3700 Block between the Inca-Jason alley
and the Inca-Huron alley.
Hearing No. 119
Mr. Holberg appeared to discuss the possibility of rezoning one half block between the Inca-
Jason alley and South Inca Street in the 3700 block from R-1-D to M-1 Zone District. He
stated that he had been approached by the Post Office Department who is interested in the
southern one half of the block. Rezoning policies were discussed with Mr. Holberg and it
was pointed out that the area was recently under study for the zoning he requests plus an
additional P-Zone on the one half Block between South Inca Street and the rnca-Huron alley.
Braun moved:
Hill seconded: That upon receipt of a formal application for rezoning that the Planning
Commission proceed to legally advertise, post premises and hold a public
hearing on January 2, 1958.

Street.
Mr. Garfield submitted an application for rezoning of the above area from R-3 to C-1 Zone
District. He also submitted plans for an addition to the Tucker Building existing on a
C-1 zoned lot immediately to the west. He presented an application for vacation of the
existing alley between South Sherman and South Lincoln Streets and a proposal to dedicate
an adequate alley connecting South Sherman Street amd tve present alley along the South
line of the area proposed for rezoning.
In the following discussion, it was decided that only the rezoning application should be
formally accepted now with the application for vacation to be placed under study and con-
tingent upon the granting of the requested rezoning.
Guilford moved:
Rudd seconded: That the Planning Commission proceed to legally advertise, post the
subject area and hold a public hearing on January 2, 1958, at 8:00 P. m.

Mr. Yonkers appeared to determine the possibility of rezoning the subject area from R-1-D
to R-3 Zone District. It was pointed out that such a request, if granted, would violate
two of the three major rezoning policies 1of the City, and therefore, had little chance of
passing even if formal application were made. Mr. Yonkers then discussed the possibility
of rezoning the subject area to C-2 Zone District. In the discussion, Mr. Yonkers was told
that such a rezoning might be possible but that much serious study would have to precede
the Commission's decision.

Barton H. Nauman of Birchby and Nauman and their Attorney, Walter Irwin appeared to discuss
the possibility of a vacation of part of South Navajo Street in the 4200 block in exchange
for some strA~t improvements or an additional dedication of another part of the same street.
Since Mr. Nauman and his attorney had no drawing of the area and the engineer's records
seemed to be incomplete, it seemed the matter should be temporarily postponed.
Barde moved:
Braun seconded: That the request be received and held for an accurate plat to be pro-
vided by the applicant showing property lines and location of buildings,
fences and other features .

Mr. Parks and his Attorney , Walter Irwin , appeared to discuss the possibility of rezoning
the subject area from R-1-D to R-3 Zone District. It was pointed out that grantin g of such
a request would result in violation of all rezoning policies and would probably be illeg al.

Dr. Shinn and Mr. Dale Belshe, Real Estate Agent, presented an application for rezoning of
the subject area from R-1-D to C-2 Zone District. The discussion which followed revealed
that the Doctor intends to build a garden level medical clinic with space for twelve
practitioners and an access from Hampden Avenue only.
Commission members considered the fact that the area does not include one full block but
does abut a similar zone fronting on Hampden Avenue.
Hill moved:
Guilford seconded: That the application be received and that the Planning Commission
p r oceed to legally advertise, post premises and hold a public hearing
on January 2, 1958; and , that the applicants provide a petition from
property owners in the area and provide preliminary drawings of the
plot plan and the proposed building prior to the hearing.

Mr. Paul Franzman appeared to discuss a proposal by Mr. Fields for completion of the
Franzman-Folkerts Subdivision . Mr. Fields wants a prepaid water and sewer tap for lot 1
o f 'the proposed Subdivision in return for his signature on the plat. Mr. Franzman and
Mr. Folkerts intend to construct the water and sewer line, at their expense, to serve the
Subdivision.
It was suggested that Mr. Franzman and Mr. Folkerts pay the additional city sewer tap
assessment and prepare a letter, signed by Mr. Franzman, Mr . Folkerts and Mr. Babcock of
the City Utilities Department, for Mr. Fields, with a copy directed to the City Utilities
Department, stating that no further charge for water and sewer line installation is payable
to cover said lot 1 of the Subdivision.

Report
Regional Planning
The Planning Director reported that Mr. Stuart Eurman, Director ICRPC, called and volunteered
members of his staff to discuss the purpose of the ICRPC with mfmbers of the Planning Com-
mission and /or the City Council .
It was decided that all Commission and City Council personnel are adequately btQefed at this
time on ICRPC functions and no additional meeting is necessary.

Report
State Highway Department Plans
Clarkson to Santa Fe on Belleview
The Planning Director reported that contact with Mr. Fred Merten of the State Highway Depart-
ment revealed that as yet there are no plans on paper for construction of a four lane highway
from South Clarkson Street to South Santa -Fe Drive on Belleview Avenue. However, he
indicated that the probable width of right-of-way will be 100 fe e t with a definite possibility
of more than one-half of the additionally required right-of-way to be taken from the south
side of the present right-of-way.

The preliminary Analysis of ICRPC report on "URBAN UTILITY SERVICE" as presented by the
Planning Director was discussed. It was decided that, since this report is simply a state-
ment of existing conditions, only verification of the Englewood statistics was necessary.
Rudd moved:
Hill seconded: That the analysis, as presented by the Planning Director, constitute
the Planning Commission's recommended comments on the report by the
City same being forwarded to City Council for their consideration.

Report
Land Use Study -Scenic View Area
The Planning Director reported that the land use study of the Scenic View area should be
prepared by January 1, 1958. The study has been held up due to illness of personnel hired
especially to do the field work and, the Planning Director also reported that the Zoning
Ordinance is now in the hands of the printer.
There being no further business to come before the Planning Commission, the meeting was
adjourned at 11:55 P. M.

MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE ENGLEWOOD
PLANNING COMMISSION.
Date: December 12, 1957
Subject: Analysis of the URBAN UTILITY SERVICES report by ICRPC.
Recommendation: That the attached memorandum be accepted by City Council as the
City's comments on the ICRPC report on URBAN UTILITY SERVICES.

SUBJECT: PRELIMINARY ANALYSIS OF ICRPC "URBAN UTILITY SERVICES" REPORT
The "Urban Utility Services" report presently befoce l!ls is Part I of a four part report c..covering
all phases of present and future utility services. As such it is simply a statement and
tabulation of existing conditions.
I have asked Mr. Babcock, Utilities Director, to check the figures concerning Englewood's
water and sewer service. He has reported two errors: On Page 32 in the Population Served
(1956) column, the Englewood figure should be 30,000. This error probably arose because
the City's population was 26,000; but the population 'served in 1956 also included some 4,000
people outside the City limits. A second error on Page 32 appears in the Plant capacity
(population) column. The present plant capacity should be 40,000 instead of 30,000.
On Page 53 the total number of taps served by Englewood was 9,187 as of October 31st; the
report states 8,700. The inside City limits served on October 31st was 8,036; the report
states 8, 000. The ourside City limits taps serv'ed was 1, 151 on October 31st; the report
states 700.
These (pg. 53) corrections are not actually the result of error in the report since the
rounded figures used were substantially correct at the time the report information was
gathered.
It is impossible to verify even all of the detailed statistics concerning the Englewood
region utilities without the aid of Planning Commission members and their personal knowledge.
Therefore, this preliminary analysis should serve only as a jump off point for any comment
the Planning Commission may wish to make on this report.
