Date: March 28, 1957 Subject: Proposed Ordinance -Parking of Special Mobile Equipment Endorsement: While it is our opinion that the Planning Commission has no jurisdiction in this matter, never-the-less, the parking situation ~hat this proposed Ordinance is intended to correct, directly affects the operation of our Master Street Plan and for that reason we endorse the enactment of the Ordinance. Date: March 28, 1957 Subject: Acquisition of a portion of South Lincoln Street just North of its intersection with East Hampd en Avenue as proposed by the Colorado Central Power Company. Recommendation: That Council consider seriously the probability and possibility of acquiring the portion of South Lincoln Street North of its intersection with East Hampden Avenue as provided for in The Master Street Plan. M. Members Present: Barde, Braun, Rapp, Rudd Members Absent: Guilford, Jones, Romans C. A. Fritsinger Investment Construction Company 3395 South Bannock Street See Below Hearing No. 77 Mr. Fritsinger appeared to discuss the possibilities of his acquiring a part of City owned land on the West side of South Bannock Street which is between buildings presently known as 3395 South Bannock Street and 3407 South Bannock Street and b em odies the driveway to the parking lot West of South Bannock Street and the bed of Little Dry Creek. PAGE 192 Mr. Fritsinger stated that he was interested in this area for the purpose of providing off- street parking for a commercial building which he proposed to build .on land he owns South of Little Dry Creek and the West Side of South Bannock Street. If Mr. Fritsinger can secure this area, except for the driveway entrance to the existing parking lot, he propose to cover Little Dry Creek with a structure similar to and abutting the existing South Bannock Street bridge which would extend 125 feet Westward thus levelling the area for the above mentioned parking. It was brought out that considerable study would be necessary to establish City ownership lines along with other problems. After discussion, Braun moved: Rudd seconded: That the request for consideration of the .matter be received and referred to the City Administrative for a report at the next regular meeting of the Planning Commission. Clark, owner and builder of 2951 and 2961 South Emerson Street, two one family residences now under construction, appeared to discuss with the Commission the problem existing with no sanitary sewer line available for tapping and requested immediate relief by the construction of an additional extension to the existing Sewer Extension No. 6 which is in the area. Mr. Clark produced proof of payment, in 1949, of an amount of $400.00 into the fund for Sanitary Sewer District Extension No. 6, the exact lo~ation for the taps not being specified. It was pointed out that the .City is presently making a thorough study of the records of Sewer Extension No. 6. A portion of the construction costs is still due the contractor and the current study is necessary in order to endeavor to determine a means to complete payment for the Extension and establish City proprietorship. Until this study is completed, it will be somewhat complicating to make further connections to the existing Extension. After considerable discussion Rudd moved: Barde seconded: That the request be received but that further action by this Commission be deferred until a brief on the status of proprietorship of Sanitary Sewer Extension No. 6 can be prepared by the City Administrative; and, suggestion that if temporary disposal facilities can be arranged satis- factory to the Tri-County Health Department, the City Manager advise such Health Department of the status of sanitary sewers in this vicinity. Ayes: Barde, Braun, Rapp, Rudd Nays: None Absent: Guilford, Jones, Romans Perry O'Brian 3676 South Logan 3674-76 South Logan Street Hearing No. 79 Mr. Perry O'Brian, owner of property known as 3674-76 South Logan, Lots 19 and 20, Block 5, Higgins Englewood Gardens, presently zoned R-2-B, requested Planning Commission consideration for a zoning change of his property to R-3 to enable him to finish existing basement into two additional apartments. Mr. O'Brian was advised that a study is currently being made of the area in whichhis property is located to determine the feasibility of a zoning change to R-3 classification and that consideration to his specific property could not be given until this study is complete d . Mr. O'Brian was advised further that he should review the Ordinance to determine the eli~ibility of his structure for conversion to four units. Barde moved: Braun seconded: That the application for rezoning consideration be received and held pending further study. Ayes: Barde, Braun, Rapp, Rudd Nays: None Absent: Guilford, Jones, Romans Glen Wilson Wilson Investment Company 950 West Oxford Avenue Sanitary Sewer Oxford Heights Hearing No. 80 Mr. Wilson of Wilson Investment Company appeared to discuss the matter of location of a sanitary sewer line to serve the Oxford Heights Sub-Division. The two locations are either in South Jason Street or in an easement between South <lason Street and South Inca Street. The position of actual construction will affectsanitary sewerlocations within the undeveloped Territory immediately west, and eventually into the Raye's Sub-Division, and therefore becomes a matter for advance planning. I I I I I .I PAGE 193 After consideration of benefits and difficulties which might be oceasioned from each location, it was determined that the most feasible would be in South Jason Street and extending from West Oxford Avenue to West Quincy Avenue. Under this plan the builder of the sewer would also have opportunity of recovering from part of the costs when taps are made in the area yet undeveloped . Wallace, Building Inspector Zoning Board of Adjustment See Below Hearing No. 81 The following letter from the Englewood Zoning Board of Adjustment was received and read: ENGLEWOOD ZONING BOARD OF ADJUSTMENT CITY OF ENGLEWOOD ENGLEWOOD, COLORADO Englewood Planning Commission Englewood City Hall Englewood, Colorado April 10, 1957 Case No. 162 Below, we show copy of letter addressed to The Englewood Zoning Board of Adjustment from Mr. Beryl A. Wallace, City Building Inspector, under date of March 29, 1957: "TO: Englewood Zoning Board of Adjustment RE: Interpretation of Zoning Board Gentlemen: Mr. Pete Molthop of th e Burkhart Steel Company located at 869 South Broadway has made inquiry concerning the location of a steel fabrication pl an t in an Ml Zone in Englewood. One of the areas they ar e c onsidering is the 14 acre tract, owned by King Sooper, located along the railroad North of Ox ford. This is on the opposite site of West Oxford from Howery Berg Steel & Iron Works, located at 1366 West Oxford. They plan to employ about 130 employees. It seemed to me, they might be allowed under the Ordinance. I called Mr. Henninger of Harman, O'Donnell and Henninger, con- cerning this. He was of the opinion that this was one of the border-line cases which should be referred to the Board. He also stated that if necessary, it would be an easy matter to change the Zoning from Ml to M2; further stating that it would be too bad to lose such an industry because a matter of Zoning. Harman of Harman, O'Donnell & Henninger Associates, Inc., Consultants, attended to present and discuss the following report: HARMAN, O'DONNELL & HENNINGER ASSOCIATES , INC. 2ND & DETROIT STREET April 2, 1957 City Planning Commission City of Englewood Municipal Building Englewood, Colorado Gentlemen: DENVER 6, COLORADO On February 20 , 1957 and at the request of Mr. Rudd this office submitted a proposal to make certain studies in those four Areas indicated on first attached she et. Mr. Rudd informed us March 5 , that Council accepted this proposal. Pursuant therewith we submit our recommendations by Area. Initially, and properly to support these recommendations, those portions of the Land Use maps prepared in connection with the zoning map and ordinance recently adopted by the City and covering the four Areas and the C-2 District along Broadway have been brought up to date. As shown on second attached sheet, all C-1, C-2, R-3 and the four Areas under consideration have been analyzed and these data are fef erred to in this report.
