Curtice Recording Secretary MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE ENGLEWOOD PLANNING COMMISSION Date: Subject: Recommendation: October 31, 1957 Vacation and Dedication -Streets and alleys north of the Englewood High School. That City Council give favorable consideration to the following street and alley vacations and dedications, as proposed by the Englewood School Board, and refer same immediately to the School-City Jobt Committee. Vacations: East Kenyon Avenue from the Logan-Pennsylvania alley to Erickson Parkway (Jefferson Drive). South Pennsylvania Street from East Kenyon Avenue north to Erickson Parkway. The Pennsylvania-Pearl alley from East Kenyon Avenue to Erickson Parkway. Dedications: Required street width along the south side of Erickson Parkway. M. Members present: Barde, Guilford, Jones, Rudd Members absent: Braun, Rapp, Romans Other officials present: J. M. Lacy, Planning and Traffic Director Paul Franzman 3290 South Huron Harry Folkerts 1132 South Pennsylvania Sub-division Area along both sides of South Huron Street from West Eastman gvenue to West Floyd Avenue. Hearing No. 109-C October 3, 1957 October 17, 1957 Mr. Paul Franzman and Mr. Costin, Consulting Engineer, appeared to submit the plat of the subject area, to be known as Franzman-Folkerts Sub-division, for final acceptance by Planning Commission. The Planning Commission examined the plat for the requirements that had been given to the Sub-dividers previously and determined that the following matters must be completed prior to full qualification of the Sub-division: 1. Legal instrument: (a) To allow access across proposed lots 8 and 9 between South Huron Street and West Eastman Avenue in lieu of opening tracts A & B for street purposes at present. (b) To allow Franzman to continue use of a well which lies on the eastern edge of dedicated right-of-way at the south end of the block. 2. Secure Quit Claim Deed from N. L. McLellan for southwest quarter of the intersection at South Huron and West Floyd Avenue. After examination and discussion. Rudd moved: Barde seconded: That the Planning Commission recommend to City Council that the plat of the Franzman-Folkerts Sub-division be finally accepted upon the condition that the above requirements are fully satisfied prior to such acceptance. Ayes: Barde, Guilford, Jones, Rudd Nays: None Absent: Braun , Rapp, Romans --------------- PAGE 236 Plannin g Commission City Planning Office Re-zoning Amendment to Zoning Ordinance Hearin g No. 28-C May 3 , 1956 May 17, 1956 May 31 , 1956 A discussion was held by the Planning Commission on a proposal which was recommended in May , 1956 by the Planning Commission , accepted by City Council, and returned to Planning Commission for detailed recommendation, for an amendment to the Zoning Ordinance to: 1. Set definite requirements for a petition for re-zoning . 2. Provid e for a more realistic fee for re-zoning procedures . 3 . Est ab lish a minimum size a r e a e li gi ble for re-zoni ng. 4. Ar ra n g e for publicat i o n of t h e Zoning Ordinance i n pamp h l et f orm. 5 . Such pam phlet to be prefaced with p r o p e r exce rpts from Colorado S ta te Statutes settin g o ut the d u ti es and jurisdiction·1 of t he Pl a nnin g Commission. After study and discus s ion o f p re sent zoning provi s ions, t h e f ollowing decisions we r e reached on the abo ve poin t s r es pectively: 1 . T hat p re s e nt petition requ irements a re adequate to fac i l ita t e initiation of re-z oning an d yet indicat e t h e d e s i res of resid en ts of an area that Plannin g Commission requires. 2. That the $25.00 deposit is well justified in light of actual costs of restudyin g even a minimum are re-zoning request , considering administrative time , mat e rials and other factors entailed. 3. That under Section 5 of Article 'II, the Planning Commission is bound to adopt reasonable rules for handling all planning matters and that a resolution passed by City Council on August 5 , 1957 , upon the recommendation of the Planning Commission , sets forth minimum criteria for considering amendments to the Zoning Ordinance and Map. 4. The Planning Director reported that the amendment regardin g the allowance of swimming & pools is now being drawn and that as soon as it is effective , the Zoning Ordinance 5. embodying all am e ndments to date will be published , including preface quoting the State Statutes on planning. Planning Commission City Planning Office Regional Planning Urban Utilities Service Hearing No. 117 The Planning Director reported that the ICRPC report on URBAN UTILITIES SERVICE has been received and is under study. Planning Commission members will receive copies of the report as soon as they can be obtained . Planning Commission City Planning Office Regional Planning Hearin g No. 118 The Planning Director presented a tentative analysis of the WORK AND PEOPLE IN THE DENVER REGION plan by ICRPC. After discussion on the tentative analysis , it was agreed that the analysis as presented plus additional comments regarding the proposed "Executive Airport" southeast of Littleton , should constitute the City of Englewood's comments on the report. These additional comments su g gest that the airport site be moved to the flood basin behind Cherry Creek Dam or southward from it's present position in order to allow industry in th e region of the present site to become homo g eneous. Rudd moved: Guilford seconded: That the Planning Commission recommend to City Council that the analysis , as presented , plus additional comments relative to re-location of the "Executive Airport", constitute the City's comments to the ICRPC. Respectfu lly submitted, ENGLEV\OOD PLANNING COMMISSION By: Lee Jones Chairman INTER-OFFICE MEMORANDUM To: The Englewood City Council Date: November 15, 1957 From: The Englewood Planning Commission Subject: Analysis of