The Planning Director stated briefly that the first planning and zoning workshop held at
1:30 P. M. September 24 had been proved quite valuable to all who attended. He stated
that further workshops · are contemplated and hoped that Planning Commission and Board of
Adjustment members would be able to attend,
There being no further business to come before the Planning and Zoning Commission, the
meeting adjourned at 9:30 P. M.

Mr. Finley and Mr. Middel were present to inquire as to procedure and the possibility of
rezoning the subject area from RID to an Ml or M2 zone. They stated that they wished to
construct a machinery rental building and storage yard for light machinery such as cement
mixers and small tools,
Mr. Jones explained the procedure for rezoning applications including the $25.00 fee, In
further discussion, the Planning Director and Commission members pointed out the future ef-
fects on surrounding residential area if an industrial use is extended into the presently
zoned residential area on a piecemeal basis.
The impact on presently zoned industrial ground when additional area is zoned from residential
to industrial use was also discussed, It was explained that the protection of the residentially
zoned land in Scenic View is primarily for that area in the future when it has been rehabilitated
through some type of urban renewal program. Although present residents might not object to
the rezoning as contemplated, the move would have serious effects on future c o mprehen sive
residential development.
The possibility of locating the proposed industry on other industrial sites within Englewood
was discussed and the gentlemen stated they were not aware of the availability of other sites.
It was agreed that they would contact the Planning Office and the Chamber of Commerce for
further assistance in locating a suitable industrial site that is already properly zoned,

Mr. Lee Woolsey of ICRPC wa s present to discuss the ICRPC Referral Board's recommendations
on the proposed Peyton Park development. Mr. Woolsey explained the function of the new
Referral Board and the individuals who serve on the Board and their qualifi c ations.
He presented a contour map of the Scenic View area with its present zoning. He then dis-
cussed the industrial park street and lot plan for that area which was presented to the
ICRPC Board and Planners.
Then he presented an overlay of the area showing the suggested modifications made by the
Referral Board. Primary changes included:
1. Changing the major arterial street from Tejon to Raritan in the northern part of the
industrial area and changing it back to Tejon in the southern portion.
2. Reserving West Yale Avenue as a future east-west major connector in the metropolitan
area according to the ICRPC Growth Guide.

3. Consideration of the imminent need for a four-lane highway (the Southwest Freeway) to
be constructed on either side of the South Platte River coming from the heart of Denver
between the Durox Plant and the Arapahoe Power Plant and meeting the River at about
Yale, Extmded, just south of the Arapahoe Power Plant with a major grade separation.
The ICRPC comments were presented in writing as follows:

In considering the above plat the staff used the following principles:
1. Design of an industrial park should consider the circulation pattern within the
industrial park as well as maximum separation of that circuhtion from the normal
circulation iq. the surrounding residential and/or commercial areas.
2. Design of the industrial park should provide for adequate plant sites with adequate
room for parking and plant expansion.
3. An effort should be made to screen the industrial park from the surrounding land uses.
4. Standards for smoke, odor, noise and other noxious emissions should be strict enough to
prevent a depressing effect on abutting properties.
5. Public rights-of-way should be kept at a minimum, providing only a primary connector to
freeways and/or expressways and a secondary collectors for the industrial park. This
will provide a greater flexibility to the industry locating in the area as well as
reducing the public expense of maintaining alleys and service drives within the industrial
park.
Englewood Industrial Park
Comments:
1. Design should be cognizant of the fact that the site is adjacent to the proposed
location of the Southwest Freeway running along the west bank of the South Platte
River to the Martin Plant. Also, Yale is planned as a major road with at least a
120 feet right-of-way, and there would be a major interchange at the Southwest Freeway.
2. Considering these facts, it would seem logical to designate Yale as the main access
street serving the industrial area. A secondary access road would run north and south,
generally bisecting the site.
3. It is the opinion of this agency that in order to maintain flexibility and adaptability
in this industrial park, the general over-all design should not consider small secondary
streets which would serve specific plants. This would be done at the time a specific
site within the park is being considered for a specific plant.
4. Proper care must be exercised in preserving the best atmosphere for the growth and
improvement of the adjacent residential neighborhood. This can be done by designing
the main street pattern so that traffic can be minimized adjacent to and through
residential areas, and by landscaped buffer areas of trees and shrubs which would pro-
vide screening of the industrial areas from the residential areas.
5. Because of the lack of theSouthwest Freeway at the p r esent time this entire proposal
may very well be premature. The question of the specific location of Freeway may not
be resolved until the completion of the Metropolitan Area Transportation study. For
this reason development should be kept at a minimum on the eastern side of the pro-
posed industrial park.
6. Englewood Planning Commission.should consider the possibility of imposing industrial
park standards that would be strict enough to meet standards in effect 10 years from
now. Such things as maximum land coverage, landscaping,.screening, nuisance emission,
outdoor storage, parking and use compatibility should be considered.
7. Flexibility of the Site should be maintained by subdividing the area into large tracts
rather than small tracts that may mean extensive costs to the industrial purchaser."
After discussing Mr. Woolsey's presentation, the Planning Commission agreed that the
Planning Office should proceed with a revised preliminary plan for the Peyton Park Sub-
division based on the ICRPC proposal.

