APPROVAL OF MINUTES • August 18 , 2015 Freemire moved; Knoth seconded: To approve the minutes of August 18, 2015, as wr itten. Study Session 2014-02 Walk and Wheel Master Plan and Program John Voboril , Long Range Planner II , presented the Commissioners w ith the fina l draft of the Walk and Wheel Master Plan and Program. Chris Voge lsang, OV Consulting, shared a PowerPoint presentation outlining the major recommendations put forth as a resu lt of the study. TRANSFORMATIVE PROJECTS Pedestrian Improvem ents • Broadway corridor from US 285 to Dartmouth • Pedestrian scale way finding signage between City Center LRT Station and the hospital district • Improved pedestrian corridors along Kenyon , Sherman , and Bannock Bicycle Improvements • Protected bikeway loop along Oxford, Sherman /Clarkson, and Floyd • Bicycle improvements to Dartmouth • Rail Trail alon g LRT lin e • QUICK WINS (Projects that can be implemented quickly at a relatively low cost) Pedestrian Projects 1 • • • • Little Dry Creek Trail Enhanced Wayfinding Signage Bicycle Projects • Dartmouth Avenue Shared Bicycle/Parking Lane : Inca to Downing • Floyd Avenue Bikeway: Inca to University • Oxford Avenue Bikeway: Navajo to Clarkson • Sherman Street Bike Boulevard: Oxford to Dartmouth • Clarkson Street Bikeway: Belleview to Little Dry Creek Trail • Irving St/Union Ave Bikeway: Oxford to Centennial Park in conjunct ion with the City of Sheridan The Walk and Wheel Plan and Program will be presented to the Commissioners at a Public Hearing September 22, 2015 and to City Council during a study session in October. [?] IV. Capital Improvement Plan Review Michael Flaherty, Deputy City Manager/Interim Community Development Director, reviewed the proposed budget for the five year capital improvement plan. City Manager Keck recommended the construct ion of a Mid-block crossing at the 3400 block of South Broadway at the paseo. This has a lready been approved by City Council and Pub li c Works. Improvements to the intersections at Hampden and Broadway and Englewood Parkway/Girard at Broadway are included in this project. [?] Mr. Brick suggested that the process of developing a list of Capital Improvement Projects be started earlier in the year. The topic will be placed on the April 2016 agenda . Cha ir Fish indicated that he would like to see improvements to the traffic patterns in the City. Intelligent traffic controls could alleviate driver frustration. Mr. Brick asked about the budget item for the Enterprise Resource Planning. Mr. Flaherty exp lained that the Oracle system currently in use for accounting and payroll is outdated and in need of upgrading. The Information Technology Department is investigating alternatives to replace the system at a cost of approximately $1,000,000. The new system would service Finance, Payroll, and Human Resources and may include a GIS system. ~ Knoth moved; Brick seconded: To approve the capital project priorities for 2016 as recommended by City Manager Keck. Discussion Mr. Freemire commented that he applauds the City Manager and encourages the City Council to listen to the direction of the City Manager. It would be helpful if the City Council cou ld verbalize their priorities over the next six months to provide direction to the City Manager and the Planning and Zoning Commission. Mr. Brick requested that City Manager Keck address the Commission with regards to the mission , vision and values recently establ ished by the City and Priority Based Budgeting . Mr. Flaherty informed the Commission that the public hearing on the budget is September 21't which is open to the public and the final budget works hop is September 28t11 • 2 • • • Mr. Kinton expressed that he feels the Planning and Zoning Commission should be brought into the process earlier . ~ AYES: NAYES: ABSTAIN: ABSENT: Motion passes. Public Forum Jeremy Letkomiller, 2856 South Lincoln, addressed the Commission regarding his perceived overdevelopment of the Bates Logan neighborhood and the issues associated with higher density. Cassandra Letkomiller, 2856 South Lincoln, spoke t o the commission regarding the size of the structures in the new developments in relation to the lot size. It is her opinion that the bulk of the new structures interfere with access to light and air as well as reducing available green space. [.?] VI. Attorney's Choice Deputy City Attorney Comer was not present at the meeting. VII. Staff's Choice Mr. Bell informed the Commissioners of the topics for the upcoming meetings. There will be a public hearing on September 22nd for the Walk and Wheel Plan and Program as well as a public hearing for a proposed house on an urban lot. A sign code update is necessary and is tentatively scheduled for the study session October 6t 11 • The change in the sign code is due to a recent Supreme Court ruling in Gilbert, Arizona. November 17th there will be a public hearing for the Comprehensive Plan, a Planned Unit Development Amendment will take place for the General Iron Works property (Sand Creek PUD) sometime in October or November. Other topics are the ground floor commercial requirements, zone of transparency in the medical districts and AirBnB (temporary lodging) regulations. Discussion on accessory dwelling units (ADU's) will continue after the Comprehensive Plan is finalized. Marijuana consumption facility regulations will also be on a future agenda. l?ll VIII. Commissioner's Ch o ice Mr. Freemire commented that visibility is impaired at some intersections in the City due to overgrowth of plants.
