Mr. Zeitlin appeared for further consideration of subdividing the subject area. The Planning
Director reported that further study of the proposed subdivision confirmed that the nearest
logical sewer connection is approximately 350 feet from the nearest point in the subdivision,
making sewer service considerably expensive to the proposed lots.
Mrs. Romans reported that the School Board had offered Mr. Zeitlin $4 ,550.00 for the western
portion of the subject area. The School Board authorized condemnation action if the offer
has not been accepted by June 1.
Braun moved:
Hill seconded: That the preliminary design be approved and a hearing set for June 4th
if Mr. Zeitlin submits the final plan to the Planning Office by 5:00
P. M. May 2 9 . Otherwise the hearing will be held July 9.

The Planning Director reported that the City Council has authorized application for Federal
planning ass i stance for a storm drainage system. The next step is to select an engineering
consultant firm which can make an estimate of cost of the plan.
The Planning Director stated that Denver Public Works officials, Inter-County Regional
planners and the City's own engineering staff strongly recommend Black and Veach as the
firm to make the study.
Braun moved:
Roman s seconded: That the Planning Director be authorized to contact Black and Veach
consulting engineers to draw the drainage plan, and that if this firm
is unable to assist the City further contacts be made with other
engineering concerns.

Capital Improvements Projects Hearing No. 14-59A

The Planning Director stated that the Planning Commission should begin compiling a list o f
capital improvements projects as the City department heads will be doing within the next
few weeks. The Planning Commissi on is charged with setting the priority on the various pro-
jects and presenting a program to the Manager's office early in July of 1959. The following
projects were suggested:

Street Paving (estimate of cost by sections of the City).
Li brary.
Of f-street parking commercial area.
Sherman Street bridge (including traffic signal and intersection
improvement at East Jefferson Drive).
Dartmouth Avenue bridge.
Grade separation ' at Santa Fe Drive and Dartmouth Avenue (relationship
between grade separation, Dartmouth Bridge and highway financial
assistance to be explored).
Space age park.
Siphon City ditch at Ox f ord Avenue.
Coordinated signalization of downtown commercial streets.
Increasing corner radii at busy traffic intersections such as ~·south
Bannock and West Dartmouth, South Bannock and West Hampden.
Corrections of drainage "pans" at: South Lincoln and East Kenyon ,
South Acoma and West Floyd, South Bannock and West Floyd.
Storm drainage under railroad and highway to river.
Hawthorne School f or City administration use.
The possibility of using Hawthorne School for City administrative offices was discussed in
detail. Mrs. Romans mentioned that Hawthorne School might be vacated for school purposes
as early as January of 1960 and that the School Board had discussed leasing the building to
the City for a nominal amount.
The Planning Director stated that this idea tied in with a need for more City office space
which has reached the critical point. He said that the Li brary Board's current thinking is
that a new Library building will be located to the west and north of the present City Hall.
If the new building includes a modern council chamber, the entire present City Hall building
could be devoted to administrative offices sufficient to serve the· City beyond 1970.
However, the immediate need cou ld be served by moving certain departments to Hawthorne School
until the new library building makes adequate office space available in the present City Hall.
Departments which might be moved are the Building Inspector , Planning & Traffic Department,
and part or all of the Public Works Department.
Hill moved:
Schmitt seconded: That the Planning Commission recommend to the City Council that the
possibility and practicality of leasing the Hawthorne School building
for City use be investigated in cooperation with the School Board.

Further discussion was held on the need for additional policy concerning consideration of
rezoning applications. It was agreed that the volume of work facing the Planning Commission
and the additional care and study needed for thorough consideration of rezoning applications
requires a change in a time schedule for rezoning consideration.
Romans moved:
Schmitt seconded: That 1. Rezoning applications be considered only once every three
months although applications may be submitted to the Planning
Office at any time ~
2. Once an area has been considered for rezoning anothe request
for su b stantially the same · area to a similar zone will net be
considered less than twelve months from its last consideration.
3. All Planning Commission meetings will normally be held at
7:30 P . M.

Mr. Jones stated that off-street loading requirements of the Zoning Ordinance are not clear
as now worded. He suggested that an amendment for clarification be submitted to the City
Council along with the General Zoning Amendments now under consideration to clarify this
matter.
Braun moved:
Hill seconded: That the Planning Commission recommend to City Council that the following
amendment should be added to the General Zoning Amendments now under
consideration:

the end and as a part of the first sentence: "or fraction thereof".

Mr. Jones stated that the present r~quirements for off-street parking and loading for small
buildings should be re-studied. The Planning Director reminded the Commission that Mr. Braun
had also suggested that parking requirements for banks should be considered as a whole rather
than piecemeal when these changes are to be made.

