M. Members Present: Barde, Braun, Jones, Rapp, Romans, Rudd Members Absent: Guilford R. W. Northrup See Below 3369 W. Acqueduct, Littleton, Colo. Hearing No. 73-B March 14, 1957 March 28, 1957 Mr. Northrup, who attended the Commission me eting of March 28, 1957, reappeared to determine the results of Planning Commission consideration relative to street planning which involves a tract of land owned by him which is loc ated on the North side of West Oxford Avenue, has 116.62 foot frontage on West Oxford Avenu e and extends 198 feet Northward. The property lies directly in the path of South Inca Street as projected from the South and as a result , the Building Inspector has been unable to issue a building permit until some satisfactory plan for a North bound street is approved. Mr. Rudd, City Manager, again presented a proposed plan for subdivision and streets, covering the entire area from West Oxford Avenue to West Nassau Avenue extended and between a line running from West Oxford Avenue to West Nassau Avenue extended, wh ich would be the East line of Mr. Northrup's property projected Northward, and the present M-1 Zone District on the West. This plan would necessitate a jog in South Inca Street at West Oxford Avenue and would require a 20 foot reservation for street purposes along the West side of Mr. Northrup's property which would leave 96.62 foot frontage for the buikiing site ·on West Oxford Avenue. Mr. Guilford entered and was seated with the Planning Commission during the foregoing discussion. Rapp moved: Guilford seconded: That the street plan proposal, as presented by Mr. Rudd with accompanying drawing for the extension of South Inca Street from West Nassau Avenue extended to West Oxford Avenue, be incorporated in the Master Street Plan for the guidance of any subdivider or group of citizens who wish to form a cooperative movement to bring this plan into being under the provisions of Englewood's new Subdivision Regulations . Ayes: Barde, Braun, Guilford, ~ones, Rapp, Romans, Rudd Nays: None Absent: None Mr. Rapp was excused from the meeting at this time. Associated Veterans, Inc. 799 West Hampden Avenue 799 West Hampden Avenue Hearing No. 57-A January 17, 1957 Mr. Rudd, City Manager, stated that the deeds, which have been properly executed, for the exchange of land between the Associated Veterans, I nc. and the City of Englewood at the Northeast corner of West Hampden Avenue and South Huron Street, are now available and that proper procedure for recommendation by the Planning Commission for a change of zoning of all of the Veterans Association lands now zoned R-1-D to C-2, waiving the customary fee, would now be in order. (See Planning Commission Minutes of January 17, 1957, Hearing No . 57.) Braun moved: Guilford seconded: That the Planning Commission proceed to advertise, post and hold a public hearing on June 13, 1957, as to the rezoning of the following described area from present R-1-D Zone District to proposed C-2 Zone District: Beginning at a point 50 feet East and 193 feet North of the S.W. corner of Section 3 4 , Township 4 South, Range 68 West of Sixth P.M.; thence Nor n h, 65.63 feet; thence No rtheasterly along Greenwood P arkway, 2 02 .19 feet; thence South 2 0 6.24 feet thehbe West 145.0 feet to point of beginning. Hawkins 2921 South Franklin 2980 South Lafayette Drive Hearing No. 84-A May 2, 1957 The matter of the request made by Mr. Hawkins on May 2, 1957, for special permission to redivide a building site located at 2980 South Lafayette Drive, Lot 27 and a part of Lot 26, Block 3, Arapahoe Acres Subdivision, into two plots, was brought up for discussion. The proposal includes one plot with 50 foot frontage and approximately 110 feet depth or 6,441 square feet for construction of a one family home and the other with 27 feet, four inches frontage, 70 feet rear lot width and approximately 134 feet depth, or 6,125 square feet for installation of a swimming pool with multiple ownership. Mr. Rapp returned to the meeting and joined in the discussion which followed. After considerable discussion and review by the Commission of action taken by the Zoning Board of Adjustment on October 10, 1956, Case No. 107 and on February 13, 1957, Case No. 107-A wherein similar requests were denied, Guilford moved: Braun seconded: That with regard to the request of Mr. Edward B. Hawkins on May 2, 1957, for installation of a swimming pool on a site with 6,125 square feet area, located at approximately 2980 South Lafayette Drive in Arapahoe Acres Subdivision for use and ownership by various owners of property in the immediate vicinity, it is the opinion of this Commission that such an undertaking is in the nature of a community project and that present zoning regulations do not authorize such a use and therefore, recommends that this request be denied. It is the further opinion of the Commission that, under any regulations which may be hereafter adopted by the City for installation of swimming pools, the site proposed by Mr. Hawkins would be inadequate for the community type of pool sought to be installed. Adequacy of the remaining plot for use as a residential site is not within the jurisdiction of the Planning Commission, but rather, is a matter for consideration by the Zoning Board of Adjustment which has heretofore passed upon the question on October 10, 1956 and February 13, 1957. Fritsinger 3395 South Bannock Street See Below Hearing No. 77-A April 11, 1957 Mr. Rudd, City Manager, stated that Mr. Fritsinger of Investment Construction Company had again contacted him relative to the possibility of acquiring City owned land immediately South of his present structure known as 3395 South Bannock Street. This land embraces the channel of Little Dry Creek and the access road to the present parking lot at the rear of City Hall. The land is further described as Lots 6-7-8, Flood Addition. Mr. Fritsinger proposed to cover Little Dry Creek for the purpose of creating additional off-street parking. After discussion, Barde moved: Romans seconded: That it be recommended to City Council that there be no negotiations toward the sale or disposal of Lots 6-7-8, Flood Addition, since the City should retain ownership and control of Little Dry Creek Channel and adjacent strips; and further, that the City must retain an access from South Bannock Street to other City owned lands. Ayes: Barde, Braun, Guilford, Jones, Rapp, Romans, Rudd Nays: None Absent: None Broadhurst Nursing Home 4330-32 South Lincoln 4330-32 South Lincoln Hearing No. 43-F August 30, 1956 Sept. 13, 1956 Oct. 11, 1956 Nov. 1, 1956 Nov. 29, 1956 The matter of the Broadhurst Nursing Home was discussed, such having been brought to the attention of Mr. Rudd, City Manager, because of a complaint by an adjacent property owner. The complainant indicated to Mr. Rudd that the State Health Department would withhold renewal of a license for the 1 further operation of this establishment upon receipt of a letter from the City showing that it is located in an improper zone district for such use. The City Manager agreed to make contact with the State Health Department for clarification of ·their position. The subject of a Staff Planner for the City of Englewood was discussed at some length. PAGE 202 Dwight John See Below 523 South Windermere Avenue Hearing No. 17-B February 16, 1956 March 15, 1956 Mr. Guilford stated that he had recently been contacted by Mr. Dwight John relative to renewal of a previous request for Planning Commission consideration for a change of zoning from present R-1-B Zone District to R-3 or Commercial Zone District of a plot of land lying generally between the Broadway-Acoma alley extended and South Bannock Street extended and between West Layton Avenue and West Chenango Avenue. The matter was discussed at some length but action was deferred awaiting a more formal request. It was determined by the Planning Commission that, since the next regular meeting date falls on May 30th, Memorial Day, the Commission will meet ' at 8:00 P. M. Friday, May 31st. There being no further business to come before the Planning Commission, the meeting was adjourned at 11:30 P. M. Approved: John D. Date: Subject: May 16, 1957 Installation of a swimming pool with multiple ownership on a portion of a building site known as Lot 27 and part of Lot 26, Block B, Arapahoe Acres Subdivision. Recommendation: With regard to the request of Mr. Edward B.
