M. Members Present: Barde, Jones, Romans , Rudd Members Absent: Braun, Guilford , Rapp Other Officials Present: J. M. Lacy, Planning and Traffic Director Raymond L. Reides el 201 West Belleview Avenue Mr. and Mrs. E. E. Andrews 245 West Belleview Avenue Rezoning North side West Belleview Avenue, East of So. Bannock Street Extended. Hearing No. 115 The above named owners appeared to request Planning Commission consideration for rezoning of two building sites on the north side of West Belleview Avenue, located just west of South Bannock Street extended with 366 feet total frontage on West Belleview Avenue and approximately 135 feet depth, from present R-1-B Zone District to R-3 Zone District. After considerable discussion, Romans moved: Rudd seconded: That the request for rezoning be received and tabled until further study can be made with the applicants to be notified when the Commission is in a position to make a decision. Ayes: Barde, Jones, Romans , Rudd Nays: None Absent: Braun, Guilford , Rapp Sub-division Paul Franzman 3290 South Huron Harry Folkerts Area along both sides of South Huron Street from West Eastman Avenue to West Floyd Avenue 1132 South Pennsylvania Hearing No. 109-B Mr. Paul Franzman, along with Mr. Costin, Consulting Engineer, appeared and presented the Preliminar y Plan and vicinity sketch of the Franzman-Folkerts Sub-division , Mr . Folkerts having decided to join the plat with property located along the west side of proposed South Huron Street between West Eastman Avenue and West Floyd Avenue. (See Hearing No. 109-A, Octob er 17, 1957.) Five items were noted by Planning Commission as needing clarification before the final plat can be accepted: 1. Securing of right =of ~way 3 0' x 30' at the intersection of West Floyd Avenue and South Huron Street extended from Mr. W. G. Fields, owner, 82& West Hampden Avenue. 2. Evidence of arrangements for water and sewer service to the proposed building sites . 3. Legal instrument to allow access across proposed lots 8 and 9 between South Huron Street extended and West Eastman Avenue. 4. Provision for proper utility easements at rear of building sites. 5. Physically setting monuments and marking same on p a at. After the discussion, Rudd moved: Barde seconded: That the preliminary plan and vicinity sketch be approved subject to full compliance with the Sub-division requirements. Ayes: Barde, Jones , Romans, Rudd Nays: None Absent: Braun, Guilford, Rapp Planning Commission City Planning Office Amendment -Swimming Pool Ordinance Hearing No. 100-C A discussion was held relative to a Zoning Ordinance Amendment to allow swimming pools within the City. PAGE 234 During the discussion, the following general recommendation was agreed upon: 1. Private swimming pools should be allowed i n a ll residential districts only. 2. Semi-private swimming pools should be allowed in all residential districts and both commercial districts only. 3. Semi-public swimming pools should be allowed in R-3 Zone District and both commercial districts only. 4. Public swimming pools should be allowed in the two commercial districts only . 5. Publicly owned and operated swimming pools should be allowed in any zone district except the two industrial districts and the parking district. It was agreed that the Planning Director should consult with the City Attorney and submit the proposal to Planning Commission, when analyzed , for further consideration. Mr. Floyd Winslow 3002 South Huron Rezoning Lots 46-47-48-49 , Block 1, Taylors Addition (3001 South Galapago.) Hearing No. 112-A The requested study of the subject area along with the remainder of both sides of the 3000 block South Galapago Street was presented in the f orm of a land use survey and photographic slides by Mr. Lacy. After discussion, it was agreed the matter should be taken up with the Industrial Development Committee of the Chamber of Commerce prior to any further action by the Planning Commission. Mr. Lacy, Planning Director, distributed copies of ICRPC preliminary plan titled WORK AND PEOPLE IN THE DENVER REGION to Mr . Barde, Mr. Jones, Mrs. Romans, and Mr. Rudd, and pointed out that ICRPC expects the City's comments to be forwarded prior to December 1, 1957. Mr . Lacy stated that an analysis of the plan would be available at the November 14, 1957 Planning Commission meeting and that members of the Planning Commission would be asked to study the distributed copies and pass them on to other Commission members prior to that date. Mr. Lee Jones, Chairman, reported on a movement to restudy the south part of the downtown distrist of Englewood. He exhibited a part of the first phase of the study consisting of possible hotel and heliport in the commerce park location. Mrs. Dorothy .Romans Englewood Public Schools Sub-division North of Englewood High School Hearing No. 116 Mrs. Dorothy Romans, representing the Englewood School Board, t en~ered a proposal by the School District to purchase two tracts of land generally between Erickson Parkway (Jefferson Drive) and East Kenyon Avenue and one half block on either sid e of South Pennsylvania Street. The School Board asks a tentative agreement that the City will vacate the short distance of South Pennsylvania Street and approximately 310 feet of East Kenyon Avenue along with the alley between South Pennsy}vania Street and South Pearl Street from East Kenyon Avenue to Erickson Parkway. In exchange for city vacation, the School Board would dedicate the ad- ditionally required width on the South side of Erickson Parkway . After discussion, Rudd moved: Barde seconded: That the Planning Commission receive the following proposal for street and alley vacations and dedications, and recommend to City Council that they give favorable consideration to same and refer the matter immediately to the School-City Joint Committee: Vacation: East Kenyon Avenue from the Logan-Pennsylvania alley to Erickson Parkway (Jefferson Drive). South Pennsylvania Street from East Kenyon Avenue north to Erickson Parkway. Pennsylvania-Pearl alley from East Kenyon Avenue to Erickson Parkway. Dedication: Required street width along wouth side of Erickson Parkway. Ayes: Barde, Jones, Romans, Rudd Nays: None Absent: Braun, Guilford, Rapp Mr. Rapp, who had attended another meeting , entered and discussed briefly, with the Commission , the important points of the meeting. That City Council give favorable consideration to the following street and alley vacations and dedications, as proposed by the Englewood School Board, and refer same immediately to the School-City Jobt Committee. Vacations: East Kenyon Avenue from the Logan-Pennsylvania alley to Erickson Parkway (Jefferson Drive). South Pennsylvania Street from East Kenyon Avenue north to Erickson Parkway. The Pennsylvania-Pearl alley from East Kenyon Avenue to Erickson Parkway. Dedications: Required street width along the south side of Erickson Parkway. Lacy, Planning and Traffic Director Paul Franzman 3290 South Huron Harry Folkerts 1132 South Pennsylvania Sub-division Area along both sides of South Huron Street from West Eastman gvenue to West Floyd Avenue. Hearing No. 109-C October 3, 1957 October 17, 1957 Mr. Paul Franzman and Mr. Costin, Consulting Engineer, appeared to submit the plat of the subject area, to be known as Franzman-Folkerts Sub-division, for final acceptance by Planning Commission. The Planning Commission examined the plat for the requirements that had been given to the Sub-dividers previously and determined that the following matters must be completed prior to full qualification of the Sub-division: 1. Legal instrument: (a) To allow access across proposed lots 8 and 9 between South Huron Street and West Eastman Avenue in lieu of opening tracts A & B for street purposes at present. (b) To allow Franzman to continue use of a well which lies on the eastern edge of dedicated right-of-way at the south end of the block. 2. Secure Quit Claim Deed from N. L. McLellan for southwest quarter of the intersection at South Huron and West Floyd Avenue. After examination and discussion. Rudd moved: Barde seconded: That the Planning Commission recommend to City Council that the plat of the Franzman-Folkerts Sub-division be finally accepted upon the condition that the above requirements are fully satisfied prior to such acceptance.