The Planning Director reported that the land use study and tentative zoning based thereon
had been presented to the Arapahoe County Planning Commission on October 6th according to
the wishes of the Englewood Planning Commission. He stated that the County Planning Com-
mission will meet with the County Commissioners on October 13th to discuss this and other
County planning matters and comments will be made at that time.

The County Planning Commission will then refer the entire matter to the ICRPC Referral
Board for their consideration.

The Planning Director presented an application by Richard H. Simon, attorney for Martha C.
Coffey and Charles G. and Hulda Hagle, requesting rezoning of the subject area from R-1-D
and R2A residential zoning to a C2 commercial zme. In brief discussion, Planning Com-
mission members noted the location of the proposed area along a major highway and abutting
another incorporated area.
Since the City has adopted the ICRPC Growth Guide which includes referral provisions on
rezoning which border adjoining incorporated areas, the City should refer the proposal to
the ICRPC Referral Board for their study and comment.
Romans moved:
Hill seconded: That the Planning and Zoning Commission proceed to legally advertise,
post the premises and hold a public hearing on November 5, 1959,
relative to p r oposed rezoning as follows:
A tract of land approximately 115 feet in width, lying south of
and adjacent to the southerly right-of-way line of Colorado Highway
No. 70, bounded on the east by Clarkson Street and on the west by
Washington Street, extended, south of Jefferson Avenue, to be
changed from R-1-D and R-2-A (Residential zones) to C-2 (Commercial)
zone;
and that the ICRPC Referral Board be advised immediately of the
request in order that their study and comments may be available at
the hearing.

The Planning Director presented a complete land use study of the City's Master Plan area
due west of the present City limits and bordered on the south by West Belleview Avenue, on
the west by South Federal Boulevard, and on the north by West Hampden Avenue. After ex-
plaining certain features of the land use study, an overlay showing tentative zoning and
land use was presented based on:
1. The Arapahoe County zoning.
2. The Littleton and Sheridan master plans.
3. Topography of the area.
4. Location of future major traffic arteries.
5. Apparent wishes of major land owners.
The Planning Director explained that colored slides have been made of the area which has
been annexed to the City in the southern portion of the overall area. These will be shown
on November 5th when the public hearing on rezoning of the area is held.
The Commission discussed the plan and suggested certain minor changes based on flooding
potential and planned development by land owners.

The Planning Director reported that Cherry Hills and Greenwood Villages have agreed to join
Englewood in requesting Federal assistance for storm drainage planning. Their action was
taken by passage of the required resolution to seek Federal assistance.

He reported that the Cherry Hills attorney is making a further legal check at the request
of the Village Board before their action is final. A joint news release by the three
Mayors has been prepared and is ready for presentation to the press as soon as the Cherry
Hills attorney has completed his investigation.

Planning Commission members were asked if they had any comment or suggestions on the
Englewood recreation study by the University of Denver Education Research Department.
Members indicated that they had no comments at the present time. The Planning Director
asked permission to proceed with a tentative park plan for the entire master plan area on
the basis of this and other planning studies already available in the Englewood Master Plan.
It was agreed that the Planning Office should proceed with this recreational plan.
There being no further business to come before the Planning and Zoning Commission, the
meeting was adjourned at 10:30 P. M.

Mr. Jones presented copies of a potential storm water damage study done by Dale Rea for the
Colorado Central Power Company. He explained that the study indicated potential drainage
danger to areas along Little Dry Creek considering whether or not the Englewood Dam served
its purpose or broke.
The study showed conclusively serious potential danger to the downtown Englewood area un-
less channel improvements and dam maintenance are undertaken. It was agreed that copies
should be presented to the City Council at their next informal meeting and that the matter
should be referred to the consulting engineers on Englewood's drainage plan.

The Planning Director reported that the Arapahoe County Planning Commission met with the
County Commissioners on Tuesday, October 20th and discussed the land use study previously
submitted to the County for their consideration.
Mr. Dave Nicholl was instructed to contact the Planning Director as to the outcome of the
County meeting but, to date, no contact has been made. Regardless of the comments, the
matter no~ goes to ICRPC for Referral Board consideration.

The Planning Director reported that he had met with Mr. Robert Anderson, developer for the
Peyton Industrial Park, concerning ICRPC recommendations for street layout. Mr. Anderson
agreed with the new concept of street layout and is having the preliminary plan redrawn to
include the ICRPC suggestions.
