Commissi0m members considered the study which was requested at the March 19th meeting and re-affirmed the recommendation to the City Council made at that meeting. Such factors as the possibility of future flooding, the separation of future City park usage in adjacent Water Fund land from street accesses, and the fact that a subdivision plan for the area seems imminent were heavily considered. Kelley moved: Romans seconded: That the study be received with favor and that Planning and Zoning Com- mission recommend the plan be presented to the Council March 30. Banfield Recording Secretary * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * CITY PLANNING AND ZONING COMMISSION MEETING APRIL 9, 1959 The meeting was called to order by Chairman Jones at 8:05 P. M. Members Present: Braun, Hill, Jones, Kelley, Schmitt, Lacy, Ex-officio Members Absent: Romans Dr. Robert Byall 3920 S. Clarkson Rezoning Corner Property South of Intersection of South Sherman Street and East Jefferson Drive. Hearing No. 12-59 Dr. Robert Byall, owner of the subject area, appeared to discuss the requirements for con- structing a small office building on the subject area. His tentative plans call for moving the existing structure off of the property and providing parking on the ground floor under a multi-storied structure. The number of stories and the location of the building on the lot are not yet definitely proposed. In discussion, Planning Commission members informed Dr. Byall that such a development would require C-1 zoning which is not inconsistent with abutting zoning to the north. The matter of complying with half block area policy was also mentioned. Mr. Braun and Dr. Byall both attested to the sharply-increased demand for office space in this area since the start of construction of Dry Creek Shopping Center . Dr. Byall was g iven rezoning application forms and indicated that he would prepare a formal request and submit the $25.00 fee in order that c onsideration might begin. During the discussion the projected traffic flow on East Jefferson Drive was considered. It was definitely the opinion of all present that the street width for paving in 1959 should be forty-four feet rather than thirty-six feet. Walter Boggs 4301 S. Bannock Subdivision West Side of South Half 4600 Block of South Galapago. Hearing No. 8-59A March 5, 1959 The Planning Director presented the final plan for subdivision of the subject area. Mr. Kelley suggested that the word "excepted" as it appears in the dedicated street east of the subject area be removed to preclude any title question in the future. It was also mentioned that an abutting subdivision is the "Huls" Subdivision and not "Hills" as is shown on the plat. Mrs. Henry Huls of 4680 S. Huron and Mrs. Ralph Davenport o f 4690 South Huron appeared to discuss the status of the additional five foot width of the alley along the easternmost edg e of the subject area. It was explained that the entire twe nty-one foot width alley would be pu b lic property and that any vacation immediately after dedication could invite litigation from the present owners of the land now being subdivided. It was agreed that . paving requirements under the subdivision regulations should be waived since the subdividers do not control ownership on both sides of any street , and all streets as such are already dedicated. Page 372 Braun moved: Schmitt seconded: That the Planning and Zoning Commission recommend to City Councilthat the final plan for the Hewitt subdivision be approved. Ayes: Braun, Hill, Jones, Kelley, Schmitt Nays: None Absent: Romans Planning Office City U. S. Census Block Statistics The Planning Director reported on correspondence with the U. s. Census Bureau as directed at the meeting of March 19, 1959. The latest information on the Census Block Statistics Program is as follows: 1. Request for inclusion in the program must be made before May 1, 1959. 2. Contracts for program must be signed before May 15, 1959. 3. Block maps must be finished before June 30, 1959. 4. Payment of $2,100.00 fee must be made before December 31, 1959. 5. City of Englewood is not automatically included in the Denver block statistics program although it is considered a part of the standard metropolitan area. Statistical break- down under the block statistics program is based on 100% enumeration of items covered whereas much of the census tract data will be prepared from sample coverage. 6. The housing items to be covered are indicated in the attached table. The Planning Director explained that the Block Statistics Program had been considered prior to its previous deadline of December 31, 1958. In a letter to the City Manager dated September 9, 1958, the Planning Director had indicated that participation in the U. S. Census Block Statistics Program would not justify the expense in light of the housing inventory survey contemplated as a part of the Master Plan at that time. However, the housing inventory has been postponed indefinitely in favor of the City moving ahead on the Master Plan giving priority to those elements needed to set up the first chapter of a capital improvements program. It was agreed that the infamation as indicated on the attached table on a block by block basis would be valuable to the City's development program, particularly in the following areas: 1. To provide basic information to p inpoint areas needing urban renewal. 2. To substantiate eligibility of these areas for Federal Urban Renewal funds. 3. To make initial estimates of cost of urban renewal projects based on the following factors: (a) Dilapidation. (b) Lack of plumbing facilities. (c) Crowding. (d) Rent and value levels. 4. To provide market research data. The Planning Director reported that money is available if Council wishes to approve this expenditure. He indicated that a detailed report on the status of the "unappropriated surplus" fund will be made to the City Council on April 20. Hill moved: Kelley seconded: .That the City Planning and Zoning Commission recommend to the City Council that the City participate in the 1960 U. S. Census Block Statistics Pro- gram, and that an additional planning expenditure of $2,100.00 for such purpose be authorized. Ayes: Braun, Hill, Jones, Kelley, Schmitt Nays: None Absent: Romans Planning Office City Master Plan No. 5 Downtown One-way Street Plan Hearing No. 10-59A March 19, 1959 The Planning Director reported that five presentations of a tentative three phase, one-way street plan had been made to approximately eighty people as follows: 1. March 11 -Merchants Parking Association 2. March 19 -Planning Commission 3. March 30 -City Council 4. April 6 -Parking and Traffic Committee, Chamber of Commerce 5. April 8, Large group of downtown merchants. As a result of these presentationa and the suggestions and evaluation that have resulted , certain factors have come into focus: I I I I I I Page 373 1. The bottleneck of the f low into and out of the Englewood commercial area at Highway 70, Bannock and Hampden must be eliminated as soon as possible, certainly before May of 1960 when the divided hi g hway connector between South Lafayette Street and the Valley Highway is completed. 