CALL TO ORDER ~ The regular meeting of the C ity Planning and Zon in g Commission was call ed to ord e r at 7:01 p.m. in the City Counci l Conference Room of the Englewood Civic C ente r, Chair Brick presiding . STUDY SESSION ~ Industrial Zone Amendments Mr. Voboril stated severa l redeve lopment proposa ls (multi-unit housing) have b ee n submitted for the Oxford Station area and there is also a proposed redevelopment of th e General Iron Works site. The Engl ewo o d Li ght Rail Corridor Plan consultant team recommended revisiting the City's approach to zoning and regulating multi-unit residential projects within the station areas. He presented a PowerPoint slide show on Mixed Use Industrial/Residential Neighborhoods. The presentation included slides on Denver's zoning regulations . Mr. Voboril distributed a map of the Englewood Light Rail Corridor Land Use Plan and presented a potential zoning strategy. Areas reviewed and commented on includ ed: • • • • • • • • • • • • • • • • • • • • • • Existing 1-1, 1-2 and Transit Station Area (TSA ) zoning regulations Environmental concerns north of Oxford and south of Oxford The potential for ground floor retail The rail trail system should be a priority to get everything c onn ec t ed Improvements to W Oxford Avenue and S Navajo Stre et Nice vision, but can't see people wanting to live by Oxford Station Would the Commission like a mixed overlay like D e nv er has ; would an overlay encourage change Don't decrease parking standards Believe the larger industrial users will move out of the area in th e future in order to grow their businesses Great to have an aggressive vision More than one use on a project does not work very well If changes are made, City needs to market those changes This is a plan for the future; not really viable in the short term. Need to target certain areas and concentrate on them Zoning should not be restrictive Need to complete TSA regulations Need to make the two Light Ra il stations we have as viable as we can Need a new bus route to serve the Oxford Station Eliminate hazardous businesses from the code for these ar eas The Englewood Parkway concept was to be a new main street that was not a thoroughfare Can implement zoning changes in phases, but have to hav e a found ation to set the stage for those changes Zoning should allow more mixed-use Need protected bike lane on W Oxford Ave Mr. Brick stated Mr. Kinton left the meeting at 7:30 for personal reasons . • • • Planning an d Zoning Commission Study Session Case #20 13-0 I Indu strial Zoning Amendment s March 19 ,20 13 Page 3 of 4 IV. VI. A TIORNEY'S CHOICE [?] Ms. Re id had nothing further to report. VII. STAFF'S CHOICE [?] Director White noted at las t night's City Council m ee tin g th e consensus from Counci l was to move forward with banning recreational m a rijuana us e in th e City of Eng lewood. Interv iews are being conducted this week to fill th e Senior Pl an n er position; a decision should be made this week. Future meetings : April 2: Draft Englewood Light Rail Corridor Plan (S tud y Session ) VIII. COMMISSIONER'S CHOICE [?] Mr. Knoth stated he would lik e to see the City set aside monies for cap ital projects to improve th e look of areas of the City. He provided exa mpl es of what o th e r cit i es have do n e. Director White noted the Commission will begin working on th e Capital Project li st in the near future. Reid stated a petition to dissolve th e Business Improvem e nt Distri ct (B ID ) was brought before City Council. The hearing was continued to a later date. Mr. Bleile apologized for being late to th e me etin g. The meeting ad journ ed at 9:01 p .m .
