PLANNING COMMISSION.

Rezoning -East One-half of 3400 Block South Clarkson Street and Five
Lots Immediately North Thereof.
Recommendation: That the following described land be rezoned as shown, contingent upon
the final passage of the proposed ordinance creating an R-3-A District;
Lots 20-25, Inclusive, Block 44, Evanston's Broadway Addition and Lots
1-20, Inclusive, Block 45, Evanston's Broadway Addition, all from R-1-D
Zone District to R-3-A Zone District.
Lots 21-24, Inclusive, Block 45, Evanston's Broadway Addition, from C-2
Zone District to R-3-A Zone District.

Subject: Alley Vacation -That portion of an Alley which exists:in the 2700 Bl ock
between South Lo gan and South Pennsylvania Streets.
Recommendation: That the two portions of alley in the 2700 block between South Lo gan and
South Pennsylvania Streets be released, relinquished or vacated by whatever
means deemed necessary by the City Attorney.

Four planning consultant firms, which had contacted the Planning Office as a result of action
taken May 22, 1958, appeared to present proposals on the City's Master Plan. Each of the
consultants had had prior contact with the Planning Office in order to determine the scope
of the work before submitting these initial proposals. Each consultant was allowed approxi-
mately one-half hour for his presentation. The consultants and their proposals were as
follows:
1. S. R. DeBoer.
$25,000.00 to do the whole job in eight months plus a recommended $250.00 retaining
fee for each month for two years following the completion of the plan.
2. ment Plannin Associates, Inc.·:

3. O'Donnell & Hennin er Associates, Inc.:
to o t e entire pro gram in two years.
4. Trafton Bean & Associates:
$25,470.00 to do all but one portion of the program in two years. This firm did not
bid on the comprehensive housing survey because they felt the City could arrange to
have it accomplished elsewhere with g reater economy.

Each consultant presented background material to establish the competency, methods of
operation, and reputation of his firm, and discussed the scope of the proposed Englewood
program at length.
After discussion, it was agreed that the Planning Director should prepare a short analysis
of each consultant's proposal and submit same to the Planning Commission as soon as possible.
Mrs. Romans entered the meeting during the above discussions.

The Planning Director presented an application for rezoning of the subject area from C-2
and R-1-D Zone Districts to R-3-A Zone District and explained that Richard Simon, Attorney,
had prepared the application and requested special consideration of same since an area
adjacent to the subject area is to be heard for rezoning on July 10, 1958. Mr. Simon had
explained earlier to the Planning Director Mr. Kelley (Planning Commission member) affirmed,
that the City Attorney had agreed that a legal publication in the Monday, June 23, 1958,
edition of the Englewood Herald and Enterprise would be proper for this matter.
Hill moved:
Romans seconded:That the Planning Commissionproceed to legally advertise, post the area
and hold a public hearing on July 10, 1958, relative to proposed rezoning
as follows:
Lots 47-50, Inclusive, Block 1, Higgins Englewood,Gardens, from
C-2 (Commercial) classification to R-3-A (Residential) classification.
Lots 26-46, Inclusive, Block 1, Higgins Englewood Gardens, from
R-1-D (Single Residential) classification to R-3-A (Residential)
classification.
Ayes: Hill, Kelley, Lacy, Romans, Rudd
Nays: None
Absent: Braun, Jones
Since the Planning Commission was unable to consider all items on the agenda, it was agreed
that a special meeting to consider trailer court regulations would be held at 7:00 A. M. on
Wednesday, June 25, 1958, at a place to be designated before that time.
There being no further business to be considered, the meeting was adjourned at ll:OOP. M.

The tentative trailer court retulatory ordinance was read and discussed in detail. Numerous
modifications were made, and the Planning Director was instructed to cnnfer with the City
Attorney on certain points. It was pointed out that the City Attorney, Building Inspector
and a group of trailer court operators are also studying the tentative ordinance. It was
agreed that the Planning Director should receive suggestions from interested parties and
modify the tentative copy of the proposed ordinance to be ready for consideration at the
July 21, 1958 Planning Commission meeting.
Mr. Hill was excused from the meeting during the above discussion.
