun, Guilford, Jones, Romans, Rudd Members Absent: Rapp The purpose of this special meeting was to make a field inspection of the general area located between East Girard Avenue and East Floyd Avenue and between South Clarkson Street and the Grant-Logan alley for possible zoning change, in whole or in part, from present R-1-D Zone District to R-3 Zone District. Also, to be considered, was the Eastern portion of the Swedish National Sanatorium Tract, now zoned R-1-D, between East Hampden Avenue and East Girard Avenue. After touring the area, the Commission returned to City Hall for further discussion and consideration. Rudd moved: Romans seconded: That the Planning Commission proceed to advertise, post and hold a public hearing on March 28, 1957, as to the rezoning of the following area from present R-1-D Zone District to proposed R-3 Zone District; The South 100 feet of Blocks 1 and 2, Westview Addition and the East one-half C!) of now vacated Block 8, Westview Addition. Ayes: Barde, Braun, Guilford, Jones, Romans, Rudd Nays: None Absent: Rapp There being no further business to come before the Englewood Planning Commission, the meeting was adjourned at 3:30 P. M.
