Date: April 10, 1958 Subject: Plat of Jensen Subdivision, Second Filing Recommendation: That the plat of Jensen Subdivision, Second Filing, be approved, according to Subdivision Regulations. Respectfully submitted, ENGLEWOOD PLANNING COMMISSION By: Lee Jones Chairm'an MEMORANDUM TO THE HOME RULE CHARTER CONVENTION REGARDING SUGGESTIONS OF PLANNING COMMISSION DATE: Subject: April 10, 1958 Provisions for Planning Commission and Board of Appeals Under Home Rule Charter. Suggestions: 1. That the Planning Commission consist of four citizens-at-large, with four year terms, with two to be selected each two years and two members of the City Council to serve during their tenure of office, all of the above members to be selected by the City Council. 2. That an administrative officer, to be selected by the City Manager, serve at the City Manager's option, in an ex-officio, non-voting capacity. 3. That the Chairman and Vice-Chairman of the Commission be selected from the citizens-at-large members by the Commission itself. 4. That there be a recording secretary to be selected by the City Manager and to serve at his option. The selection of a recording secretary on this basis would be upon the assumption that such recording secretary would sign any documents or communications from the Commission "by order of the City Planning Commission". 5. It is the. feeling of the Commission that the body now known as the "Zoning Board of Adjustment" be renamed as the "Board of Appeals" since the larger percentage of their activities concern appeals from city administrative decisions. It is also the feeling of the Commission that the "Board of Appeals" should continue to be a five member board selected, in all respects and with same terms as now exist; but, it is also suggested that the recording secretary of the "Board of Appeals" be selected by the City Manager to serve at his option and in all respects similar to the same position under the City Planning Commission. It is not considered necessary that such recording secretary by the City Clerk, his deputy, or any other person from the City Clerk's office. ''""'''''"''''''"'"' I I I I I I City Council city Annexation Entire College View Area Page 273 Hearing No. 1-58-E January 2, 1958 January 16, 1958 January 30, 1958 February 13, 1958 February 27, 1958 Discussion .on the matter of desirability of the annexation of the entire College View area was held, as a result of recent City Council request. It was agreed that the immediacy of a decision no longer exists since there is no petition for annexation for all or any part of the area pending before the Englewood City Council. Rudd moved: Lacy seconded: That the City Council be advised that a Planning Commission report, at this time, can show only a degree of feasibility and then with many contingencies, and only if and when a proper petition appears by voluntary action of the residents. Any positive report would imply that Englewood City Hall and City Council are anticipating annexation and are preparing for it prematurely. Ayes: Braun, Hill, Jones, Kelley, Lacy, Rudd Nays: None Absent: Romans Planning Commission City Rezoning Pos s ible rezoning of five areas along East Hampden Avenue and East Jefferson Avenue and addition of another R-3 type Zone District to Zoning Ordinance. Hearing No. 14-58 (Also see Minutes The Planning Director presented three sections of a six section rezoning study covering the subject area. He also reported on trends apparent in the three unfinished sections. In substance, the report and discussion indicated the following: 1. A new type multiple family zone, limiting buildings to a minimum of approximately 12 dwelling units per building and including other provisions which would require additional landscaping and open area would be very desirable. 2. That much of the C-2 Zone strip along East Hampden Avenue is no longer desirable as a continued commercial zone. 3. That apartment house units with two bedrooms or less probably would not materially worsen the school-age child problem. 4. That the City can indeed absorb some additional mult~ple family zoning in light of the zone ratios brought about by the annexation of Scenic View, particularly if the additional multiple family zoning eliminates s ome existing two-family-zoned areas. 5. The proposed apartmept house development northwest of Belleview Avenue and South Acoma Street should provide a satisfactory solution to subdivision and land use difficulties which are developing in the area. It was agreed that the Planning Off ice should prepare a tentatave amendment to the City Zoning Ordinance to institute a second multiple family zone district with such proposal to be prepared prior to April 24, 1958, the next meeting date of the Planning Commission. City Council City Limitations on Service Stations Hearin§ No. 15-58 (Alsoee Minutes March 20, 1958) Reports transmitted previously, on the above subject, were discussed. A trend indicating a possible workable solution, such as that proposed in the conclusion of a Planning Office report titled Too Many Service Stations ~ in Englewood : dated Mar ch 20, 1958, was indicated. It was suggested that all memb e rs of Planning Commission consider this matter further with possible advisory action to be taken on April 24, 1958. City Council City Trailer Court Regulations Hearin~ No. 8-58-A March 0, 1958 The Planning Director and the City Manager urged that all Planning Commission members study thoroughly the many documents concerning trailer courts, transmitted by the Planning Office recently, in order that advisory action on this matter can be taken just as soon as possible. M. Members Present: Braun, Hill, Jones, Kelley, Lacy, Rudd Members Absent: Ro mans Planning Corrunission City Rezonin g Possible rezoning of Five Areas along East Hampden Avenue and East Jefferson Avenue and Addition of Another $-3 Type Zone District to Zoning Ordinance. Hearing No. 14-5 8 -A February 13, 1958 April 17, 1958 Pur s uant to an agreement by Planning Corrunission members on April 17, 1958, the Planning Offive prepared a tentatave amendment to the Zoning Ordinance to institute a sec ond multiple family zone district. Copie s of the tentative amendment were transmitted to Planning Corrunis si on members prior to this meeting. The proposal was given detailed study and discussion by all members present and certain additions and changes were made. It was agreed that, on the basis of a recent Planning Department study and public demand for additional multiple family areas, a definite need for additional multiple family zoning exists. According to these planning studies, any additional area should be desi gne d and located in such a way as to provide feasible locations for nur s ing homes as well as modern landscaped apartment houses. Braun moved: Hill seconded: That the tentative proposal, as amended, be recorrunended to En g lewood City Council as an amendment to the City Zoning Ordinance. Ayes: Bra un, Hill, Jones, Kelley, Lacy, Rudd Nays: None Absent: Romans City Council city Limitations on Service Stations Hearin~ No. 15-5 8 -A March 0, 1958 April 17, 195 8 The above subject was discussed with the result that no agreement could be reached as to the degree of obligation or right of the City to single out certain retail businesses for stringent regulations without doing the same for all businesses. Further discussion revealed that if legislation is to be devised to restrict the number of new service stations, serious le g al problems undoubtedly might result. The Planning Director stated that every source of material on this subject had been utilized in providing the departmental study previously transmitted and that unless specific instruc- tions are forthcoming from the Corrunission,,rip further research by the Department will be undertaken. City Council City Trailer Court Regulations Hearin~ No. 8-58-B March 0, 1958 April 17, 195 8 A di s tussion on the desirability and practicability of allowing trailer courts to exist and expand within thecity limits was held. Members of the Planning Corrunission had received much data on the subject for study during the past month. I t was agreed that the City has three alternatives in the matter: 1. To allow existing courts to continue operation as a non-conforming use with no additional regulations and to allow no more courts to be constructed in any zone, as at present. I I I
