I. CALL TO ORDER
The regular meet ing of the City Planning and Zoning Commission was called to
order at 7:00 p.m. in the Community Development Confe rence Room of the
Englewood Civic Center, Chair Fish presiding.

Ill. STUDY SESSION 2013-001 TSA Overlay District
John Voboril, Planner 11 , reviewed his memo to the Commission and the previous
discussion regarding the TSA overlay zone .
Discussion re ga rding setbacks and sidewalks. The setback parameters may be
impacted by the sidewalk width. Streets in the industrial zone are 8 feet wider than
in other parts of the city (44' flow line to flow line vs. 36'). Right of way rem ai n s

60' which means that there is 4' less between the curb and the property line. A
minimum of 9' is needed for a sidewalk with street trees and furniture. Staff
concluded that because this is a redevelopment area, it would be best to have
guidelines for development regarding the sidewalk requirement. Staff proposes a O'
to no more than 15' setback to allow for flexibility in developing a variety of uses.

Mr. Roth commented that in conjunction with a larger setback, concessions to the
transparency requirements could be relaxed in exchange for amenities such as
landscaping and furniture to create a better pedestrian experience.

Staff suggests a 1 O' setback for retail buildings to create a streetscape similar to
Broadway. It was clarified that the underlying zoning would remain in place to
allow for continued industrial use. New non-industrial uses would be subject to
the regulations of the overlay.
Mr. Kinton remarked that eventually the streets cou Id be made narrower as they are
replaced allowing more options for streetscaping. This would be in the future
should the area change significantly from industrial uses.

It was agreed that a maximum of 15' setback in addition to parking restrictions
would help to maximize the potential for landscaping and the creation of a more
attractive development. Ms. Townley asked when the Commission would have the
opportunity to make suggestions concerning pedestrian issues , and street width;
Voboril responded that perhaps these ideas can be incorporated in the Next Steps
Study to utilize the professional opinions of the consultants.

Visitor Parking
Staff advocates using the existing parking standard in the TSA overlay area. There
is adequate street parking/overflow parking due to the fact that RTD patrons are
generally present at a different time than the visitors to a residence.

Voboril proposed a graduated system for establishing visitor parking requirements
based on an increase in the number of units.

Building Height Transition Zone
The Commissioners initially established a maximum height limit of 75'. Using that
maximum height, a step-down plan was illustrated using various widths and
heights. The Commissioners concluded that it would be necessary to get input
from the neighborhoods to the east of the industrial area prior to imposing the 75'
restriction. Currently there is no restriction on height in the industrial zone; the
TSA Overlay would create a height restriction.

The consensus of the Commission is to accept Staff's proposal for a two-step
transition zone on the east side of the industrial zone .

Englewood Station South -Hampden to Kenyon Ave .
Discussion of impact of zoning on current businesses. Portions of the area facing
Hampden Avenue are zoned industrial. A number of nonconforming uses would
be created if the underlying zoning were to be altered.

After discussing the implications of rezoning the area, more research is required to
determine the impact on indiv idual businesses in the area.

Director White added that in the past, zoning has restricted potential
developments. If zoning does not create non-conforming situations, financial
arrangements would not be affected. Mr. Freemire provided explanation of how
zoning affects property ownership and property value based on allowed uses.

Mr. Vobori I remarked that the property owners have not yet been contacted but
wi 11 be part of the process .

Currently, businesses along t he Hampden Corridor from Santa Fe to Delaware
comply with MU-B-2 zoning. The vision for the area along Hampden is mixed use
retail and office. Option 2 i ncluded in Mr. Voboril's report was favored by a
majority of the Commissioners: Rezone portion of base industrial zoning to a base
business zone (MU-B-2) to regulate land uses , and add TSA Overlay to regulate
development standards. Base zone would ensure more desirable uses , the overlay
would provide flexibility for development. Without this change, more industrial
uses would be allowed along Hampden , which is not the vision for the highly
visible area.

IV. PUBLIC FORUM
Lewis Fowler, Englewood Resident, commented on the TSA Overlay Zone.
Diagonal parking in 1-1 would be feasible given the wider streets and create park
like environment.

The next meeting will be a Public Hearing for Case #USE2014-003 Conditional
Use for a Senior Living/Memory Care Center at Clarkson and Hampden.

Ms. Townley asked about the Swedish Hospital Expansion that is pending. The
information regarding the project at this point is verbal ; no plans have been
submitted.