The Planning Director explained that Bob Lee, Attorney for Mr. Wilson, had contacted the
Planning Off ice in respect to developing the subject area which is now platted in fifty
foot sites but zoned to require sixty-foot sites. He stated that a possible compromise woulld
be to allow the subject area to be re-subdivided in lots of slightly less than sixty-foot
frontage but more than fifty-foot frontage and to grant the use of three 150-foot building
sites fronting on South Corona Street and backing up to the subject area.
After discussion the Planning Commission felt that even though the remaining land in the
vicinity of the subject area has been develope9 on fifty-foot frontage, Mr. Wilson should
be required to adhere to the sixty-foot minimums on the Downing frontage property in exchange
for development of the three lots on Corona Street as fifty-foot frontage. It was agreed
that although the surrounding area is nicely developed, the homes are extremely close to-
gether on the narrow lots.
It was pointed out that if no re-subdivision is made, Mr. Wilson would not be able to develop
three building sites as the ground is now platted be~ause of the zoning frontage requirements.
If the compromise first mentioned by the Planning Director were accepted, Mr. Wilson would
only have a net loss, for development purposes, of one site. If the compromise as agreed upon
by Planning Commission were followed, Mr. Wilson would not be able to develop two sites as
the ground is now platted.
ICRPC Meeting Report
The Planning Director reported on the regular ICRPC Meeting held at 2:00 P. M. on Tuesday,
May 19, 1959. Routine approval of minutes and review of monthly financial report were com-
pleted.
The regional plan draft report being completed as a part of the ICRPC Master Plan was briefly
reviewed and approved as revised by various committees of the ICRPC. Copies of this revised
plan will be available shortly.
Director George Nez presented a discussion outline for the urban services area plan now being
drawn by ICRPC in cooperation with the Denver Planning Office, Water Board and State Highway
Department. The outline as follows was approved with minor changes. (The following is the
outline as changed):
URBAN SERVICES AREA PLAN
Present Status of Preparation
1. Regional Planning Commission "Growth Guide" adopted, distributed to member governments,
used as a basis for following practical plans.
2. Recent staff work on water, sewer, highway plans. Being done cooperatively -RPC, county
and city planning representatives, water and sewer agencies, Highway Department.

3. Due dates for preliminary plans: water plan in June, sewer plan in August, highway
plan in December.
4. New RPC review responsibility for major local plans and changes, according to new
s ta tu te.

"Urban Services Area Plan"
Application of planning principles established by the RPC and the enabling statute:
a. The area of potential urban services defined by a general plan.
b. The major services -water, sewer, highway, schools, parks -anticipated.
c. The coordination of private plans and public service plans at the very
beginning of new development, in the form of a thorough "preliminary plan".
2. RPC review of large preliminary plans presented by local agencies, referral to major
public services, determination of feasability of both location and services, report
back within 30 days.
Proposed Guide Map for Next Decade
1. Approximately one decade of growth now is mapped ahead for application of "Urban
Services Area Plan". Further growth thereafter is also being designed in rough form,
for longer-range highway and water engineering.
2. This one-decade "Urban Services Area" has been worked over by each county and city
planning group in the RPC office. A general periphery is shown. All subject to
con t inuous further review and RPC amendment to keep it up to date.
3. Three kinds of urban growth are handled in USA plan:
(1) "Infilling", 50,000 population
(2) "peripheral expansion", 75 ,000 population
(3) "new and expanded towns", 75,000 population
4. Infilling is to be encouraged by county zoning policy, to utilize over 10 square miles
of vacant buildable land where most public services are already committed and the com-
munity needs f ull development for its best efficiency and tax strength.
5. Peripheral expansion will readily accommodate about 15 square miles of growth where
public services can be expanded, based upon a thorough preliminary plan containing all
of the following items:
a. land use and density plan (zoning)
b. good subdivision design (lot size, streets, main easements, public sites
for schools, drainage area parks, fire stations, etc.)
c. specific plans for water and sewer, or a request that these be worked out
by the planning agency.
Then the feasi b ility of all these items would be checked by the local planning agency ,
and by the RPC and related agencies in those cases requiring referral.
6. New and expanded towns might be developed on the basis of local and regional planning
approval of a complete plan and guarantees:
a. covering at l e ast four sections (by joint agreement)
b. land use and density plan (zoning)
c. good subdivision design, particularly conforming with regional highway and
parks plans
d. water district contract draft
e. sewer district contract draft
f. time table and assurances of readiness and ability to proceed with actual
development (different from readiness only to peddle land after filing plan)
Upon receipt of a new or expanded town plan from the local planning agency, RPC would
check the feasi b ility of these items with:
a. adjacent counties or cities, if any
b. schoo l district
c. water sources (s) if available
d. sewer a ge agency if available, and Health agencies state and local
e. FHA
f. Highway Department
g. parks agencies, state and local
h. any other agency like State Planning, PUC , etc.
i. basic regional plan of land uses.
Immediate Steps Necessaru to Pun USA Plan Into Operation
1. Draw up map and report for certification to local governments, work out details with
them as a group, secure their approval. Same for major water, sewer agencies, highway
department, FHA, health agencies, school districts, parks organizations.
2. Strengthen requirements for authorizing outlying development, incorporated or unincorporated.
3. Revise RPC By-Laws to set up a review procedure under new statute. Establish a working
relationship with local planning agencies to expedite reviews and decisions.
4. Bring county plans, city plans, and water-sewer-highway plans up-to-date as far as
possible and set up RPC ready reference file on all of these.

The hearing · was opened with the presentation of a land use survey and showing of photographic
slides of the area by the Planning Director.
Mr. Jones stated that citizens present and interested in the proposed rezoning would be heard
at this time.
Dr. Byall, the applicant, stated that the va.lue of his property has dropped $5,000.00 be-
cause of the fact that the subject area is zoned residential and not commercial. He felt
he should not have to wait until some future date for rezoning as he had secured signatures
of most surrounding residents in favor of the rezoning, and he believes there is a shortage
of first class office space in Englewood.
Mr. W. C. Ross , 3687 South Grant, stated that in his opinion there is enough lmd already s o
zoned. With such piecemeal zoning he felt the citizens would become victims of "creeping
zonitis."
Mrs. J. R. McManus, 3£54 South Sherman, said that the area
residential and she would like to have it remain the same.