2. 3. Increased circulation off of South Broadway via some left turn movements at certain hours is needed if it can be accomplished without stra ngling the peak traffic flows. 5. Whatever move is undertaken in 1959 should also fit as nearly as can be projected with future phases of traffic movement plans, although such phases cannot be definitely set until the effect o f the first phase is determined. Based on the above factors and further analysis of traffic characteristics and projectory limitations, the following proposal is submitted as a 1959 plan for downtown traffic movement: 1. Implement the first phase of the one-way street system (3400 South Bannock southbound, 3400 South Acoma northbound, and West Hampden between Acoma and Bannock eastbound ; inclu- ding installation of signals on West Girard Avenue at both Acoma and Bannock). 2. Devise a signal installation at South Broadway and Hampden Avenue which will allow left turns for South Broadway traffic, both northbound and southbound, onto Hampden. No chang e in the present left turn restriction at South Broadway and Girard Avenue. The Planning Director reported that available moIEy in the Planning and Traffic budget is sufficient to accomplish this plan but will mean a curtailing of the plans for other signal installations and for the upgrading of traffic signs ci ty-_wide. The street striping program can still continue as originally planned. The Planning Director asked the Commission to begin consideration of the possibility of placing the question o f repealing the Angle Parking Ordinance on the November 1959 ballot even though angle parking prob a bly would not be ranoved until additional off-street parking was available. He reported that future phases of downtown traffic circulation plans cannot be affected without the removal of the angle parking on downtown Broadway. The Planning Commission agreed that serious consideration should not be given to this matter at this time until the first phase of the one-way street program is instituted and effects of the change are apparent. Kelley moved: Schmitt seconded: That the City Planning and Zoning Commission recommend to City Council that the first phase of the one-way street plan (as shown above) be considered for implementation before July 1959 and that the Planning Director proceed with public presentation of thedowntown traffic program. Ayes: Braun, Hill, Jones, Kelley, Schmitt Nays: None Absent: Romans Romans entered and was seated with the Commission. Planning Off ice City Master Plan, Section 2 Park Development Hearing No. 4-59C January 22, 1959 March 19, 1959 March 30, 1959 The Planning Director presented a communication from the City Council concerning the sub- ject area as follows: "Councilman Brownewell moved, Councilman McLellan seconded, that an offer of $10,750.00 be made, for a period of ten (10) days ending April 17, 1959, for the purchase of that land west of South Inca Drive, north of West Belleview Avenue and south of S o u t h Whitaker Drive ; and that the Planning Commission b e directed to withhold further action on any subdivision, rezoning or other change of land status of this land pending the outcome of negotiations between the owners and the city." The Planning Commission received the communication and will act accordingly. There being no further business to come before the Planning and Zoning Commission, the meeting was adjourned at 9:55 P. M. Date: April 9, 1959 Subject: Downtown One-Way Street Plan Recommendation: That the Qty Planning and Zoning Commission recommend to City Council that the first phase of the one-way street plan be considered for imple- mentation before July 1959 (as shown below), and that the Planning Dj x ector proceed with public presentation of the downtown traffic program. 1. Clarkson Rezoning Corner Property South of Intersection of South Sherman Street and East Jefferson Drive Hearing No. 12-59A April 9, 1959 Tymer Rice, discuss the requested. residential side of the esta b lished r e presenting the Board of Adjustment and Appeals, attended the meeting to front setback requirement necessary if the subject area is rezoned to C-1 as It was pointed out that any structure erected now would have to conform to setbacks. It was also noted that even if a commercial zone was granted , the commercial property next to a residential use would also have to comply with residential setbacks. Some discussion as to the desirability of additional C-1 zone in this area resulted in these comments: 1. Present abutting residential uses constructed since 1950 in excellent condition. Commercial encroachment on such healthy use should b e carefully considered. 2. Is there a need for further C-1 zonipg since there is so much not developed as such in the downtown area? 3. Perhaps the time is not yet here when additional C-1 expansion is needed in this area. The construction of the Sherman Street bridge and the opening of this route into the downtown area may provide justif ~cation for a change. Mr. Rice stated that he felt the Board of Adjustment would delay any definite word as to setback requirements until the Planning Commission decision on rezoning was forthcomin g. Street Paving Policy Mr. Hill brought up the matter of recommending a better policy on street pa v ing. He stated that paving fees should be adequate to provide maintenance indefinitely on cuts. Mr. Jones and Mr. Kelley questioned whether this matter is under the jurisdiction of the Planning Com- mission or is an administrative problem. Mr. Bray, now working part time for the Planning Office and formerly of the City of Boulder, mentioned Boulder's method of charging for street cuts according ~o stree~ surveys and then bidding of patching jobs to private contractors annually. Mr. Hill suggested that tlE City look into Boulder's method of street paving. Planning Commission City Industrial Street Widths Establishing 44 ft.
