CALL TO ORDER The regular meeting of the City Plann in g and Zoning Commission was called to o rd er at 7 :00 p .m. in the City Council Chambers of the Eng lewood C ivic Center, Vice Chair King presiding . Mr. N e ub ecke r outlined the changes that are proposed to the c urre nt code. The propo sed c han ges to the code are : 1) Removing the 30 day deadlin e for staff to provide a written report of the ne ig hborhood m eeti ng . 2) Delete referenc es to the Deve lopm e nt Revi ew Team decisions. 3) Change pro ced ures for nei g hborhood me etin gs . A separate docume nt outlining the department's policy and procedures regarding neighborhood m eetings was supp li ed to the Commissioners. 4) Req uire the public hea rin g for PUD s to be he ld within 180 days of the ne ig hborhood m ee tin g. 5) The rezon in g process and req uirem e nts are a ll conta in ed with in section 16-2-8 rather than in multipl e sections. Refe re n ces to PUD s in sect io n 16-2-7 have been deleted. Commissioner's Comments ~ Mr. Knoth asked about the timeline for the wr itte n com m e nts on the neighborhood meeting a nd w h at th e co ns eq ue nces of not co mpletin g the comme nts wou ld be. ~ Mr. Neubecker respo nd ed that Staff is acco untab le to the Planning and Zoning Commissio n and that Staff ge nerally has the c omm e nts prepared wel l in adva nce of the Public H ea ring for a case . In most cases, the written co mments are prepared within a few days of the neighborhood meeting. ~ Ms. Reid added that the 30 day time limit on preparing the neighborhood meeting notes is a policy and not a stat ute . Th e proposed meet in g procedu res in clude verbiage out linin g the timeline for staff to complete th e notes . ~ Mr. Roth as ked if neighborhood me etin gs are posted for the pub li c. Mr. Neubecker responded that there are require ments for m a ilin gs of noti ce to property owne rs and occ upants within 1000 feet of the subject prop e rty and a noti ce is posted o n t he property. The requirements for the posting are outlined in the nei g hborhoo d meeting procedures and in th e code. ~ Public Comment There we re no members of the public present who w i shed to testify before the Commission. AYES: Bleile, Brick, Kin g, Kinton , Knoth , Roth , Townley NAYS: None ABSTAIN: None ABSENT: Fish , Freemire Motion passes . Ill. Adoption of Neighborhood Meeting Procedures ~ Ms. Townley expressed that she agrees with Mr. Roth that the noti ce of ne i g hborh oo d meetings should be posted on the City's website . Mr. Kinton concurred . Brick moved; Roth seconded: TO ADOPT THE PROCEDURES FOR NEIGHBORHOOD MEETINGS AS WRITTEN WITH THE ADDITION OF THE REQUIREMENT TO POST NOTIFICATION OF NEIGHBORHOOD MEETINGS ON THE OFFICIAL CITY OF ENGLEWOOD WEBSITE. AYES: NAYS: ABSTAIN: ABSENT: Bleile, Brick, King , Kinton, Knoth , Roth , Townley None None Fish , Fr eemire Motion passes. [?] IV. PUBLIC FORUM No public was present to address the Commission . [?] Page 3 o f 4 • • • v . ATIORNEY'S CHOICE Assistant City Attorney Reid stated that she will not be attending the next m eeting. VI. STAFF'S CHOICE ~ Director White reviewed the case for Signature Senior Living Cas e #USE2014-00 3 . The applicant requested a letter to assist with financing stating that th ey are permitted to build 134 units. An Administrative Decision to allow the applicant to have 134 units was m ad e after review of the parking plan and other revisions to the site plan. The d ecision c an be appealed , in writing, within 30 days from the date of this meetin g . The project was approved as a Conditional Use that must be reviewed annually. The applicant is op e n to pursuing other options with regards to parking should it become an issue in th e future. Mr. Bleile stated that he agreed with Director White's decision , Mr. King concurred. Mr. Neubecker asked the Commissioners about upcoming meetings and if they wished to cancel the second meeting in December. It was decided that they would make that determination at a later date depending on whether or not a case needs to be brought to public hearing. The next meeting is November 4th which is election ni g ht, however that would not interfere with holding a meeting . VII. COMMISSIONER'S CHOICE ~ Mr. Bleile asked about the new City Manager. Ms. Reid stated that w e do hav e a new City Manager, Eric Keck, and he will most likely be attending a meeting soon. Mr. Roth and Mr. Kinton commented on the f ie ld trip to Arvada and Littleton a nd said th at it was very informative.
