Seve ral membe rs of C ity Co u nci l worked on upda ti ng the 2003 p lan; the resu lt was included i n t h e packet. It appea r s most changes are not major. H e stated Staff is • • • Planning and Zoning Commission Stud y Session Ca se #20 13-03 , Comprehen sive Plan Update April 2 , 20 13 Pa ge 2 of3 looking for the Commission's feedback on the proposed changes or if the Commission has cha ng es they would like to see incorporated into the document. If th e Commission doesn 't have any substantial problems with what City Council is suggesting we can move the process forward; if the Commission does, then we will have to go back to Council to discuss, maybe at a joint meeting of Council and the Pl anning and Zoning Commission. Discussion points and comments included: • • • • • • • • • • • • • • • • • • • What is the goal for tonight? What is the vision for this document? This document does not reflect where the City is going . Document is not adequate . Great wordsmithing; not enough vision . Is missing the economic component. It is in Staff and City Council's best interest to update the Comprehensive Plan the ri gh t way the first time. Staff was not cons ulted through this process . The document is out of date; ne eds to be adequate to take Englewood into the future. There are many other sections of this document that have not been touched . Other Boards and Commissions need to review and update their sections . The point of th e plan is to look at where we are today and to look ahead . Taking on a new visioning process will take time and money . If the decision is to write a new plan it should be a partnership approach between Planning and Zon ing and City Council. If City Council does not want to rewrite th e document it should remain as is without any revisions and revisit it in the future. Planning and Zoning's task, by City Charter, is to have a document that is a visionary type of document. ls this the best vision that serves th e community? ls this still valid as a vision document? Proposed changes are just wordsmithing and updating of stat1st1cs, which are important, but a true update wo uld be starting over and include stakeholder meetings to gather input to start to form that vision. • A Comprehensive Plan update can cost $150,000 and take 18 months to comp lete. • No reason to have a joint study session with City Council until we know what direction we are taking. • As a multi-year prioritized project the Commission would lik e to und ertake a review of Englewood's Comprehensive Plan. PUBLIC FORUM ~ There was no public present. V. ATTORNEY'S CHOICE [aJ There was no attorney present. VI. STAFF'S CHOICE [aJ Dire c tor White stated Staff does not have a tentative topic to bring before the Commission on April 16 th at this time. He asked the Commission if they wou ld be agreeab le to holding a Special Meeting on May 14th to accommodate a developer who is running up against a deadline to have a Public Hearing before his 180 days exp ir e after holding the neighborhood meeting. General consensus was to hold the spec ial meeting on May 14th. It was decided to cancel eith er the May 7t h or 21 st meeting. The n ew planner in Community Development will start work the week of April 29 th . VII. COMMISSIONER'S CHOICE [l] Several Commiss ioners wanted to thank the members of City Council who worked on th e Comprehensive Plan revisions; a lot of effort went into it. Th e Commission felt that it would be best if Staff concentrated on bringing one issu e at a tim e to them for review . For the Commission to be successfu l we should have a general cade n c e of things we should look at semi -r egularly and not just go out and chase th e n ex t shiny penny that needs to be done next week. We were successful with th e Small Area Medical Plan , the Sign Code rewrite and the landscaping plan; we knew that was what we wanted to work on that year, set it as an agenda item and eve ry coup le of weeks we met on those particular topics until we completed them. Mr. J<ing asked if the Flood Middle School redevelopment was now going to be townhomes. Mr. Voboril stated it was not; there is a proposal to build 40 for-sa le t ow nhomes on the Masonic property. Mr. Roth invited everyone to attend the Citizen of the Year ce lebration to be held o n May 13th. Mr. Roth is Englewood 's Citizen of the Year. Th e meeting adjourned at 8:05 p.m .