ICRPC Report No. 2 "Work and People in the Denver Re gion" This report differs from previous ICRPC preliminary plans in that it consists mainly of historical and factual data presented to reasonably forecast future regional trends rather than a specific plan. The sources of the statistics and the methodical presentation leave little room for questioning. ENGLEWOOD PROPER: However, certain points and assumptions justify specific mention. One assumption (Page 40) indicates particular agreement with Englewood's Planning. It is "The social implications of human association within small communities are many. The continued existence of community areas within larger areas of urban development is essential". A second basic consideration lending practical value to the report is the placement of emphasis on balanced community development. A section in the Forward-Summary on Page VII reads as follows: "Principal consideration was given to the development of individual communities within the Region . Proposals to accomplish this include the location of industrial areas in or near communities to provide the necessary community tax base, and the physical separation of communities by open areas of agricultural land, flood plains, parks and low density residential development. Proper spacing of highway .interchanges will also facilitate community development." Another phase of the report which should prove valuable to Englewood in its current planning problems are sections dealing with the nature and requirements of industries in the present day Denver region. Points listed on Page 24 illustrate the changing nature of industries in this area and point to trends we should consider in laying out our future industrial zones. A discussion on Page 32 presents some valuable considerations on the planning of industrial park developments. The accompanying map showing future Englewood industrial areas is very close to our own present plan, particularly for such a general regional map. Only two (2) changes might be made to make it more realistic: (1) Decrease the industrial zone north of Hampden Avenue betweeri South Elati Street and South Huron Street in favor of commercial and park use, and (2) Increase the industrial area westward in the Scenic View area. I can see no basic controversy between Englewood and the ICRPC in this particular report. It seems very well done and should prove very valuable to Englewood. PAGE 238 ARAPAHOE COUNTY AREA: On Page 33 of the report , seven (7) major industrial areas are listed. No. 4 in the list is "South and southeast of Littleton". In referring to this site on the map we see that the present Ramo-Wooldridge area is marked for industrial use and the Ohio Oil Company area due west of Ramo-Wooldridge as industrial. However , the two areas are separated by open or agricultural land including a tract proposed for an executive airport site. The area surrounding the airport site to the north is presently being developed at a fast rate into residential use. It would seem lo g ical that if this area is to become one of the seven major industrial sites in the region as indicated in the study, that th e Ohio Oil Company area and the Ramo-Wooldridge area should join each other putting the present proposed airport site and surrounding vacant land to the south to industrial use. An alternate airport site may well be on the higher ground in the flood basin behing Cherry Creek Dam. Buildings such as the terminal, hangars, and control towers could be located on adjacent property not endangered by flooding with the runways in the basin itself. The chance of the runways being flooded would be somewhat remote and even if they were flooded temporarily , it would not affect them seriously . If for any reason the Cherry Creek Basin site would prove impractical, there is substantial vacant area due south of the presently proposed airport site in which the airport could be located without materially affecting its usefulness to the metropolitan area. At any rate it appears from actual usa g e and known plans of land owners and developers in the Ramo-Wooldridge and Ohio Oil Company area ~hat this area is destined to become a lar g e industrial ~rea and make development of the present airport site very unwise. Lull -3870 South Fox Charles Heltman -3897 South Inca Rezoning Both sides 3700 and 3800 Blocks South Inca Hearing No. 103-D August 29, 1957 Sept. 12, 1957 October 3, 1957 October 17 , 1957 Mr. P. G. Lull and Mr. Charles Heltman appeared to determine progress made on subject re- zoning request. After recapping action to date and reviewing colored photographic slides of the area, it was agreed that interested parties preferred the requested R-2 Zoning rather than the su g gested M-1 and P Zones. (See Hearing 103-C , October 17 , 1957) . Rudd moved: Braun seconded: That the original request for rezoning of the subject area from R-1-D Zone · District to R-2-B Zone District be denied. Ayes: Barde, Braun, Jones, Romans , Rudd Nays: None Absent: Guilford Mrs. A. F. Bailey ~"5tr5-South Emerson Re-zoning Both sides South Emerson Street from 100 feet South of Hampden Avenue to Jefferson Avenue be- tween the Washington-Clarkson alley to the Emerson-Ogden alley. Hearing No. 64-A February 14, 1957 Mrs. A. F. Bailey appeared to renew a request originally made February 14, 1957 for re-zoning of the area surrounding 3565 South Emerson from R-1-D to R-2 Zoning. In discussion follow- ing, it was pointed out that her original request had been carefully studied with other similar requests in the area and that all had been denied as a result of Planning Consultant's recommendations. It was determined that the basic zoning factors in the case had not changed subsequent to the original request. Braun moved: Barde seconded: That the renewed request for rezoning of the above described area be denied. I I I
