HomeMy WebLinkAbout1958-02-13 PZC MINUTESI I I Page 257 It is the impression of persons who have regularly attended the regular ICRPC meetings, not necessarily Englewood personnel, that the meetings are dominated by persons directly concerned with the technical aspects of planning. Lay representatives are often "left in the dust" by the terminology and the direction of the discussion, thus making it difficult for them to fully understand certain aspects of the planners proposals or to clearly state their own community's stand on those plans. In summary, the Planning Commission feels that the ICRPC has declined in its effectiveness as a vehicle to reflect the will of the citizens for the future of the re g ion, but that any official action by the City of Englewood would be premature at this time. Hearing No. 43-56-G May 16, 1957 Aug. 30, 1956 Sept. 13 , 1956 Oct. 11, 1956 Nov. 1, 1956 Nov. 29 , 1956 Mr. Richard H. Simon, Attorney , representing Mrs. Fredri k a Broadhurst , appeared to present an application for rezoning of the subject area from R-1-D Zone District to R-3 Zone District. The petition for such rezoning had been accepted by the Recording Secretary for the Planning Commission at 4:55 P. M., Monday, February 10 , 1958. After discussion , Rudd moved , Hill seconded , Ayes: Hill , Jones, Nays: None That the petition be accepted and referred to the Planning Office for study and that the Planning Commission proceed to legally advertise, post the premises and hold a public hearing on March 13, 1958. Kelley, Romans , Rudd Absent: None Abstain: Braun , (Mr. Braun , who entered the meeting during the above discussion asked to be excused from the voting.) (Sec. Note. -Mr. Kelley entered and was seated with the Commission during the above discussion) B. U. Shockley 1771 South Jackson Mr. Shockley appeared to discuss the possibility of rezoning both sides of the 3500 block South Washington Street from R-2-A to R-3. Mr. Shockley was informed that a study of this and surroundin g areas is now underway and should be completed within sixty days. Mr. Shockley then stated that he would wait for the outcome of the study before making formal application. George Garfield 4475 South Downing Rezoning (Vacation and Dedication) Hearing No. 120-57-C December 12 , 1957 January 2, 1 9 58 January 30 , 1958 Mr. Garfield appeared to request vacation of a portion of the alley between S outh Lincoln and South Sherman Streets in the 3600 block and a small portion of Highway No. 70 right-of- way along the south side of East Jefferson Avenue in exchange for dedication of an alternate alley entering South Sherman Street, an increased turning radius at the intersection of the present and the new proposed alley and paving of the new alley and that port i on of the existing alley from the proposed building site to the present parking area of the Tucker Building . Page 258 After discussion, Rudd moved: Lacy seconded: That the Planning Commission recommend to the City Council that the alley in Block 2, Higgins Broadway Addition from the south line of Lots 7 ·and 44 northward to present East Jefferson Avenue be vacated except for easement rights , and that the south four feet of Lot 48 and an extension of such strip westward to the west line of the present alley also be vacated or granted in return for dedication of the south 16 feet of Lot 4 4 an d extension of such strip to the west line of the present alley , for alley purposes, plus an additional parcel for in- creasing the turning radius at the point where the newly-dedicated portion of the alley joins the present alley , said parcel to be in a form accept a ble to the City Engineer. The above action is cqnditioned by the requir~ment that Mr. George Garfield, owner of ad j acent properties, provide proper notification to the City of his intent to pave that portion of the newly-dedicated alley and that part of the present alley from the south line of Lots 14 and 36 , in said block , northward to the newly-dedicated alley. The above recommendation is made because the total proposal adheres to sound planning and allows the subject area to be developed in a manner most beneficial to the City as well as the owner . Ayes : Braun , Hill , Jones , Kelley , Romans , Rudd Nays: None Absent: None The Plannin g Director referred to a letter from I.C.R.P.C., copies of which were sent to all Planning Commission members , concerning a dinner meeting on February 21 , 1958. Mrs. Romans indicated that she would attend. Colleg e View Annexation Area bounded by West Harvard Avenue South Zuni Street, West Vassar Avenue and South Clay Street Hearing No. 1-58-C January 2 , 1958 January 16 , 1958 January 30 , 1958 The Planning Director reported that it is expected that the departmental analysis of costs for the Colle g e View area will be prepared before the February 27th Plannin g Commission meeting. Advisory action by the Planning Commission must be taken on February 27th in order to enable City Council to act prior to the petition deadline of March 16, 1958 . A discussion was held concerning the chang in g of the Planning Commission meeting hi g ht since the present meeting ni g ht creates an administrative problem in transmitting Plannin g Commission action to the City Council. Lacy moved: Kelley seconded: That, beginning with the evening of March 20, 1958, the Plannin g Com- mission meet the Thursday following the first and third Mondays of each month and that the City Council and the Zonin g Board of Adjustment be so notified by a cop~ of these minutes . Ayes: Braun , Hill , Jones , Kelley , Romans , Rudd Nays : None Absent: None The Planning Director , Mr. Lacy , reported that he would not be present for the Plannin g Commission meeting on March 13 , 1 9 5 8,because of active duty with the Army Reserve. The Plannin g Director reported that a study of five sepa r ate areas, g enerally north and south of East Hampden Avenue east of South Street is now underway: 1. An area zoned R-2-A south of East Hampden Avenue and east of South Logan Street . 2. An area zoned R-2-B south of East Jefferson Avenue between South Sherman Street and South Pennsylvania Street. 3 . Both sides of East Hampden Avenue from South Lo g an Street east , now zoned C-2. 4. An area south of East Girard from South Clarkson east , now zoned R-1-D. 5. An area between West Hampden and West J e fferson Av e nue from South Washin g ton Street east , now zoned R-1-D. The study involved six separate phases: 1. To determine the amount and type of usage in the five areas listed above . 2 . A comparison of commercial development in the sub j ect area with another similar area in the City . 3. A determination of the ratio each zone-type bears to all other zones since the annexation and zoning of the Scenic View area as compared to the national avera ge for suburban cities. I I I I I I Page 259 4. A survey of the number and ages of children in familie s now living in four new apartment houses, and the rate of turnover. 5. A study of the possibility of modifying R-3 zoning or adding a new zone classification related to apartment houses with ten or more rental units and /or primarily for senior citizens. 6. A summary of the new Federal Aid to housing for senior citizens. Mrs. Dorothy Romans , representing the Englewood School Board, stated that the School Board has decided to enlarge Clayton and Maddox elementary schools and discontinue use of Hawthorne school. In the discussion which followed, the Plannin g Commission saw no objections to this movement. There being no further business to come before the Planning Commission, the meeting was adjourned at 11:00 P . M. Approved John D. Members Present : Braun, Hill, Jones, Kelley, Lacy, Romans, Rudd Members Absent: None Pl anning Commission Rezoning Scenic View Area Hearing No. 4-58-B January 16, 1958 January 30, 1958 The property having been properly posted and public notice given, a hearing was held regarding the proposed rezoning of the subject area, the map showing the various proposed Zone Districts having been included in the publication for hearing. Chariman Jones declared the hearing open and called upon Mr. J. M. Lacy, Planning Direotor, to speak on the studies made in the preparation of the proposed zoning, and to explain the various points of reasoning in arriving at the certain zone districts for certain areas.
