I. CALL TO ORDER
The regular meeting of the City Planning and Zoning Commission was called to order at
7:00 p .m . in the City Council Chambers of the Englewood Civic Center, Chair Fish
presiding.

Audra Kirk, Planner I, was sworn in . Ms. Kirk reviewed the Staff Report regarding the
application for a Group Living Facility Large/Special in the M-2, mixed used medical
office, high density residential and limited retail zone district by Signature Senior Living
LLC.
The developer of the proposed facility applied for and received a variance from the Board
of Adjustment and Appeals on May 14, 2014 , for the distancing requirement for group
homes. The distancing requirement was reduced from 1,250 feet to 375 feet.
The project meets the requirements for a Conditional Use as outlined in section 16-5-
2.A.1 of the Englewood Municipal Code for the M-2 District including Group Living
Facility , Large/Special. The Conditional Use application was reviewed by the City's
Development Review Team for adherence to Municipal Code standards and potential
neighborhood impacts and no opposition to the application was identified.
Mr. Roth inquired if notification to the neighbors is required for this application. Ms. Kirk
responded that the property was posted and notification was published in the Englewood
Herald and the City website. No mailing is required for a Conditional Use. e
AQlicant Presentation
Gale Schrag, Executive Vice President of Signature Senior Living, 3560 and 3590 South
Clarkson Street , was sworn in. The proposed development will be a senior residential
assisted living and memory care facility that will provide full service care to residents. e
The proposed development will not have a negative impact on the surrounding
neighborhood. The traffic engineers who evaluated the site determined that there will not
be a significant impact on traffic in the surrounding area. Parking accommodations
include 75 parking spaces for staff and visitors. Ninety percent or more of the residents do

not drive and the parking is adequa te for staff and visitors. The parking garage will be
screened on all sides. Setbacks will be 1 O' on South Emerson, Jefferson and South
Clarkson Street. The alley setback will be a minimum of 5' as determined by code. The
parking garage, at 45,000 square feet, will allow for expansion of parking spaces if
necessary . e
The building mass is primarily above the parking structure. The total height will be 5
stories above the ground of which the first floor will be parking. The floors above will be
approximately 25,000 square feet per floor and will accommodate approximately 100
rooms of which 30 will be for memory care on the secured second floor. The exterior
design is broken up with balconies on the third through fifth floors.

The building size is consistent with surrounding structures including parking garages and
the hospital buildings. The vacant parcel to the west could also potentially be a six story
building. e
Traffic on the site wi II have access from both Clarkson and Emerson as there wi 11 be two
way traffic through the parking structure. Landscaping requirements will be achieved on
the roof of the garage structure. The 15,000-18,000 area surrounding the building will
create a park-like setting within the grounds of the building. Landscaping will also be
installed on the perimeter of the parking garage. e
The proposed facility will operate 24 hours per day, 7 days per week. The Conditional
Use as proposed will meet all requ i rements of the Englewood Municipal Code as it is
designed and built.

Mr. Kinton asked if Signature Senior Living has other operations. Mr. Schrag replied that
they do not and that they have been approved for a conditional use in Arvada for a similar
development.
Mr. Roth asked about the number of parking spaces. Mr. Schrag responded that their
experience in ·looking at similar developments is that 90% of the residents do not drive,
leaving 60 spaces for staff and visitors. There is opportunity for expanding the number of
parking spaces in the garage by changing design. Mr. Roth commented that his
experience with similar facilities has been that there has not been enough parking.
Mr. Roth also asked about delivery arrangements. Mr. Schrag explained that all deliveries
would be in the alleyway with a docking area. There will be over 25' of available space
next to the alleyway.
Ms. Townley asked about the number of staff that would be present at any one time. Mr.
Schrag stated that it would generally be 15-20 during daytime hours. e

Christie McNeill , 3585 South Emerson Street, was sworn in. She is not against the
development but is concerned about the use of the alleyway as a main delivery site. She
gave examples of other similar developments in Denver that are adjacent to residential
areas. She is concerned about the fact that the alley is dirt and has only been used for
residential purposes. The significant increase in truck traffic could create a hazard for the
residents.

Rebuttal
Mr. Schrag of. Signature Senior Living addressed the issue of the grade in the alley and
stated that it wi 11 be raised and the portion next to the development wi 11 be paved as part
of the development. Laundry will be done onsite, food storage will be such that deliveries
will be minimized, garbage pickup will not be daily and the setback from the alley 1s
going to be at least 1 O' to allow for truck traffic without impeding traffic in the alley. e
Mr. Fish asked about the garage adjacent to the alley that belongs to Ms. McNeill. Mr.
Schrag explained that the alley improvements will improve access to the garages across
from the development. Signature Senior Living will also maintain access to the alley by
providing snow removal to facilitate their deliveries.
Mr. Knoth asked if there is a restriction on delivery hours. Mr. Schrag stated that deliveries
will take place during normal business hours while staff is there. Mr. Knoth asked if there
would be adequate spac e for a vehicle to pass in the alley if a delivery truck was present,
Mr. Schrag replied yes, the setback will be such that there will be enough area.

Mr. King asked if the paving of the alley has been approved by the City; Mr. Schrag
responded that it has not, however the City should not have a problem with their
improving the alley.

Council with a favorable recommendation.
Mr. King discussed the all ey improvement and that there has been no discussion with City
engineers regarding the alley and that there is nothing in writing that states that the

developer intends to make said improvement. He requested a Friendly Amendment to the
motion to approve. Mr. Knoth did not accept the Friendly Amendment. e
King moved;
Brick seconded: To amend the motion to approve the Conditional Use permit as
written with the exception that the alley becomes a hard surface
material approved by City engineering and that there is adequate off
alley staging area for delivery uses only.

Comments from the Commissioners:
Brick -The development supports the Comprehensive Plan by adding to the wide mix of
housing and contributes to the general welfare and health of the community and providing
services for memory care and the aged.
King -The facility "fits" on this site which has been a difficult site for development. It is
close to the hospitals and meets the criteria for this area.
Kinton -It is a very appropriate use for the site and a good amenity for the City of
Englewood.
Chair Fish -The development fits in the Comprehensive Plan and is a great addition to the
community.

VII. COMMISSIONER'S CHOICE
Ms. Townley asked about Kent Place, specifically the cell tower. Director White
responded that it is portable and will be removed in the future.
