ENGLEWOOD PLANNING COMMISSION.

Subject: Subdivision Regulations
Recommendation: That the Subdivision Re gulations, as prepared by The Planning Commission
and Harman, O'Donnell & Henninger Associat es, Inc., be authenticated by
Ordinance and that one copy of the proposed Re gulati ons be referred to the
City Attorney for legality check.

The meeting was called to order by Chairman Jores at 8:00 P. M.
Members Present: Barde, Jones, Rapp, Romans, Rudd

Mr. Shivers, Attorney, appeared and presented a petition signed by fourteen property owners
representing the south portions of the 3300 blocks South Clarkson and South Washington,
which petition indicates no objection to and consent for a change in zoning for Lots 26 to
29, Inclusive, Block 1, West View Addition to Englewood, owned by The Arapahoe Investment
& Insurance Company, (100 foot frontage on South Clarkson at the Northwest corner of the
intersection of South Clarkson and East Girard Avenue) from present R-1-D Zon e District to
R-3 Zone District.
Parallel with the above proposed rezoning, Mr. Shivers stated that he was also speaking for
Rev. Joseph D. Broman of Th e Swedish National Sanatorium. The property ~of that institution
was apparently erroneously split in zoning at the time of making the map for the 1955 Zoning
Ordinance as the Easterly portion of the land between East Girard Avenue and East Hampden
Avenue is zoned R-1-D while the remainder o f the land to the West is zoned R-3 .
Mr. Shivers requested that The Planning Commission give immediate consideration to the re-
zoning of both above mentioned R-1-D Zoned areas to R-3 zoning.
After discussion,
Rapp moved:
Romans seconded: That the petition be accepted and that the request for rezoning of both
areas be incorporated in the rezoning studies currently being negotiated.

Herman Oliner 3601 South Elati

Mr. Oliner appeared to discuss with The Planning Commission the problem of non-conformity
of his greenhouses located at 3601 South Elati, Lots 1-29, Inclusive, Block 16, Englewood
Addition. Mr. Oliner pointed out that though the greenhouses have been established for
many years, the 1955 Zoning Ordinance places them in an R-1-D Zon e District which does not
provide for greenhouses. Mr. Oliner requested that the Planning Commission consider a re-
zoning of the area to M-1 Zone District so that his establishment will conform to the
Ordinance and place him in a position to rebuild, if necessary, or sell or transfer title
legally.
After discussion,
Barde moved:
Rapp seconded: That the request for consideration for rezoning of the above described area
be accepted and tabled for further study.

The following letter was presented and read:

Dear Mr. Rudd:
Pursuant to your request through Mr. Henninger for a proposal to prepare
certain zoning studies and recommendations in the general vicinity of
Jefferson Avenue between Broadway and Clarkson, we are pleased to submit
the following:
1. That d uplication in time and work may be reduced to a
minimum, we pro p ose to employ the Land Use Map recently prepared and delivered
to you as a basis for our work. In those areas affected by or pertinent to
our study, above Map will be corrected to reflect present conditions. This
will be accomplished by field inspections.
2. Within above areas and to support our contentions, data
concerning vacant land and all other uses will be tabulated and comparisions
and proportions of each to the total areas will be made. These data should
support our recommendations for such changes or revisions as may be made
concerning use districts, etc.
3. Over above land Use Map transparent overlay studies will
be made to indicate in colors such changes from present zoning as may be
recommended within the study area.
4. Upon completion of above basic work and recommended studies
we propose to present same to members of the Planning Commission and subsequently
before Councii. These maps and studies will be accompanied by a written report
embodying arguments to support our recommendations. It may be found helpful
to meet with Planning Commission before completion of our report. We will
request an audience with the Commission when it seems appropriate.
Our estimate for above work is $800.00. It should be completed within 45 or
60 days. We will be pleased to receive your acceptance of this proposal.

A letter, address to The Englewood Planning Commission, from Mrs. W. J. Luzmoor, 510 West
Street, Fort Morgan, Colorado, was presented and read. The letter pertained to Lot 22 and
the North portion of Lot 23, Block 2, Higgins South Broadway Heights which location was
originally 100 feet in width fronting on South Ogden Street at the Nor theast corner of the
intersection of South Ogden Street and East Jefferson Avenue. The South 60 feet (approximately)
was sold to be used for highway purposes leaving approximately 40 feet frontage which is
sub-standard for ~residential use. The letter requested that consideration be given to a
change in zoning from R-1-D Zone District to a commercial zoning or that some action be
taken to make the land usable.
After discussion,
Rudd moved:
Romans seconded: That, since The Planning Commission has no immediate plan for zoning
changes in this area, the request be referred to The Zoning Board of Adjust-
ment for consideration of variance of lot size to allow construction of a
one family dwelling, and that the Recording Secretary be directed to advise
Mrs. Luzmoor of this action.

Mr. Rudd presented a map showing the progress being made in determining the number of non-
conforming rental units within the City limits ofEnglewood.
After studying the map, which s howe d the non-conformity to be general throughout the city,
a discussion followed relative to the possibility of enforcement of the Ordinance relative
to these non-conforming units, a great many of which have been in existance for many years.
There being no further business to ~ome before The Planning Commission, the meeting was
adjourned at 11:25 P. M.

The meeting was called to order by Vice-Chairman Guilford at 8:00 P. M.

Mrs. Devault appeared and presented a petition with signatures of owners of sixteen
properties in the vicinity of Lots 21-22-23-24, Block 44, Evanston Broadway Addition,
which property is located on the East side of South Clarkson Street and is atherwise known
as 3380 and 3390 South Clarkson Street. Request was made for Planning Commission consideration
of rezoning of th e a bove described property from present R-1-D Zone District to R-3 Zone
District. It was pointed out that this property is directly across the street from the
Swedish National Sanatorium which recently petitioned for similar rezoning for the Eastern
portion of its property. \
After discussion,

others now on fil e which concern the same general area and are currently
under study.

Mr. and Mrs. Bailey appeared and presented a petition with signatures of owners of twenty-
six properties located in the district North of Jefferson Avenue to 100 feet South of
Hampden Avenue (the South line of C-2 Zone District) and between the Washington-Clarkson
alley and the Emerson-Ogden alley. The petition requested a change of zoning of this area
from present R-1-D Zone District to an R-2 type of zoning.
