I. CALL TO ORDER
The regular meeting of the City Planning and Zoning Commission was called to order at
7:00 p.m. in the Community Developm ent Conference Room of the Englewood Civic
Center, Chair Fish presiding.

V. STUDY SESSION -TSA OVERLAY ZONE DISTRICTS CASE #2013-01

Darren Hollingsworth, Economic Development Manager, addressed the Commission. He
outlined the projects that are currently under way in the City. He described the trend of
specialty manufacturing in Englewood's industrial area and noted that the price of the
industrial space in Englewood is very economical. The current vacancy rate in th e
industrial area is relatively low at 4.9 %.
Invitations to the upcoming Englewood Business Summit on May 15 1h were distributed to
the Commissioners .
Mr. Bleile asked what a desirable mix of residential and industrial would be for
Englewood. Mr. Hollingsworth responded that the mix is market driven, but by setting
reasonable zoning policy, a diverse mix of uses would be likely. He pointed out that the
new residential developments will bring more consumers to the area and thus their
discretionary spending.
Ms. Townley asked about examples of other communities where TODs (Transit Oriented
Development) exist. Mr. Hollingsworth cited the City of Lone Tree and the development
that has occurred surrounding their light rail station. Lone Tree is a unique area in that the
property was controlled by a single entity and therefore it was easier to dictate the type of
development and uses of the property. Englewood is very different in that assembling land
for development is challenging as is infill development. Ms. Townley asked if businesses
are relocating near TOD 's; Mr. Hollingsworth responded that one exampl e in Englewood
is Sports Authority.
Mr. Brick asked what would be a factor in creating more jobs in the industrial area. Mr.
Hollingsworth responded that having the zoning in place to facilitate agreements between
property owners and investors is helpful to stimulate growth.

• Mr. Hollingsworth reviewed the current economic incentive programs in place including
the Catalyst Program, a matching grant program for improvements to existing businesses
and the Enterprise Zone.

Mr. Bleile commented that it would be beneficial if Englewood became a workplace
destination; an office building would attract a variety of workers to the area. Mr. Kinton
commented that that the City should be open to a diverse mix of business and residential
development.

John Voboril , Planner II, presented information regarding the TSA Overlay Zone.
Lineal Street Frontage
After being presented with a chart illustrating various street frontage options, the
Commission agreed that a standard of 75 % minimum lineal street frontage is acceptable.
The principle guiding street frontage minimums is to ensure a positive experience for
pedestrians and parking at the rear of the building.
Setbacks

Mr. Voboril presented images of different buildings with various setbacks that exist in the
industrial zone. The advantage of implementing a setback less than 1 O' is that vehicle
parking in front of buildings would be eliminated. By implementing a 1 O' setback, the
opportunity exists for the sidewalk to be wider and landscaping to be added. The goal is
to create pedestrian friendly outdoor spaces. After discussion , it was determined that the
priorities for front setbacks are the inclusion of landscaping and potentially wider
sidewalks. Side setbacks may be determined by the type of development (retail,
commercial or residential) and the code requirements that would apply. The discussion
r~rding setbacks will be continued.
Landscaping
The recently established landscaping requirements for the mixed use Medical District are
appropriate for the TSA Overlay. There are existing landscaping requirements for the
Industrial Zone that would apply to new industrial development.

Building Height Transition Zone
The discussion regarding the transition zone between the TSA Overlay/Industrial Zone and
the adjoining residential areas will be continued at a later date . Mr. Voboril provided
examples of how the transition can be accomplished with restrictions on the height of
buildings constructed within the TSA Zone, but adjacent to residential zones.

Visitor Parking

• Visitor parking standards in other communities vary widely from no requirements up to 1
space per 2 units. With the exception of PUDs, Englewood's requirements for providing
visitor parking fall in the middle. The Commissioners will discuss parking requirements
for the TSA zone at a later date.

IV. PUBLIC FORUM
No members of the public were present at the meeting .

V. ATIORNEY'S CHOICE
Assistant City Attorney Reid was not present at the meeting.

VI. STAFF'S CHOICE
Mr. Neubecker remarked that the Non-Conforming Structures ordinance was approved by
City Council. At first reading, Site Improvement Plan ordinance was also approved.
A field trip to other communities to observe what has been implemented at other transit
station areas ; the RiNo district in Denver and other areas were suggested. Mr. Neubecker
asked the Commissioners to think about what other areas should be considered, and other
topics and issues to research. Glendale, the area along Cherry Creek South Drive, The
Streets at Southglenn and Belmar were mentioned.

VII. COMMISSIONER'S CHOICE
Mr. Brick asked what the current timeline is for the revision of the Comprehensive Plan.
Mr. Voboril replied that the goal is to begin in June with the RFP (Request for Proposals)
and to begin the process in September. Mr. Brick asked if the RFPs will be made public,
Mr. Voboril will investigate and get back to the Commissioners. Mr. Brick mentioned the
recent Creative District Community Loan Fund bill that recently passed at the state. Mr.
Neubecker explained that the EURA may be exploring options related to creating a
Creative District in Englewood.
Mr. Kinton commented that the timeline for the Comprehensive Plan revisions may be
delayed due to a new City Manager taking over this fall.
Mr. Roth reminded the Commissioners that Monday, May 1 i h is the ceremony for the
Englewood Citizen of the Year award which will be presented to Kells Waggoner, a former
member of the Planning and Zoning Commission and City Council.

Ms. Townley expressed appreciation for the presentation by Mr. Hollingsworth. Next
Wednesday, May 14th from 10:00-Noon, DRCOG will be hosting the Metro Vision Idea
Exchange. She inquired about the status of the Chick-Fil-A project and Mr. Neubecker

explained that construction has been delayed as a result of a corporate decision and no
details are available at this time.

Mr. Bleile commented on the recent 3299 South Logan Street PUD and that it contains
accessory dwelling units, something that is new to the City.
The next regularly scheduled meeting is May 20 1h.
