ENGLEWOOD PLANNING COMMISSION MEETING
January 16, 1958
The meeting was called to order by Chairman Jones at 8:15 P. M.

A copy of a letter was read from Mr. L. R. Rudd , City Manager to Mr. Robert F . Kelley,
3020 South Delaware , which verified Mr. Kelley's appointment as a member of the Englewood
Planning Commission for a six year term.
Chairman Jones stated that it was now in order to elect a Vice-Chairman of the Commission,
such action having been deferred from the meeting of January 2, 1958 pending the final
appointment of the seventh member of the Commission.
Braun moved:
Rudd seconded: That Mr. Robert F. Kelley be nominated as Vice-Chairman of the
Planning Commission and that the nominations be closed, electing
Mr. Kelley by unanimous ballot.
Ayes: Brau n, Hill, Jones, Lacy, Rudd
Nays: None
Dissent: Kelley
Absent: Romans
Mr. Braun led a discussion on the possibility of purchasing a triangular tract of land,
abutting Highway No. 70 between the Lafayette-Marion alley and South Lafayette Street,
from the State Highway Department. He stated that perhaps the State Hi ghway Department
would sell the tract for a nominal fee to the City and that the City would then have
absolute control of the property. Subsequent discussion revealed that the City has
equally effective control at present through it 's zoning powers and the the likelihood of
the Highway Department selling the tract for an adverse use is very small.

Mr. W. K. Robinson, Attorney, and Mr. Alden Brown, representing Garrett-Bromfield & Company
and the major owners of subject area appeared to discuss informally the possibility of
building a subsistence type shopping center, including a service station in the area. The
service station would require no additional curb cuts but would require rezoning of a part
or all of the tract. After considerable discussion , during which it was clearly stated
that the City's present stand is to discoura ge construction of any new service stations
abutting Highway No. 70, this proposal was likewise discoura ge d.
The primary· reasons for the Commission's ·stand was that several over-all commercial area
development plans are now being drawn and that any "nibbling away" of the larger area would
be unwise at this time.
Mrs. Romans entered and was seated with the Commission.

Mr. Gunther appeared to discuss the possibility of subdividing t he subject area. Planning
Commission members pointed out that Emerson Street must be dedicated to an acceptable width
and a bridging or tiling of the City Ditch where it crosses the street must be accomplished
in order that the proposed subdivision could comply with the City's Slubdivision Regulations.
Mr. Gunther was provided a copy of the Subdivision Regulations a n d application forms for
subdivision. He was further adv:ised to contact the City Planni ng Office before preparing
his preliminary plan.

An application for rezoning from Mr. Robinson, with checw attached, was presented by the
Planning Director. The proposed rezoning would change the subject area from R-2-B to a P
Zone to expand the parking space for a nearby commercial property. In the discussion that
followed, some question was raised as to whether the area would be used as customer and
employee parking or whether vehicles would be parked in a semi-storage status for extended
periods of time.
Hill moved:
Braun seconded: That the application be received and referred to the Planning Office
for study, said study to be completed in time for consideration at the
next meeting.

"Scenic View" Area

The Planning Director presented a land use survey completed in January, 1958, of the entire
"Scenic View" annexation. The presentation included thirty seven photographic slides
illustrating key features in the area.
Following the land use presentation, a proposed zoning of the area was presented by the
Planning Director. The proposal was based on the land use survey, the highest and best
use of the l~nd from the point of view of the owners and the City, the usage ~ of land abutting
the area, but not in the city and maximum utilization of natural buffer features.
After discussion of the proposal, it was decided that the Planning Office shall prepare
a zoning map of the area suitable for inclusion in a legal publication, to be reconsidered
on January 30, 1958.
