Mr. Rudd brought up the matter of a trailer court ordinance for the City of En g lewood which at present is non-existent andpointed out that with trailer courts in existence many questions must go unanswered by the administrative staff. Mr. Rudd stated that he feels that this is an urgent matter. After some discussion , Braun moved: Hill seconded: That the Planning Commission, before attempting to prepare provisions and regulations for trailer courts within the City request some statement from the City Council as to their attitude toward present trailer courts under non-conforming use and as to new trailer courts. Date: March 13, 1958 Subject: Possible Ordinance covering provisions and regulations for trailer courts within the City of Englewood. The Planning Commission, before attemptin g to prepare provisions and re g ulations for trailer courts within the City requests s om e statement from the City Council as to their attitude toward present trailer courts under non-conforming use and as to new trailer courts. M. 1 Members Present: Braun, Hill, Jones, Romans, Rudd Members Absent: Kelley, Lacy Planning Commission Rezoning Scenic View Area Hearing No. 4-58-C January 16 , 1958 January 30, 1958 February 27, 1958 Mr . Rudd , City Manager, reported to the Commission, that because of demand by proponents for industrial installations, consideration is being given, by City Council, to change the present proposed C-2 Zone District along the west side of South Santa Fe Drive, f rom the northern city limits south to the present proposed M-1 Zone District boundary, from C-2 to M-2 except a strip 150 feet in depth adjacent to South Santa Fe Drive along the west side. After some disc u ssio n , it was evident that all members of the Commission feel that this movement is des i r a bl e . -------------------- 268 Planning Commission Trailer Court Regulations Hearing No. 8-58 Since the City Council has answered the Planning Commission's request for reasonable guidance on the matter of trailer court regulations, the Commission discussed various possibilities. The Commission realizes that all of the present trailer camps and courts within the city have non-conforming use rights, wherever they may be, in any zone. The discussion brought out the possibility of making regulations and minimum standards for operations of existing trailer courts and for any reasonable improvements or extensions, but that permits for extensions outside and beyond their present use areas sholli:l be granted only after approval by the Zoning Board of Adjustment as to the areas. It was suggested that such areas should extend only into then existing C-2 or M-1 Zone Districts. It was further suggested, if legally possible to do so, that the regulations provide for an inspection fee of some presently undetermined amount which would apply to each occupied site, to be remitted monthly by the camp proprie- tor with his certified statement ahd that a proper bond might be required to guarantee performance on this phase. The matter of a possible adjustment of business license tax wa s also suggested. After reasonable discussion on some of the details attendant thereto, it was agreed that the Planning Director be asked to prepare a skeleton form of an ordinance along these lines and also a tentative ~corrective to the present zoning ordinance to co-ordinate zoning character- istics with the regulatory provisions. It was a further suggestion that such preliminary documents be formed, as soon as reasonably convenient, so that the Planning Commission may concentrate upon the same at the very earliest since there are several proposals pending from present trailer court owners and many of their questions are unanswered. Planning Commission Home Rule Charter Suggestions Hearing No. 9-58 The matter of suggesting provisions for planning and appeals in the new City Charter came on for discussion. The idea of seven members for the Planning Commission appears to be satisfactory. A slightly different constituency of the Planning Commission was advanced as follows: 1. That the Commission consist of four citizens-at-large, with four year terms, with two to be sele c ted each two years and two members of the City Council to serve during their tenure of office, all of the above members to be selected by the City Council. 2. That the seventh member of the Commission be an administrative officer to be selected by the City Manager and to serve at th~ City Manager's option. It was further suggested that the Chairman and Vice-Chairman of the Commission be selected from the c i tize n s-at large members by the Commission itself and that there be a recording secretary to be selected by the City Manager and to serve at his option. The selection of a recording secretary on this basis would be upon the assumption that such recording secretary would sign any documents or communications from the Commission "by order of the City Planning Commission". It is the feeling of the Commission that the body now known as the "Board of Adjustment" be renamed as the "Board of Appeals" since the larger percentage of their activities concern appeals from city administrative decisions. It is also the feeling of the Commission that the "Board of Appeals" should continue to be a five member board selected, in all respects and with the same terms as now exist; but, it is also suggested that the recording secretary of the "Board of Appeals" be selected by the City Manager to serve at his option and in all respects similar to the same positi o n under the City Planning Commission. It is not consider- ed necessary that such recording secretary be the City Clerk, his deputy, or any other person from the City Clerk's office. Planning Commission The City Manager called attention to several inconsistencies in the administrative provisions of the present zoning ordinance and suggested that such be outlined in fair form for con- sideration by the Commission as soon as possible. Planning Commission. The Planning Commission received an informal invitation from Mayor Scott for attendance of the various members of the Commission at the City Council's informal meeting on March 24, 1958. At this time, it could not be fully determined as to how many Commission members could arrange their schedules accordingly. Planning Commission City Planning Office Co pies of a report by the Planning Director, Mr. Lacy, on the matter of restricting the number of new service stations within the City, were distributed to the members of the Planning Commission for consideration and study. M. Members Present: Braun, Hill, Jones, Kelley, Lacy, Rudd Members Absent: Romans Andrews and Company-Realtors 205 Patterson Bldg. -Denver Rezoning Hearing No. 10-58 Two blocks, Bounded by West Belleview Avenue, South Cherokee Street extended , West Grand Avenue extended and South Acoma Street, Presently Zoned R-1-B. Mr. Richard Andrews appeared with a proposal to construct a number of apartment houses in a planned multipl e dwelling park development in the subject area. The applicant presented detailed plo t plans and vicinity land use and zoning maps as well as an economic study of the propos a l to substantiate his request. Mr. Andrews stated that he would have no objection if a more restrictive zone than the present R-3 zone were instituted and applied in his case. Lacy moved: Hill seconded: That the Planning Commission proceed to legally advertise, post the sub- ject area and hold a public hearing on May 8, 1958, relative to rezoning from R-1-B to R-3 Zone District. Seabert 3301 South Logan Rezoning Both Sides -3300 Block South Logan Street Hearing No. 11-58 Mrs. Seabert and her Representative, Mr. Langendoerfer, appeared to present a request for rezoning of the subject area from R-1-D to R-3 Zone District. The applicant stated that she wished to construct additional rental units on the northwest corner of the subject area. Rudd moved: Braun seconded: That the Planning Commission proceed to legally advertise, post the subject area and hold a public hearing, relative to the propos e d zoning change, on May 8, 1958. Ayes: Nays: Braun, Hill, Jones , Kelley, Lacy, Rudd None Absent: Romans Kermith Axom Rezoning Hearing No. 12-58 1325 West Hampden Avenue Approximately 4.7 Acres on the East Side of the south Platte River with a Frontage of about 600 feet on South Platte River Drive, the South Boundary of which is approxi- mately 820 feet North of West Hampden Avenue. Mr. Axom appeared to request a rezoning of the subject area from M-1 to M-2 Zone District for the purpose of expanding his auto wrecking yard operation which presently fronts on West Hampden Avenue South and East of the subject area. Hill moved: Kelley seconded: That the Planning Commission proceed to legally advertise, post the subject area and hold a public hearing on May 8, 1958, relative to rezoning from M-1 to M-2 Zone District.
