CALL TO ORDER The regular meeting of the City Planning and Zoning Commission was called to order at 7 :00 p.m . in the City Council Conference Room of the Englewood Civic Cente r, Chair Fish presiding . Present: Absent: Staff: Bleile , Brick , Freemire , King , Kinton, Knoth , Townley , Fish , Pittinos , Madrid (entered at 7:05) None Harold Stitt , Senior Planner Brook Bell , Planner II John Voboril, Planner II , Long Range Planning II. APPROVAL OF MINUTES Knoth moved ; King seconded : To approve the October 6 , 2015 , Minutes . Chair Fish asked if there were any modifications or corrections. There were none . Study Session 2013-03 Comprehensive Plan Update Chair Fish asked the Commissioners for comments on the draft of the Comprehensive Plan . Mr . Freemire stated that he is not prepared to discuss the plan at this time . Mr . Brick expressed satisfaction with the plan and with the indicators for the annual review of the plan. He is concerned about the continuing desire to attract lower income residents. Mr. Biele did not have any specific concerns . Ms . Townley commented via the online comment form on specific items. Mr. Kinton stated that he had not been through the entire document yet. [llJ Mr. Stitt reminded the Commissioners that the public hearing for approval of the Comprehensive Plan will be November 17 1h which will allow ample time for them to examine the document more thoroughly. Discussion may continue at the November 3rd meeting in conjunction with the scheduled public hearing . Mr . Bleile commented that the document is well written and graphically pleasing, however, some of the maps are too small to read easily . Mr . Stitt reminded the Commissioners that the version on the website is lower resolution . [al Mr . Ble ile stated that he is concerned about the industrial areas with the desire for increased density possibly infringing on industrial zones. Ms. Townley requested that public comment be available to the Commission. Mr . Stitt recommended that the Commissioners submit comments in writing and those comments will be combined with public comment. • [llJ •• • • Mr . Brick said that he feels the document reflects the input that was given at var ious meetings and pub li c events throughout the process of developing the plan with a minimal amount of editor ia l comment. Mr . Freemire questioned the reasoning behind the recommendations for action items outl ined in the plan . He requested clarification regarding the definition of "plan " and "study " as it pertains to the Comprehensive Plan. Mr. Voboril illustrated the difference by citing the Commission 's study of Accessory Dwelling Un its and an example of a plan would be the Walk and Wheel Master Plan. Mr. Freemire as ked about the definition of a "project "; Mr. Voboril replied that a project would entail implementation of the plan . ~ Mr. Knoth commented on the organization of the document and the references to other sections wh ich he finds cumbersome when attempting to read the document. ~ Mr. Stitt reiterated that feedback from the Commission is important to producing the fina l docu m ent. Ms. Townley noted that there is a lack of recommendations and action items regarding schoo ls . Mr . Fish asked whether there would be opportunity to amend the plan prior to the public hearing ; Mr. Stitt responded that based on feedback received from the Commissioners and from the public , edits can be made prior to the November 17 1h public hearing . ~ Mr . Pittinos asked why there was not more recommendations for the parks . Mr. Stitt ex pla ined that the Comprehensive Plan does not contain many details for parks due to the fact that the Parks and Recreation Department will be conducting a master plan study in the near future and specific recommendations for the park will be developed at that time . ~ Mr. Brick and Mr . Freemire commented on the lack of objectives regarding finances and safety serv ices . Mr. Stitt responded that all departments were asked for feedback and the information received was included in the plan . ~ Mr. Brick commented that the plan is a good needs assessment. Mr . Bleile ex pressed that he fee ls the data included in the draft plan is very good . Ms . Townley suggested that an executive summary wou ld be helpful in implementing the plan in the future . ~ Chair Fish requested specific comments from the Commissioners . Mr. Knoth spo ke about hous in g an d increasing density and the goal of preserving neighborhoods . Ms . Townley commented on the lack of hierarchy for the housing goals in the vision statement. lfl1 Mr. Voboril commented on the diversity of views within the City and stated that the document considers the values of the various groups who provided feedback . Mr . Freemire asked where the demographic information originated ; Mr. Stitt replied that the information was assimilated by PUMA , Progressive Urban Management Associates , using various indicator reports including census data . [?Jl Ms. Townley feels that the themes should be driven by the people of Englewood rather than stating what the City will do. Mr. Fish commented that the City can facil itate but agreed that the citizens should determine what activities take place. lfl1 Chair Fish asked the Commissioners to study the document and submit their wr itten comments by noon on November 2nd ; these comments will be aggregated and distributed to the Commiss ion for discussion at the study session on November 3rd. Discussion continued regarding the timing and review period for the plan . ~ Mr. Pittinos asked if the draft of the plan is comparable to plans developed for other commun ities . Mr. Vorboril explained that the consultants are very competent and the plan developed for Englewood is u~e in the format by creating subject headings of Live , Work , Play , and Shop . IV. Public Forum •• No members of the public were present at the meeting . V. Attorney's Choice D~uty City Attorney Comer was not present at the meeting . VI. Staff's Choice Mr. Bell outlined the upcoming agenda topics including the PUD (Planned Unit Development) Site Plan for Sand Creek public hearing November 3rd followed by a comprehensive plan study session , November 171h will be the Comprehensive Plan public hearing . On December 81h, the agenda for 2016 will be discussed and the Commission agreed to cancel the meeting for December 22 nd. A holiday dinner will be served on December 81h at 6 :30 p.m . Mr. Stitt reminded the Commissioners of the Open House for the Comprehens ive Plan from 6-8 p.m . on October 21st. ~ VII. Commissioner's Choice Mr. Brick commented that the Comprehensive Plan is a good document for discuss ion . Mr. Knoth referred to the previous Comprehensive Plan and commented that while it was a useful document , it did not contain the steps to fully implement the ideas that were put forth.
